Statement of National League for Democracy-Liberated Area (Youth) on the
8th Anniversary of
the Democratic Multi-Party General Election
1. Today is the 8th anniversary of the Democratic Multi-Party General
Election that had been held by the State Law and Order Restoration Council
(SLORC) which changed it's name to the State Peace and Development Council
(SPDC).
2. Beginning from 1988, the entire country rose up in protest, which had
been unprecedented event in our history, demanding in one voice for their
lost democratic rights. This was a daring demonstration which revealed the
true aspiration of the people. To stop this great demonstration and to
realize the aspiration of the people, State Law and Order Restoration
Council (SLORC), after taking control of the State power, had issued
notification No (1/88) and permitted the people to form political parties
and promised to hold a democratic general election.
3. On May 30, 1989, the State Law and Order Restoration Council (SLORC)
issued the Pyithu Hluttaw Election Act, No (14\89) and on May 27, 1990,
the multi-party general election was held, to enable the people to freely
and fairly elect their representatives to the Pyithu Hluttaw. 92 political
parties, including the National League for Democracy, participated in this
election.
4. According to Section 3, Chapter 2 of the Hluttaw Act, it stated that,
the Hluttaw shall be convened with representatives elected from the
constituencies in accordance with this act. As such, the only step that
should have been taken to implement the election result was, the formation
of a Pyithu Hluttaw. There is no ambiguity about this.
5. Therefore, the only responsibility of the State Law and Order
Restoration Council is to convene a Pyithu Hluttaw in accordance with
Chapter 2, Section 3 of the Pyithu Hluttaw act and Notification 1/90,
paragraph 12, both of which had been promulgated by them, for the
realizlation of 1990 multi-party general election result.
6. However, the State Law and Order Restoration Council has convened a
National Convention since 1993, for the purpose of drawing up a
constitution and defining constitutional issues instead of forming a
Pyithu Hluttaw. At the same time, the elected representatives of the people
are those who have to suffer obstruction, restriction, repression, arrest
and sentence to imprisonment till this day.
7. The political and economic problems that the country has to face can not
be resolved by suppressive and restrictive actions at all governmental
levels against the elected representatives of the people and pro-democracy
groups as it is happening today. With good will and virtuous intention, we
should come together and discuss to find the solution. This is the firm
belief of the National League for Democracy-Liberated Area (Youth), which
can realize the interest of the State and it's citizens.
8. Hence, On this auspicious occasion of the 8th anniversary of the general
election, the National League for Democracy-Liberated Area(Youth), urge the
State Peace and Development Council (SPDC)-
(i). To hold high the following principles in order to achieve national
reconciliation and for the formation of a genuine democratic state as
early as possible;
a) Sincerity with openness and mutual respect;
b) The Principle of National reconciliation; and,
c) Orientating towards general harmony without having personal grudges, to
find the general solution through dialogue.
(ii). To speedily implement the results of the 1990 elections, which is the
true will of the people, and as call upon by the decision of the United
Nation General Assembly.
May a genuine democratic Union emerge soon.
Our cause will finally prevail.
