PERSPECTIVES: PRIVATISATION FOR LONG-TERM NATIONAL  INTEREST 

After sustained efforts for over six years, we can witness
tangible  results in many aspects. The economy is taking off.
This is due largely  to market economic system being practised

today attracting foreign  investment and promoting privatisation.
Today, foreign firms are  actively engaged in production and
services in joint venture  undertakings with the Government or
private entrepreneurs. 

The Government has already decontrolled many business
undertakings  with appropriate assistance duly provided to the
private sector. Still,  there remain certain aspects of business
that should be transferred. 

At a recent coordination meeting on privatisation, the
Secretary-1 of  the State Law and Order Restoration Council
Lt-Gen Khin Nyunt spoke  of business undertakings that should be
put into the hands of the  private sector. Noticeably, emphasis
is placed on undertakings which  could not be properly controlled
or managed as they are spread out in  the country and their
performance is below capacity. Also included in  the category are
those which require improvement and modernization  through
sufficient funds and technology. 

The Secretary-1 also named methods to be applied in
privatisation. he  also took into consideration the absorbing of
employees on  privatisation. He then called on the ministries
concerned to find ways  to systematically transfer State-owned
enterprises to the private sector. 

Doubtless, privatisation is a must at a time when we are
practising  market economic system and witnessing fruits of our
endeavours. At  the same time, we must keep in mind the behests
of the Chairman of  the State Law and Order Restoration Council
Senior General Than  Swe.  

Government organizations are to extend a helping hand to private 
entrepreneurs who are nationals and enable them to do business 
competently. Only with competence will they be able to establish
a  viable economy for their own good and for the nation's as
well. 

Privatisation is being introduced with aims which include making
the  most beneficial use of the nation's natural resources,
applying modern  technology and creating jobs for the majority of
the national people.  But it will be contrary to the original
aims if just a group of people is  allowed to take the lion's
share of the fruits of privatisation.  Privatisation, therefore,
should be in the long-term interests of the  largest majority of
the people and the nation.

MYANMAR, CHINA DISCUSS TOURISM INDUSTRY DEVELOPMENT 



Yangon, 11 Oct - Ambassador of the People's Republic of China to
the  Union of Myanmar Mrs Chen Baoliu called on Minister for
Hotels and  Tourism Lt-Gen Kyaw Ba at the latter's office at
11.30 am today. 

Also present were Director-General of the Directorate of Hotels
and  Tourism U Myo Min and officials. 

They discussed measures taken by Myanmar and China to develop 
tourism industry, and also construction of hotels and efforts
being  made to attract foreign investments in the industry. 

Minister Lt-Gen Kyaw Ba told the PRC Ambassador that in addition
to  those who entered Myanmar through Yangon, there were those
who  entered the country through the border posts of China and
Thailand. 

The previous year, he said, about 800,000 persons visited Myanmar

including one-day trips. He also said that hotels with over 5,000

rooms are under construction with foreign investment mainly from 
Singapore and Thailand. 

In connection with opening of markets, the Ambassador recounted 
Chinas experiences. She said the move began in 1978 in three
phases.  First phase was coastal areas, second phase border areas
and third  phase inland areas, she added. She said she learned
that there is no  cooperation in tourism industry between China
and Myanmar, and  she would like to arrange the ministers visit
to China. 

The minister thanked the Ambassador for the invitation and also
told  her that Myanmar is planning to follow the Open Sky Policy.
He also  told her of necessary changes in aviation rules and
issuing of Air  Operator Certificates to enable foreign airlines
to fly to Myanmar.

Yangon, 11 Oct - Minister for National Planning and Economic 
Development Brig-Gen Abel received Ambassador of the People's 
Republic of China Mrs Chen Baoliu at the Myanma Investment 
Commission Office at 2 pm today. 

Economic cooperation between the two countries was discussed at
the  meeting. 

Also present were officials of the Ministry of National Planning
and  Economic Development.

LTD OF CANADA

Yangon, 11 Oct - Minister for Mines Lt-Gen Kyaw Min received 
Chairman of the Ivanhoe Myanmar Holdings Co Ltd of Canada Mr 
Robert Friedland at the Minister's Office this afternoon. 

Chairman Mr Robert Friedland presented reports on the progress 
made during the six-month period of exploration for mineral
deposit  of the Copper Project and presented a proposal for
extraction of  refined copper applying SX-EW method under the
exploration carried  out at Monywa copper deposit. 

The Minister spoke of the need to extract refined-cathode copper.


Deputy Ministers for Mines U Hlaing Win and U Myint Thein and 
officials concerned were also present on the occasion.

Yangon, 11 Oct - Daw Than Than Win, lecturer of the Industrial 
Chemistry Department of Yangon University, left here today by air
to  attend a course on Tribology (Tribochemistry) in Japan with

Yangon, 11 Oct - Secretary-1 Lt-Gen Khin Nyunt laid cornerstone
for  construction of Aryonkhan Tazaung of Kyaikhmawwunyele Pagoda

and inspected development of Thanlyin-Kyauktan region today. 

Accompanied by Minister for Progress of Border Areas and National

Races and Development Affairs Lt-Gen Maung Thint, Deputy Minister

for Construction Col Aung San, Director-General of the State Law
and  Order Restoration Council Office Lt-Col Pe Nyein, heads of 
department and other officials, the Secretary-1 arrived at
Kyauktan  Township at 7.30 am. They were welcomed by departmental
heads,  members of Yangon (South) District and Kyauktan Township
Law and  Order Restoration Council personnel concerned. 

The they went to Kyaikhmawwunyele Pagoda where they paid 
respects to Sayadaw of Arthawkayama Pariyatti Sarthintaik Agga 
Maha Pandita Bhaddanta Pandavamsa and Ovadacariya Sayadaws of 
the Pagoda. 

Later, Secretary-1 Lt-Gen Khin Nyunt, Minister Lt-Gen Maung
Thint,  Deputy Minister Col Aung San, donor for building the
Aryonkhan  Tazaung U Aung Din and other persons laid the
cornerstone. 

Heads of department, members of Division/District/Township Law 
and Order Restoration Councils, Daw Kyi than, wife of the donor,
and  family, members of the Pagoda Board of Trustees and public
were also  present. 

The Secretary-1 and party then paid obeisance to the pagoda. 

Next, they inspected construction of new Myoma Market, paid 
respects to Sayadaw Bhaddanta Candima of Padagyi Pariyatti 
Sarthintaik and observed the historic Padahsandawshin 
(Kyaiksawshin) Pagoda and discussed with personnel concerned on 
repair and renovation of it. 

The pagoda, which has been badly damaged by the elements, was
built  by King Bawgathena, a ruler of Thanlyin, which was called 
Thihadipakyun at that time, in Sasana Year 238. The splendid
pagoda  was 150 feet high. 

It is to be renovated under the guidance of the Secretary-1 and 
measures have already been taken to collect donations. 

Then, the Secretary-1 and party inspected upgrading and
maintenance  of Bantbwegon Reservoir and establishment of a new
town near  Kungyangon Village in Thanlyin Township. 

At Zarmani Reservoir Construction Project site office, they heard

reports on development of Thanlyin-Kyauktan region and on 
construction of the reservoir presented by officials. 

Afterwards, they inspected preparations for holding the final
rites of  the late Thanlyin Minkyaung Sayadaw Agga Maha Pandita
Bhaddanta  Vannasiri, heard reports presented by Chairman of the
Committee for  Holding Final Rites Col Aung Khin, Chairman of
Preparatory  Committee for Thanlyin Region Commander of Naval
Training Depot  Capt Tin Oo (Navy) and personnel concerned and
paid respects to the  remains of the Sayadaw. 

Later, the Secretary-1 and party held a meeting at the Minkyaung
to  coordinate holding of the final rites. 

Also present were members of the Committee Holding Funeral Rites,

Preparatory Committee for Thanlyin Region and respective 
subcommittees and personnel concerned. 

Speaking on the occasion, Secretary-1 Lt-Gen Khin Nyunt said 
respective committees and subcommittees have already been formed 
and work is also under way for holding the final rites. 

They came there to attend the requirements in making preparations

for holding the final rites on a grand scale, to which they found

satisfactory, he said. 

Next, Col Aung Khin and Capt (Navy) Tin Oo reported on progress
of  work and on collecting donations. 

Subcommittee-wise reports were then presented and the meeting 
ended with concluding remarks by the Secretary.

MINISTER INSPECTS RAILROAD IMPROVEMENT

Yangon, 11 Oct - Minister for Rail Transportation U Win Sein
today  inspected repair and maintenance of railroads along
Yangon-Toungoo  section of Yangon-Mandalay Railway for safety of
passengers. 

Accompanied by officials concerned, he left Yangon by railcar in
the  morning and met workers taking part in repair and
maintenance of  railroads between Milepost 5/13 and 5/17 The
minister and party  then inspected levelling of rail-joints,
changing sleepers, upgrading  drainage systems along the roads
and other railroad improvement. 

The minister and party then arrived at Shwehlay Railway Station 
where they heard reports on improvement of railroad at Bago, 
Nyaunglaybin and Phyu townships presented by officials. 

In his meeting with workers participating in repair and
maintenance  of railroads from Milepost 106 to 107 between
Thahtaygon and  Kyauktaga stations, U Win Sein said he has come
to see whether the  work is properly done and supervised, adding
better railroads ensure  safety and minimize damage of
locomotives and coaches. 

Officials should stay closely with workers in properly lead and 
supervise them, said the minister, who also assured workers
welfare.

ALL DOCTORS MUST ENTER COMPULSORY PUBLIC SERVICE 

Yangon, 11 Oct - The Ministry of Health today issued Notification
No  3/94 regarding employment of all doctors as service
personnel. The  notification says that in order to accelerate
health care services of the  Union of Myanmar, doctors turned out
yearly by the Institutes of  Medicine are to be appointed as
State service personnel after their  internship. 

According to the notification, beginning 1994 all doctors who 
graduate every year from the Institutes of Medicine are to be 
appointed as State service personnel after their internship for
at least  three years. 

Their employment abroad will be taken into consideration only
after  completion of the three-year service. 

The notification was signed by Minister for Health Vice-Admiral
Than  Nyunt.

COMPLAINANTS TRADE CHARGE

Yangon, 11 Oct - A quarrel broke out between U Than Htay Aung,
39,  of No 37, Anigar Street, Ward 15 in Yankin Township and 
independent representative-elect and National Convention delegate
U  Tun Hlaing, 38, of No 398, Shwegondine Road, East Shwegondine 
Ward in Bahan Township at the Moe Thauk Pan Restaurant on Anigar 
Street at 7.30 pm yesterday. 

U Than Htay Aung received a cut on his forehead and was treated
as  an out-patient. U Tun Hlaing went to the Neuro Department of
the  Yangon General Hospital for medical treatment claiming that
he had  been hit in the head. 

U Than Htay Aung reported to the Yankin PPF Station that U Tun 
Hlaing hit him with a stool while he was waiting for noodles he
had  ordered at the Moe Thauk Pan Restaurant and pressed charges.
The  Yankin PPF Station opened a case against U Tun Hlaing under
Section  325 of the Penal Code. 

U Tun Hlaing claimed that while he was having cold drinks after 
eating noodles at the restaurant, U Than Htay Aung arrived and 
insulted him over his having been elected as Hluttaw
representative.  When he asked why U Than Htay Aung insulted him,
he was fisted  four times. He complained of facial injury and
reported to the Yankin  PPF Station which opened a case against U
Than Htay Aung under  Section 325 of the Penal Code. 

Upon further investigation, U Than Htay Aung recounted an
incident  in front of the Moe Thauk Pan Restaurant at about 7.30
pm on 7  October. He said he found a girl of about 15, crying in
the shadows in  front of the restaurant, conversing with U Tun
Hlaing. He said he then  enquired the girl who replied that she
had left home following a tiff.  He then advised the girl not to
remain there as she might be in trouble  with bad hats. He said
he then sent her to the PPF Station with the help  of Ward Law
and Order Restoration Council Chairman U Min Ko. U  Tun Hlaing
bore a grudge against him and hit him yesterday, he said. 

Yankin PPF Station is taking action against both the
complaintants  under Section 325 of the Penal Code.

FOREST BASED ECOTOURISM CUM NATURE TOURISM: INTEGRATING PEOPLE
AND NATURE FOR SUSTAINABLE FUTURE

Potential Sites for Ecotourism cum Nature Tourism 

Alaungdaw-Katthapa National Park 

Location and Access: Approximately 160 miles west of Mandalay and

accessible by motor vehicles only through December to May. 

Physical Description: The first National Park of Myanmar
featuring  least disturbed forest ecosystems habited by diverse
array of terrestrial  mammals, reptile, and birds. Breath-taking
unique geophysical  features of waterfalls, streams, centuries
old important religious  monument sites, and jungle walk offer a
relatively potential site for  nature tourism, ecotourism and
adventure tourism for local and  foreign visitors. Topography of
the area is marked with altitudes  ranging from 670 feet to 4260
feet. 

Vegetation: Least disturbed natural forests characterized by the 
presence of premium teak stands associated with other
commercially  valued timber species, pine and orchids. 

Wildlife: Elephant, gaur, banteng, sambar, tiger, leopard,
Himalayan  bear, wild dog, serrow and about one hundred
forest-dwelling birds  are widely distributed over the park. 

Popa Mountain Park 

Location and Access: Situated in the central arid zone, 40 miles
from  Pagan, Myanmars cultural heritage site, accessible from
Yangon by  air, rail and roads. 

Physical Description: Popa Mountain Park is the unique
geophysical  feature and an oasis of the central dry zone of
Myanmar. It is a  320,000 years old extinct volcano rising
solidarity in the midst of  central plain. To Myanmar, Mount Popa
is Mount Olympus of ancient  Greeks and Fuji Yama of Japan. It is
the important place of Myanmar  culture, religion and history
since the dawn of history. Its unparalleled  breath-taking views
and landscape will be the focal point for the  tourist industry
in Myanmar. 

Vegetation: Popa is famous for its wealth of medicinal plants and

orchids. Predominantly, it is covered with xerophytic species at
low  land with patches of evergreen vegetation and hill forest
species at  high altitude. The flora of the Popa Mountain park is
characterized by  the presence of saga tree (Michelia champaca).
Which gives spiritual  inspiration to the visitors. 

Fauna: Few thamin (Cervus eldi thamin), barking deer, wild pig, 
Assamese macaques, Phayres langur, leopard, jungle cat and about 
one hundred bird species can be found. 

Shwesettaw Wildlife Sanctuary 

Location Access: It is 330 miles north of Yangon and accessible
by air  via Magway and highway. 

Conservation value: It is one of the last strong hold of
endangered  wildlife species, thamin (Cervus eldi thamin) endemic
to Myanmar.  It represents Myanmar dry land forest ecosystem to
support the visible  size of thamin and other wildlife species.
It is a place where the  sacred Lord Buddhas four prints are set
aside for the religious and  cultural heritage. 

Inlay water-birds sanctuary 

Location and Access: Inlay lake situates in the table-land of
Southern  Shan State and the surface is about 3,000 ft. a. s. l.
It can be readily  reached by air, rail and road. 

Conservation Value: Inlay lake is a unique highland lake rich in 
culture and tradition, and important for migratory waterfowls and

resident water birds. The wetland signifies as a unique
landscape, and  traditional life style of local people which
characterize the human  interaction of man and nature: growing
the agricultural crops on the  man-made floating islands by the
local people. People dwelling on the  artificial island and boat
rowing by legs will be the focal tourists  attraction. Inlay
possesses any quality of conservation values and  fascinate the
visitors by its sublime beauty. 

Some of the identified protected areas, yet to be developed for
future  ecotourism cum nature tourism are as follows: 

Lampi Marine Park. One of the islands of Myeik Archipelago, in 
Tanintharyi Division. An unusual natural area, potential in both 
nature and conservation and tourism, endowed with coral reefs. 

Natmataung. It is the highest mountain (10,018 feet) in Southern
Chin  Hills covered with hill evergreen forest, with a rich
mountane bird  fauna, landscapes and cool climate will offer
tranquillity to the  visitors. 

Kyaukpantaung. It posses all the criterias of National Parks. The
eyes  can catch the breath-taking views of unspoiled natural
forests,  spectacular mountain scenery and variety of wildlife. 

Tamanthi Wildlife Sanctuary. The largest wildlife sanctuary
situated at  Naga Hill in Sagaing Division. The tropical
evergreen forest of  Tamanthi Wildlife Sanctuary is essentially
intact and contains viable  population of wildlife species. It is
the last strong hold of Sumatran  rhinoceros and it meets all the
qualities of future ecotourism cum  nature tourism. 

Northern Kachin State. The majestic scenic beauty of upper
northern  bioregion of the country, signified by the presence of
highest  snowcapped mountain (Khakaborazi-5881m) habited by rare
and  endangered wildlife species, such as, takin, musk deer and
orchids. It  is the sylvan heaven of wildlife and deserves more
emphasis as the  headwater catchment of the Ayeyarwady River. Its
enchanting  splendourous scenic beauty will give peace and
tranquillity to the  visitors. 

The present Myanmar Protected Area System coverage 1% of the land

will be increased to 5% as a short term goal to conserve its
richness of  flora, fauna and landscapes. New wildlife law was
promulgated in  June, 1994. The new wildlife legislature
emphasized on the protection  of the endangered wildlife species
and its habitats, the critical  ecosystems, biodiversity
conservation and formation of protected area  system. The natural
protected area management system provides  betterment of climate,
purification of water and air, storage and  supply of fresh
water, protection of flood and erosion, biodiversity 
conservation, national income from tourism, local community 
development, and life support system for the present and future 
generation. Recognizing the benefits derived from the protected
area  system outweighed the revenue obtained from the physical 
exploitation of the forests, conservation oriented forest
management  and involvement of local community by sharing
equitable benefits  accrued from forests are basic principles of
forest policy, manifested  by the Minister, Ministry of Forestry.
Ministers devotional ardour for  the cause of the rural community
development was demonstrated by  his recent visits to ethnic
Karen villages at Bago Yoma and Chin  villages on Rakhine Yoma.
Meeting with the forest dwellers at the  respective villages,
Minister called on the local forestry and  administrative
authorities concerned to make all concerted efforts to  promote
the living conditions of the local people through agro- forestry
practices and income generation from nature tourism.  Ecotourism
cum nature tourism is a viable economy of the country  and in

NATIONAL CONVENTION: PROPOSAL PAPER COMPILING GROUPS  OF STATE
SERVICES PERSONNEL DELEGATES MEET 

Yangon, 11 Oct - The proposal paper compiling groups of the
worker  delegates and the State service personnel delegates held
meetings in the  respective halls at Kyaikkasan today. 

Worker delegates group 

The meeting of the worker delegates group was held in Hall 6 this

morning presided over by Alternate Chairman u San Tin of Pathein 
West Township and U Khin Maung Win was master of ceremonies. 

After an opening address by the alternate chairman, the proposal 
paper on designating self-administered zones compiled by worker 
delegates of Ayeyarwady Division was discussed by delegate U
Maung  Maung Than of Kyangin Township, the proposal paper
compiled by  delegates of Kayah, Kayin, Shan and Mon States,
Sagaing, Tanintharyi,  Bago, Magway and Mandalay Divisions were
discussed by U Kyaw  Win Tun of Kyaukpadaung Township, the paper
compiled by  delegates of Rakhine State and Yangon Division was
discussed by U  Sein Nyunt of Mingala Taungnyunt Township and U
Sein Nyo of  Pabedan Township. U Sum Lut Naw of Myitkyina
Township presented  his proposal paper and U Gei Khwi Shing of
Mindat Township  presented his paper. 

The alternate chairman then delivered the concluding address. The

meeting then fixed dates on presenting proposal papers compiled
by  worker delegates group on chapter legislature as 12 October,
on  chapter executives as 13 October and on chapter judiciary as
14  October and the meeting then ended. 

State service personnel delegates group 

The coordination meeting of the proposal papers compilation group
of  the State service personnel delegates was held in Hall 8 this
morning.  Proposal papers on designating self-administered
divisions or self- administered zones, and chapters legislature,
executive and judiciary  were compiled by the delegates. 

The meeting then fixed the date for holding the coordination
meeting  of the State service personnel delegates group as 12
October. At Hall  11, 15 members of the State service personnel
delegates group  discussed the proposal paper on chapter
legislature compiled by them. 

The meeting of the peasant delegates group will be held on 12, 13
and  14 October. Altogether 20 delegates will present 10 proposal
papers  on chapter legislature. 

Six proposal papers on chapters legislature, executive and
judiciary  compiled by six delegates of the Intelligentsia and
intellectuals  delegates group will be scrutinized by the Panel
of Chairmen and its  meeting will be held on 14 October. 

The Panel of Chairmen of the other persons delegates group will 
scrutinize the proposal papers submitted by the delegates on 13 
October. 

The meeting of the political parties delegates group will be held
on 17  October. 

The meeting of representatives-elect delegates group will be held
on  12 October and the proposal paper of the Mro or Khami
National  solidarity Organization will be presented. 

The meeting of the national races delegates group will be held on
25  October.

FIRST AID COURSES OF YANGON UNIVERSITY (MAIN) CONCLUDE

Yangon, 11 Oct - Chairman of Yangon Division Law and Order 
Restoration Council Lt-Gen Myo Nyunt this morning attended a 
ceremony at the Yangon University (Main) to mark the conclusion
of  first aid courses at the Yangon University (Main) Red Cross
Society.  Membership applications were also submitted and blood
donors were  honoured at the ceremony. 

Also present were Deputy Minister for Education Dr Than Nyunt, 
President of Myanmar Red Cross Society Dr Tin Oo, Rector of the 
University U Tun Maung, officials and trainees. 

Rector U Tun Maung delivered an address. 

Lt-Gen Myo Nyunt then said those who had completed training 
courses will have to keep their campuses, their homes and the 
environs clean while looking after the victims of natural
disasters.  They therefore will be able to do service for others.
He then elaborated  on the value of nursing, quoting verses by
Seinda Kyawthus U Aw and  teachings of the Buddha. 

He called on the trainees to keep the environs ever clean in 
coordination with the Red Cross, auxiliary fire brigades, Union 
Solidarity and Development Associations and townsfolk. 

Afterwards, President of Yangon University (Main) Red Cross
Society  Daw Tin Mar Kyi handed membership fees and submitted
applications  to President of MRCS Dr Tin Oo. 

Rector U Tun Maung then presented prizes and assignment papers to

outstanding Red Cross members, blood donors, course instructors
and  EC members. 

Lt-Gen Myo Nyunt and Dr Than Nyunt also presented prizes to 
outstanding trainees.
