DBSO-Statement on SPDC

Statement of Democratic Burmese Students Organization for newly formed SPDC
Nov. 15, 1997

We, Democratic Burmese Students Organization (DBSO-USA), will stage
demonstrations in front of the former SLORC's Ambassador U Tin Win's
residential home located in Washington, D.C., on Sunday, the 16th of November
at 12:00 o' clock noon time.

-The demonstrations will be staged with a purpose to denounce the Burmese
authorities who have forcefully barred Daw Aung San Suu Kyi on last Thursday
from going to a meeting to be held by NLD's youth in Hlaing Township in
Rangoon.

- The demonstrations are meant to call on all international organizations
and foreign governments not to recognize the newly-formed council which has
named itself the State Peace and Development Council (SPDC) as a legitimate
government until the SPDC makes efforts toward a meaningful dialogue with
Burmese
democratic forces led by Daw Aung San Suu Kyi, leader of National League for
Democracy (NLD), which has won a landslide victory in the 1990 multi-party
elections.

The DBSO-USA would like to express concerns over the effects of the
name-change of SLORC, which is now called SPDC, in a gesture to keep gripping
power just as the Revolutionary Council was transformed into the Burma
Socialist Program Party back in 1974. Despite the name-change, it is obvious
that such leading generals of former SLORC as Gen.Than Shwe, Gen. Maung Aye,
Gen. Khin Nyunt, and Gen. Tin Oo are active in the newly-formed SPDC. And it
is questionable about the position of those
military generals in the new council, because they are still serving the army
as commanders all over Burma. As long as those military generals have assumed
new roles and responsibilities the same way as they did in SLORC, will there
be little ground to see the fact that the SPDC was formed "to ensure the
emergence of an orderly and democratic system and to establish a peaceful and
modern state and the State Law and
Order Restoration Council has henceforth been dissolved."
Hence, we demand the SPDC to begin a meaningful dialogue with the
democratic forces and transfer power to the elected representatives of NLD
immediately, because it is very important that the SPDC immediately strive
for the end of illegitimate existence of a military dictatorship through
political means.
