Dear sir:
The United Nations was founded to save succeeding generations from the scourge
of war, which twice in this century brought untold sorrow to mankind; to
reaffirm faith in fundamental human rights, in the dignity and worth of each
human being, in the equal rights of men and women and of nations large and
small; to establish conditions under which justice and respect for the
obligations arising from treaties and other sources of international law can be
maintained; and to promote social progress and better standards of living
together with greater freedom. According to these concepts, the United Nations
has solved not only international disputes but also its members' domestic
affairs.
In 1988, the pro democracy movement broke out in Burma (Myanmar) and the
military came to power after a bloody crackdown. In 1990, the Burmese military
junta, SLORC, held an election which the National League for Democracy (NLD) won
by a landslide. For five years the Burmese military junta has ignored the
decision reached by UNGA Resolution 46/132 according to which the Government of
Myanmar assured the General Assembly and other United Nations bodies of its
intention to take all necessary steps toward democracy in light of the elections
held in 1990.
Article 21 of the Universal Declaration of Human Rights states that the will of
the people will be the basis of authority of government and that this will be
expressed in periodic and genuine elections which will be by universal and equal
suffrage and will be held by secret vote or by equivalent free voting
procedures. As a result of the 1990 election, the people of Burma have
selected the NLD as their representatives. Therefore, the representatives
of the SLORC attending the General Assembly do not represent the people of
Burma.
In recent years, the international community has joined together against the use
of force and international terrorism. Taking effective actions against the
Burmese military regime -- which has governed the people of Burma by force and
through violations of human rights such as execution, rape and torture -- will
promote world peace and justice.
We believe that justice among human beings can foster mutual understanding
and allow all to live in peace. The reports from the Special Rapporteur of the
Secretary General of the United Nations, Amnesty International and the
International Committee of the Red Cross show that the SLORC is tricking the
whole world. So it is time for the United Nations to stand up firmly for the
truth. Taking action against the Burmese military junta will show that the
United Nations will take such action against any of its members' governments
whose armed forces oppress and torture their own people.
For these reasons, we, the undersigned, hereby request that the United
Nations expel the representatives of the Burmese military junta from the
ongoing General Assembly.
