- Than Lwin was secretary of the ADSB, but when a factional split occurred
between Maung Aung and Maung Maung he chose to side with Maung Maung and
later took up the position of secretary of the FTUB. He is someone who has
constantly espoused terrorism and is also the prime mover in directing his
brother in Ranong to lead and commit acts of piracy on the sea together with
one Gwan Shi.

Expatriate Sein Win, who heads and controls the above-mentioned Maung Maung,
Thein Ngwe, Than Lwin, Thomas (a) Gon Aung, and Pyay Thein (a) Maxwell, as
instructed by his American masters, planned to create unrest in the country
in order to provoke the State Law and Order Restoration Council to take
punitive action against activists. This in turn would generate charges of
human rights violations by the international community and thus more
pressure would be exerted on the government followed by political and
economic ostracism. The people would then suffer economic hardship and that
would lead to a general uprising against the government. With this scenario
in mind, Sein Win plotted and directed the parcel bomb explosion at the
residence of the Secretary 2. Investigations have revealed that those who
actually implemented this atrocity were terrorist Thein Ngwe and explosive
expert Thomas (a) Gon Aung. Sein Win's scheme was also to disrupt the
existing friendly relations between the Japanese and the Myanmar
Governments. So after a parcel bomb had been made it was addressed and sent
by post from Japan to the residence of the Secretary 2. When it arrived at
the Yangon General Post Office, it was delivered directly to the residence
of the Secretary 2 by the postman in accordance with routine postal
procedures. Due to this brutal and heartless act by these inhuman and
vicious terrorists, the innocent daughter of Lieutenant General Tin Oo,
mother of two small children and a teacher lost her life.

Evidence which shows clearly that the parcel bomb had been posted from Japan
and photographic records of the explosion that occured in the residence of
the Secretary 2 are shown on the boards.

Acts Of Terrorism Perpetrated By Illegal Expatriate Anti-Government
Organizations

In the first part of the briefing, I have given you a detailed account of
how some anti-government organizations, with the assistance of certain
western NGOs, have exploited every opporunity to assail Myanmar, employing
every means at their disposal including the perpetration of all kinds of
outrage and terrorism. In the second part I would like to relate to the
people how, in the nick of time, we were able to preempt and frustrate a
series of cowardly acts of violence and terrorism which some of these groups
had conspired to commit. Their plan was intended to hurt the dignity and
stature of our country, destroy people's lives and property, assassinate
leaders of the state and sabotage some embassies here in Myanmar. It was a
plot hatched in collaboration by two of the groups mentioned in the first
part of the briefing - the Federation of Trade Unions - Burma (FTUB) and the
National Coalition Government of the Union of Burma (NCGUB).

Our investigations had led to the discovery that FTUB secretary Pyi Thit
Nyunt Wai (a) Maung Maung had joined up with expatriate Sein Win 's NCGUB
and had made contacts, ostensibly in the cause of the workers of Myanmar,
with some international labour unions including that of America. Then after
establishing a base in Bangkok around the middle of 1995, they had embarked
on a series of terrorist attacks. At this point I would like to add a few
more details about FTUB secretary Pyi Thit Nyunt Wai. Pyi Thit Nyunt Wai,
after he had left Myanmar illegally, began to operate with Bangkok as his
base. He took up residence at No 209 Wattana Mansion in Hwe Khun Ward of 45
th Lane, off Intamara Road in Bangkok, Thailand. Nursing a grudge for his
dismissal from the Myanmar Gems Corporation he joined the above- mentioned
worker's union to try to destroy Myanmar in revenge. With the help and
assistance he had received from the Asia American Free Labour Institute
(AAFLI) at Silom Road, Ranawarat Ward, Bangkok, he took time to
painstakingly plot and plan his programme of terror.

Through his friend Swe Myint Aung (a) Pyaunggyi residing at No (120/359)
Rajaprapot Road, Bara Thai Ward, he came to meet one Myo Aung Thant, who was
marking time to get a job as seaman on a foreign ship. Myo Aung Thant was
then 41 years old and a Myanmar Language graduate of the University
Correspondence Course. He had joined service in the Myanmar Energy
Enterprise but had resigned his job in 1992. He left for Singapore in July,
1995 to get a job there. But when that did not work out he left for Bangkok,
where he stayed at U Myint Aung 's lodgings. There he met Pyi Thit Nyunt Wai
who frequently visited the place. Pyi Thit Nyunt Wai managed to convince Myo
Aung Thant that it was more profitable to work in anti-government movements
and participate in acts of subversion and sabotage and succeeded in
persuading him to join his group.

Sein Win of the NCGUB, which now had its headquarters in Washington D.C., to
select a hard core of cadres within the country to foment disturbances,
bring about the fall of the State Law and Order Restoration Council
Government, stir up workers' unrest and commit acts of terror and
destruction. While Myo Aung Thant was in Bangkok with Pyi Thit Nyunt Wai, he
collected news on Daw Aung San Suu Kyi 's Saturday and Sunday week-end
public harangues by telephone. He spread the news thus obtained in Bangkok
and relayed it to Washington D.C. Then on 22-2-96, Myo Aung Thant returned
to Yangon from Bangkok. Once back in Yangon he After he had recruited Myo
Aung Thant, Pyi Thit Nyunt Wai collaborated with Chairman again compiled
news on NLD movements, rumours about the hardship caused by the high cost of
living, the state of foreign investments and the student movement and
conveyed all this to Pyi Thit Nyunt Wai. He also travelled frequently to
Bangkok to hold discussions with anti-government groups. While Myo Aung
Thant was in Bangkok, Pyi Thit Nyunt Wai told him that contacting Yangon for
the latest news by fax and phone was not secure, and that it was also a slow
and lengthy process. So, he said that he planned to install a satellite
phone link after consulting expatriate Sein Win and Soe Paing in Washington.
Myo Aung Thant was to take full responsibility for conveying the Sat-phone
to Yangon and have it installed in secret. Pyi Thit Nyunt Wai then submitted
his request for the Sat-phone to expatriate Sein Win 's group in Washington
and made arrangements with employee of the Fire and Rescue Service
(Thailand) Tom Kanathatchantrsiri of No (65/81) Airport Villa, Mae Thaung
Kun Lane, Hsaung Phrapha Road who would convey the phone to Yangon. Soe
Paing of the NCGUB in Washington brought the Sat-phone to Bangkok and
himself gave a course of instructions on its use to Myo Aung Thant at Pyi
Thit Nyunt Wai 's house in Hwe Khun Ward. Subsequently, through arrangements
made by Pyi Thit Nyunt Wai, the Sat-phone was brought to Yangon on 3-11-96
by Thai citizen, Mr. Tom Kanathat who came by Thai Airways and checked in at
Room 601 of the Lai Lai Hotel in Lanmadaw Township. After making contact
with Myo Aung Thant, he handed over the phone to him on 5-11-96. Tom
Kanathat, a staff member of the Fire and Rescue Service Centre, Bangkok,
solicits donations of second-hand clothes from the international community
and distributes them to the insurgent refugee camps in Thailand. He
reportedly often visits the armed insurgent and refugee camps on the
Myanmar-Thai border. He has established and maintains contacts with many
international labour organizations. Furthermore, he works in collaboration
with Pyi Thit Nyunt Wai 's group to give aid and assistance to phony
democracy and human rights groups opposing the Myanmar Government. Tom
Kanathat had brought the Sat-phone without the hand-set because he was not
sure of the security arrangements and had handed over only the main
component of the machine. Myo Aung Thant had then put it in a samsonite
attache case which he locked before giving it to his friend Ko Khin Kyaw, a
former radio officer who live in Kamayut Township for safe-keeping. Myo Aung
Thant left for Bangkok on 12-11-96 to get the hand-set for the Sat-phone. At
Bangkok, Pyi Thit Nyunt Wai gave him specific instructions on the times and
phone numbers as well as code words and code names for establishing contact
with the Sat-phone. Pyi Thit Nyunt Wai then warned Myo Aung Thant that
security was very tight because of the student situation and that it was
vital for the Sat-phone not to be kept with him but somewhere else, and that
it was therefore necessary to find another dependable hard-core member. He
told him that if members of the security forces should get news and come to
arrest him, it was vital for Myo Aung Thant not to be caught red-handed with
the phone. Only after giving this warning did Pyi Thit Nyunt Wai hand over
the hand-set to Myo Aung Thant who then returned to Yangon on 17-11-96 after
he had gone through a course of demonstration and practice.

On the morning of 18-11-96 Myo Aung Thant went to the house of Khin Kyaw
where he had left the attache case containing the Sat-phone. After recalling
their experiences during the time of the disturbances, Myo Aung Thant began
to persuade and organize Khin Kyaw to give assistance in the matter of the
Sat-phone. Khin Kyaw and Myo Aung Thant lived in the same ward and were
already on intimate terms with each other. Taking that into account together
with the fact that he was a skilled communications technician, plus the lure
of the monthly payment of 200 US dollars a month, Khin Kyaw agreed to keep
the Sat-phone with him. Khin Kyaw came to know that the contents of the
attache case was a Sat-phone only after Myo Aung Thant returned from Bangkok
and so fell easily under the influence of the latter. Khin Kyaw had been
radio officer of the Myanmar Five Star Shipping Enterprise but was
discharged for participating in the 1988 disturbances by assuming
Chairmanship of the Worker's Union. After Khin Kyaw and Myo Aung Thant had
tied up the details for the safe-keeping of the Sat-phone, they arrived at a
satisfactory agreement. After this, the first call by Sat-phone was made to
Pyi Thit Nyunt Wai at Bangkok at 0900 hours on 19-11-96. Pyi Thit Nyunt Wai
was informed about the successful recruitment of a hard-core member, given
an up-date of the news in the country and on the placement and arrangements
made for the Sat-phone. Myo Aung Thant relayed information on the road block
at University Avenue, the movements of NLD youths and township-level NLD
groups, the rumours circulating among government employees and an estimate
of the number of tourists visiting the country. Pyi Thit Nyunt Wai in reply
laid down guidelines for them to follow and instructed them to maintain
regular contact, to be on the alert regarding security, to recruit
additional hard-core members from within the work force and mass of
government workers and to do all they could to aggravate student unrest. He
then laid down a detailed schedule for carrying out and stepping up
increasing acts of violence and destruction whenever the opportunity arose.
They were directed to use the code word BREAKFAST for minor acts of
sabotage; the code word LUNCH for arson and DINNER for exploding bombs. He
added that, depending on the political and security situation, they were
always to be on the alert to situations favourable for provoking unrest
whenever possible. Myo Aung Thant on his part, reported on the stoning of
Daw Aung San Suu Kyi 's motorcade, whereupon Pyi Thit Nyunt Wai instructed
the former to study the incident in more detail and then to submit a fully
amplified report, because according to him the incident could be exploited
to further disparage and humiliate the State Law and Order Restoration
Council in the eyes of the world. During the call made on 25-10-96 Pyi Thit
Nyunt Wai told them it would be necessary for both Myo Aung Thant and Khin
Kyaw to learn how to use computers skillfully because he said they would
later have to carry out many assignments that would require the use of
computer techniques. Myo Aung Thant then reported on the brawl between NLD
and USDA members; on the extent of the preparations underway to expand and
strengthen the fortifications of the naval bases at Thanlyin and Dallah and
also that the State Law and Order Restoration Council was at present
rounding up and detaining NLD party members for no reason. These reports
were pure fabrications.

Recorded evidence of instructions and directives relayed by Sat-phone to Myo
Aung Thant by terrorist group members Pyi Thit Nyunt Wai from Bangkok and
expatriates Sein Win and Soe Paing from Washington are exhibited on the boards-

5-12-96 - Arrangements to be made for Daw Aung San Suu Kyi to meet two
representatives of the American Labour Union. To contact John Sweeny and
Bill Jordan who will be staying at Aurora Inn.

7-12-96 - To send a report on the situation of low-income earners and the
financial difficulties of retired personnel. To obtain and dispatch a
personal letter containing grievances and complaints on the high cost of
living from a retired government officer of director rank.

17-12-96 - To send a list of the fax phone numbers of all the ministries. To
establish contact with Nge Ma Ma Than (daughter of U Aung Than) through Aye
Aye Mar (Myo Aung Thant 's wife). After a connection has been made to
contact Daw Suu Kyi through her. When universities and colleges are reopened
agitative letters are to be distributed to cause disturbances simultaneously
within the country. 

17-12-96 - To hold a commemorative ceremony on the anniversary of Daw Khin
Kyi 's demise under the name of Non Government Energy (NGE).

2-1-97 - To obtain contact by phone with Daw Suu Kyi by mentioning NGE.

5-1-97 To reconnotoire the Bago Control Tower for the purpose of bombing it.

9-1-97 - To publicize the case of the minutes of the meeting written in
Naing Aung's (code name Pyone Cho's) hand.

16-1-97 / 22-1-97 - To help and give co-operation to a woman named Liza who
was expected to come to Myanmar and stay at the Traders' Hotel for the
purpose of studying workers' affairs in Myanmar. John Osolnick came instead
of Liza and delivered cash in dollars and some articles to Daw Suu Kyi.
Myint Swe and wife met Osolnick and made some deals and reached agreement to
maintain regular contact with Myint Swe.

28-1-97 - To tour Pyay and Aunglan to campaign and recruit new members for
the Workers' Union Federation.

16-2-97 - To come to Bangkok where a meeting will be held if a sufficient
number of people are present; to lay down a course of action to agitate and
incite the internal forces to stage mass protests and demonstrations.

9-3-97 - To shoot a video film of Daw Suu Kyi in Kayin national dress for
organizational purposes.

18-4-97 - Arrangements said to be underway for a Sat-phone for Mandalay.
Another phone will be sent. Prior arrangements must be made for the
conveyance of the Sat-phone to Mandalay.

4-3-97 - A meeting has been scheduled to be held in Ranong, Thailand, which
you are required to attend without fail.
 
I shall now brief you on how Myo Aung Thant, Myint Swe, Nge Ma Ma Than and
Cho Aung Than together set up a secret liaison with two American citizens as
planned and directed by terrorist Pyi Thit Nyunt Wai. Myint Swe is the
spouse of Nge Ma Ma Than, a cousin of Daw Aung San Suu Kyi. He had obtained
a Master's degree in Mathematics from Yangon University and had served as an
assistant lecturer at the Computer University till 1992. In 1993, he had
managed to make a connection with the Fujitsu Company (Japan) and set up the
KSO Computer Ltd. with an office at No.200, Bogyoke Aung San Road. It is a
fairly successful computer sales and training centre. Myint Swe on the other
hand had come to know Myo Aung Thant as one of the trainees attending the
computer course at the beginning of 1996, He was, at the time, attending a
desktop publishing course at the centre. Myo Aung Thant is reported as
having told Myint Swe that he had a job in Bangkok and had regularly met
Myint Swe each time he returned from Bangkok. They gradually became more
intimate and beginning from June, 1996, enlisted Myint Swe's help to make
appointments for foreigners to meet Daw Suu Kyi at her residence. Myint Swe
made suitable arrangements through Cho Aung Than (U Aung Than 's son and Daw
Suu Kyi 's cousin). Most of the foreigners for whom appointments were made,
were American, French, German and Australian. These are but a few of the
instances of attempts made by the western powers to openly and boldly meddle
in Myanmar's internal affairs.

In the next part I shall give an account of how Myint Swe, his wife Nge Ma
Ma Than and Myo Aung Thant all teamed up to send financial aid obtained from
foreign sources to Daw Aung San Suu Kyi. Myo Aung Thant who began attending
computer courses at Myint Swe's house, beginning December, 1996 became
acquainted with Nge Ma Ma Than. Myo Aung Thant then approached her with the
proposition that the NCGUB group in Washington and workers' union in Bangkok
had expressed their desire to provide funds for the NLD and that he needed
to know her younger aunt's (i.e. Daw Aung San Suu Kyi 's) views in this
matter, which he must relay to those concerned; and that should she agree,
representatives from America would come in person to hand over the money. He
then wrote a short note which stated: "We wish to provide financial
assistance to the Divisional/State Branches (chapters) of the NLD and would
like to know whether an accounting of expenditures can be furnished and
whether or not this assistance programme is acceptable to you." Addressing
this note "Daw Lay" (younger aunt), he arranged to send it to Daw Suu Kyi
through Nge Ma Ma Than. Ten days later Daw Aung San Suu Kyi sent a written
reply in her own hand which said " Can furnish accounts of expenditures, and
the arrangements are acceptable." Both letters were delivered by Myint Swe
and Nge Ma Ma Than, who personally visited Daw Aung San Suu Kyi 's
residence. Myint Swe is a skilled computer operator and has always been
responsible for Daw Aung San Suu Kyi 's foreign correspondence. While
dealing with office administration and correspondence together, Daw Aung San
Suu Kyi is reported to have told Myint Swe that she was making efforts to
persuade foreign embassies to exert greater pressure on the Government
regarding the internal situation; that she wanted ambassadors to be
withdrawn from the embassies, and the status of the embassies to be reduced
or closed down altogether. She told him in no uncertain terms that her
intention was to persuade the whole world to ostracize Myanmar. This
reflects clearly Daw Aung San Suu Kyi 's views and intentions regarding
Myanmar and one can judge from this that she has little goodwill or sympathy
for the people and the country and is looking out only for herself and her
self interests.

The next part of the briefing concerns how Myint Swe secretly accepted
80,000 US dollars from an American Philip Robertson and conveyed it to Daw
Aung San Suu Kyi. On the morning of 8 January, 1997, Myo Aung Thant arrived
at Myint Swe's house and informed him that an American named Philip
Robertson would be arriving in Yangon and that he would be putting up at
Best Inn on Pansodan Street; that he had been sent as a representative under
arrangements made by NCGUB Sein Win and Pyi Thit Nyunt Wai in Bangkok and
that Philip was a responsible official of the Labour Foundation who, while
delivering the cash for the NLD Headquarters, planned to meet and hold
discussions with Daw Lay (Daw Aung San Suu Kyi); that Myo Aung Thant, on
receipt of the cash, was to send it immediately to Daw Lay through Cho Aung
Than; further, that in arranging the meeting with Philip the code words
Polly's Friend and Baby Lotion, prescribed by Sein Win and Pyi Thit Nyunt
Wai's group were to be used. After giving these detailed instructions Myo
Aung Thant departed after reassuring Myint Swe that he had nothing to fear.
The same evening Myint Swe and Nge Ma Ma Than went to the Best Inn on
Pansodan Street and met Philip Robertson of 6833 A, Eastern Avenue,
Apartment 34 Takoma Park, Maryland 20912. Robertson was waiting at the Best
Inn at the appointed time and the cash and some other articles were handed
over after appropriate code words were uttered.

Robertson gave Myint Swe an envelope containing US$ 80,000, a copy of PC
World magazine, a magazines on Human Rights and some foreign newspapers.
After obtaining these articles, Myint Swe immediately reported to Cho Aung
Than, superintendent of the office in Daw Aung San Suu Kyi 's compound. The
next day, on 9-1-97, Cho Aung Than came to Myint Swe 's office and took away
the above-mentioned articles. When Cho Aung Than arrived back at Daw Aung
San Suu Kyi 's compound, he handed over the cash and articles directly to
Daw Aung San Suu Kyi without opening them. According to evidence obtained,
Philip Robertson 33 years of age was born in Boston, USA and his occupation
was given as professor, with his address at 95, Suan Phlu Road, Yannawa
Bangkok. His passport number issued in Washington D.C, is 152218261. He came
on a tourist visa, No.000376 and stayed in Room No.105 of the Best Inn,
Pansodan Street, Yangon from 8-1-97 to 10-1-97. All this show clearly how
some American citizens, under orders from their superiors, have attempted to
interfere in the internal affairs of Myanmar.
 
I shall now continue to relate how Myint Swe met with American citizen John
Vincent Osolnick Jr. and received cash and other goods from him. Myo Aung
Thant received a Sat-phone call from Soe Paing of Washington and Pyi Thit
Nyunt Wai of Bangkok informing him that John V. Osolnick would be arriving
Yangon on 24-1-97. Myo Aung Thant then passed on this information to Myint
Swe by phone on 23-1-97 and told him to meet Osolnick at the Best Inn,
following the same procedures he had followed previously in contacting
Philip Robertson. Osolnick arrived in Yangon as scheduled on 24-1-97 and
checked in at the Best Inn. Myint Swe went to the Best Inn at 1500 hours on
24-1-97 and received 5200 US dollars in cash, 3 books on computers and about
40 sheets of photocopied A4-size documents. Myint Swe converted the 5,200
dollars to FEC in two lots at Theinbyu Road. The same evening, Cho Aung Than
came to collect some of the converted FECs and articles which he handed over
to Daw Aung San Suu Kyi. The remainder of the cash was handed over to Cho
Aung Than about 4 days later. John Vincent Osolnick is a 44 year-old
American citizen who arrived in Yangon on 24-1-97 by TG-303 and departed on
26-1-97 by TG-306. From evidence gathered, we know that he entered Yangon
with tourist visa, No.001975 and that his passport number was 2755342. 

I wish now to touch upon the video film of Daw Aung San Suu Kyi in Kayin
national dress that was smuggled out of the country. In March, 1997, Pyi
Thit Nyunt Wai made plans to organize a charity show for refugees in
Bangkok. He wanted to show a video film of Daw Aung San Suu Kyi in Kayin
national dress with the title " Appeal to the International Community to
Help Kayin Refugees." So, Myo Aung Thant was sent to Yangon on 3-3-97 to
implement this programme. As instructed by Pyi Thit Nyunt Wai, Myo Aung
Thant met with Myint Swe on 4-3-97 and broached the subject of Daw Suu Kyi
's video film. Myint Swe then told Cho Aung Than about Myo Aung Thant 's
request. So Daw Suu Kyi and Cho Aung than had a video film taken of Daw Suu
Kyi in her compound with the assistance of one Sonny. Then on 8-3-97, the
film was sent to Myint Swe through U Ohn Myint, a frequent visitor to Daw
Aung San Suu Kyi 's residence. Seven postcard size photographs of Daw Suu
Kyi for the purpose of issuing publicity post cards were also sent along
with the video film to Myint Swe. Myo Aung Thant received the photographs
and film from Myint Swe and wife Nge Ma Ma Than on 8-3-97 and after removing
the film its case he smuggled it out and left for Bangkok on 9-3-97. He then
handed over the film and photographs to Pyi Thit Nyunt Wai. 

I wish now to explain to you, how overseas anti-government activists and
advocates of destruction within the country held clandestine discussions to
hatch plots of havoc and destruction and the ways and means by which the
explosive materials and devices were to be smuggled into Myanmar. Pyi Thit
Nyunt Wai called Myo Aung Thant by Sat-phone on 30-5-97 and instructed him
to attend a meeting to be held in Ranong. The purpose of the meeting was to
select a target for a terrorist attack and to incite unrest among workers.
In accordance with Pyi Thit Nyunt Wai's instructions Myo Aung Thant was to
go to Bangkok first and then to proceed to Ranong. He also gave Khin Kyaw
18,000 kyats and told him to come to Ranong via Kawthoung and an appointment
was made to meet on 4-6-97. Khin Kyaw left for Kawthaung on2-6-97, from
where he would proceed onwards to Ranong. On 4-6-97 Pyi Thit Nyunt Wai, Myo
Aung Thant, Khin Kyaw, demolition expert Than Lwin and ABSDF representative
Aye Maung held a meeting in room No, 513, Jansom Thara Hotel in Ranong,
Thailand. At this meeting a decision was passed to instigate worker's unrest
in Yangon, but in so doing, to make it appear to be free of NLD involvement
and to try to avoid the use of the words Daw Suu Kyi and NLD. Decisions were
also made to attempt assassination of State leaders, to target the Chinese
and Indonesian embassies for bombing and to blow up the transformers and cut
the telephone lines in downtown Yangon. After the meeting Than Lwin and Aye
Maung gave Myo Aung Thant some instruction pamphlets on how to handle
explosive devices. Later on Pyi Thit Nyunt Wai bought an electric rice
cooker in which the explosive materials were to be packed and carried. On
5-6-97 of the 8 sticks of C3 plastic, 10 blasting caps (detonators), 2 cans
of Acrylic lacquer, 2 cans of industrial lacquer, 2 cans of aluminum powder,
one coil of fuse wire 5 feet 10 inches long, and another coil 2 feet 1 inch
long. He then, carefully packed the plastic explosives and the blasting caps
at the bottom of the rice cooker and made arrangements for their conveyance
to Yangon. Myo Aung Thant together with Pyi Thit Nyunt Wai, Than Lwin and
Aye Maung returned to Bangkok. Then on 13-6-97 he returned to Yangon at 0900
hours by TG-303. The same day security personnel were able to apprehend Myo
Aung Thant together with his accomplices. The explosives and other material
evidence and documents were seized at Kawthaung. The material evidence
seized is shown on the boards. This craven plot by expatriate Sein Win and
his associates was stopped just in time.

A general review of what I have just recounted will make it clearly evident
how expatriates like NCGUB Sein Win and Pyi Thit Nyunt Wai, in collaboration
with certain American citizens, had laid down systematic plans of action to
realize their goals. In choosing hard-core members to operate within the
country, they targetted and chose government employees who had been
dismissed from service or those who had been convicted of crimes. In
addition they had access to high-tech equipment and had adequate funds
because NGOs from the west were giving financial support. You will also
notice that in their attempt to carry out their work, they had chosen as
liaison, those who had close connections and could be used for long-term
realization of their aims and objectives. They had also refrained from
direct contacts with the NLD but had always used intermediaries and had also
kept up a constant supply of funds for the NLD. Then they had made all out
attempts to disrupt the stable and peaceful situation in the country to
create confusion and cause fear and apprehension among the people. Efforts
were also made to incite discontent and unrest among workers and students
employing subversivion of all kinds including bomb attacks and other violent
methods. It can therefore be inferred that the American citizens involved in
these incidents have operated under cover of front organizations in order to
conceal the organizations to which they really belong.

The culprits involved in these subversive plots have not only tried to stir
up unrest to disturb the peace, but have secretly given assistance
indirectly in both cash and kind to the NLD. They have used a whispering
campaign to spread false news and have manufactured all kinds of rumours
which they regularly relay abroad by Sat-phone. The fact that they were able
to plot acts of terrorism, smuggle in explosive materials and devices and
orchestrate their moves to coincide with political propaganda to cause
political explosion and disturbances, show clearly that these terrorists are
receiving foreign assistance. Thus they are like fish who see only the bait
and not the hook. or to use another apt metaphor, they are like puppets who
dance as manipulated by their puppet masters. Due to the fact that the
Government had had the foresight and wisdom to resolve the student unrest
and the religion-oriented ferment, the terrorists were frustrated in their
efforts at igniting explosive disturbances within the country.

Expatriate Sein Win who heads the terrorist movement is Daw Aung San Suu Kyi
's first cousin. Pyi Thit Nyunt Wai is the son of NLD Central Executive
Committee member and elected representative of Taungoo Township Constituency
2, U Nyunt Wai. He is a graduate of Yangon University with a degree in
Geology who joined service with the Myanmar Gems Enterprise and absconded
fron the country in1989 while facing trial for the loss of gems. Pyi Thit
Nyunt Wai usually works in collaboration with members of expatriate groups
based in Bangkok such as the Alliance for Democratic Solidarity - Union of
Burma (ADSB) and the All Burma Students' Democratic Front (ABSDF).
Concerning hard-core member within the country Myo Aung Thant, there is
strong evidence that he arrived back in the country illegally via Bangkok,
in the company of Mike Mitchell and Paul Barry, who most likely are covert
members of some American intelligence agency. There is incontrovertible
evidence that Myo Aung Thant has, in conjunction with these foreigners,
secretly plotted against the Government.

A close study of these incidents and developments bring into focus a clear
and true picture which shows that the real aims and objectives of these acts
of terror are to bring about the downfall of the Government of the Union of
Myanmar; to create chaos and anarchy within the country and thereby destroy
peace and stability; to bring about the death and destruction of the people
and thus create an atmosphere of fear and anxiety. The jargon they spout
about democracy and human rights is merely a means to an end.

With regard to acts of terrorism

The Neutrality Act of 1989 promulgated in the United States of America on 4
November, 1989 states clearly that no assistance of any kind shall be
extended to any terrorist group which uses weapons to threaten and endanger
people. Further, the resolution passed by Session 48 / 122 of the UN General
Assembly on 20 December, 1993 has strongly affirmed that the UN member
states shall co-operate in fighting international terrorist groups.

If we examine the developments that I have pointed out to you, you will
realize that the behaviour of the US Government policy obviously contravenes
not only international law, but their own domestic law. If we should ask why
this should be so, the answer is clear enough - it is because the policy
makers are systematically and deliberately being misinformed and misled by
the lower echelon.

These laws which they have promulgated, looked at from the perspective of
the events I have explained to you, surely sow doubts about the sincerity of
those concerned. The question as to whether these laws are merely for the
purpose of paying lip service becomes a pertinent question. In my opinion it
is time to reassess the situation.

Who are the ones violating human rights?

Who are those genuinely and earnestly working in the interest of the 48
million people of Myanmar?

Who are the culprits intent on destroying the well-being of the people by
inciting riots and unrest ?

Who is responsible for sowing fear and anxiety among the people by resorting
to terrorism?

Who are the people who profiteeriing from politics by soliciting foreign
financial assistance on the pretext of struggling for democracy and human
rights?

Who are the puppets dancing to the tunes of their western puppet masters at
the cost of our national integrity and dignity? - people appropriately
described as axe handles. 

So I would like to urge all those concerned to try to differentiate between
those who have the best interest of the country and the people at heart and
those who do not, and work together depending on our own resources and inner
strength to build a developed and flourishing nation.
