It is going very well with Southeast-Asia. De economic-growth- and=20
-profitfigures are higher than anywhere else and the future prosepctives=20
seem brilliant. Such is the image painted by companies, politicians and=20
media. They warnm us: if we do not act now, the Asian Tigers will not only=
=20
by-pass us economically, but they will als eat us alive.

That this is a very one-sided look on things, is the subject of a two-day=20
study-conference 'Paper Tigers' on tuesday 28th and wednesday 29 th of=20
November 1995 in the Institute of Social Studies, Kortenaerkade 12, The=20
Hague, The Netherlands. The conference is organised by the Burma Centrum=20
Nederland (BCN), Filipijnen Informatie- en Documentatiecentrum (FIDOC),=20
Komitee Indonesi=EB en Transnational Institute (TNI), in close cooperation=
=20
with other organisations and with financial support from HIVOS, NCO and=
 NOVIB.

Questions that will be posed are: What are the conditions, chances and=20
constraints (limits to?) of economic growth in Southeast-Asia and what are=
=20
the social and ecological costs. Does economic growth create possibilities=
=20
for pacification of social and political conflicts or does "polarised=20
development" result in intenser conflicts? Is there a new economic,=20
political and military superpower (powerblock) forming around ASEAN and what=
=20
does this mean for Europe? What are the alternative strategies for=20
development that are promoted by social movements and NGO's in the region,=
=20
how can these be supported from Europe?

Planned are eight lectures, nine workshops, two paneldiscussions and a=20
musical perfomance. There are also lecturers, but they shall in this medium=
=20
remain unnamed. The theme of the first day is: "Economic growth, the forming=
=20
of regional blocks and conflict in Southeast-Asia". The theme of day two:=20
"NGO-alternatives in Southeast-Asia and futureperspectives for international=
=20
solidarity".

C) Peace and arms race (armament) in SEA - initiatives and perspectives

The conference will for a larger part be in English. Participation costs are=
