Subject: Ne Win and European extreme right wing

The following information was received through Edith T. Mirante from Project
Maje, 14 Dartmouth Road, Cranford, NJ 07016, USA. Maje is "an independent
information project concerned with Burma's human rights, environmental, and
narcotics issues". Ms Mirante sent a copy of a document she received from
"an Asian source in 1989 or 1990". Here it is:

"Ne Win's favourite clinic in Switzerland is Centre de revitalisation, Clinique
Lemana Rustica, Ave Bosquets-de-Julie 21, 1815 Clarens-Montreux, Switzerland,
Tel. 021-641641; telex 453160 cdrl. It was founded by Dr Niehans, a German
ex-Nazi. He is closely connected with Francois Genoud of the [French?]
National Front who in 1950 set up a "humanitarian organization" to help Nazis
in jail in Europe. Genoud helped Capt. Reichenberg, an SS officer in jail in
France, with legal assistance and he was freed after five years in custody.
In return, Genoud got the rights to publish Goebbels' autobiography. This
"mafia" of ex-Nazis is close to Boris Zalcman and, of course, Ne Win. Zalcman
visits Burma every year, ostensibly to buy gems. He handles Ne Win's money
and business in Switzerland and he virtually runs the Burmese delegation to
the UN in Geneva (for instance he uses its diplomatic bag to send and receive
various goods from Burma). Zalcman and his men are buying lots of property in
Geneva and investing in real estate. The money they're spending far exceeeds
what they possibly could earn from rubies and sapphires. The evidence against
Borys Zalcman is largely circumstancial but this case shows many similarities
with a similar affair a few years ago (at that time it was Lebanon and a
Swiss minister was implicated in the affair).
Bruce Rappaport, a Swiss businessman involved in the Iran-Contra arms-for-
hostages scandal, is Thailand's honorary consul for Switzerland. He is
linked with [then] prime minister Chatichai of Thailand, and he has met with
Saw Maung in Burma about business investments. He was also involved in the
Indonesia Pertamina scandal, and is linked with Zalcman's interests."

I have no personal opinion on the contents of this report. (Most names quoted
are unknown to me, but I don't follow French/Swiss extreme right wing very
much.) It may be that some of it is out of date since it is already 4/5 years
old. Anyway I hope it is useful.
