Dear May-Kha readers,

There have emerged unjust and inappropriate things and personalities such the
case of FTUB.
Some students have been trying to rectify this.

So what about the RFA (Burmese Section).
Please read the following message posted by a Laotian/Cambodian activist.
The message is exactly accurate.

Pro-Hun Sen faction consolidates its control of Radio Free Asia Cambodian
section

Just as Hun Sen has been consolidating his political control of Cambodia, so
to has he been consolidating his control of the Cambodian section of Radio
Free Asia.

In December 1997 Mr Vuthy Khin Huot was offered a position as Director of the
Cambodian section of RFA. RFA did not dare make an outright appointment
however, fearing public protest. Therefore officially he was originally
appointed simply as a member of the broadcasting team. When rumours first
started surfacing on SCC of his appointment and people started lobbying RFA to
protest, RFA postponed the official appointment of Mr Huot as Director of the
section. A month later on 26th February 1998 RFA quietly announced through an
internal memo to members of the Cambodian section the appointment of Mr Huot
as Acting Director of the Cambodian section. Mr Huot soon appointed his
relatives to positions in the section to strengthen his faction, and started
harassing and intimidating other members of the team who did not support him.
Two new members have now joined the Cambodian section, in moves designed to
further consolidate Hun Sen's control of RFA broadcasts in the run-up to the
Cambodian elections.

Vuthy Khin Huot was raised from an early age by Vietnamese soldiers and has
had a strong life long affiliation to the Vietnamese/Hun Sen communists. He
was previously sent by Hun Sen to Moscow as Hun Sen's representative to
UNESCO.

In April 1997 following the March 31st grenade attack on a peaceful public
emonstration organised by Sam Rainsy in which many civilians were killed and
injured, Vuthy Khin Huot caused outrage on SCC when he stated that he wished
Sam Rainsy had been killed in the attack.

It is an incomprehensible abuse of the authority bestowed upon RFA by the US
Congress that Radio Free Asia should appoint such a person as Director of the
Cambodian section, and such corruption must be viewed in the context of
similar serious problems in other sections of RFA such as the Lao section, the
Burmese section, the Vietnamese section, the Korean section, and the Chinese
sections.

As this message states, there is a considerable of corruption and suspicious
activities at RFA.
The Burmese Section is one.

I will give some evidence.

(1) About six months  or so ago, I don't recall exactly, RFA (Burmese) aired
an unconfirmed news  that ABSDF secretly executed some innocent people on the
allegation of espionage.  Since the news could not be exactly confirmed, it
should not have been brocast.

RFA Burmese section director, U Soe Thin, is a person of dubious character. He
is fence-sitting. He switched to the side of pro-democracy movement after 1988
only to get political asylum.

An interesting part he played in this incident that, just as BSPP people  did
and he was one of them at Foreign Ministry until 1988, he tried to grab a
scapegoat to cover himself up. Though he himself authorized the boradcasting
of this unconfirmed news, he alleged that a RFA employee, Khin Maung Soe,
wrote and boradcast it without his authorization. And, he fired Khin Maung
Soe. After a week later, Khin Maung Soe was reinstated. Thus, U Soe Thin
cleverly covered himself up while the scape was scared to death for losing the
job.

This is nothing new to people like U Soe Thin who learned under the BSPP these
tactics of killing the scapegoats to deflect blame.


(2)  This was not a single incident.
       Four months ago,  there appeared a obvivously SPDC-provided news in
Asia Week that Daw Aung San Suu Kyi is having an affair with a young NLD
associate. The news items strong implies that DASSK is unchast and immoral.
Obviousl this news item was one those that appeared in Asia Week during that
time to smear up the NLD. Ma Theingi (DASSK's former associate)'s article
accusing DASSK of  destroying the country's future by blocking foreign
investment was one of thoes articles and news item that appeared in Asia Week.

Though he knows that this was one of the SLORC/SPDC's attempts to extend its
propaganda arm to the international front, U Soe Thin "ordered" Ko Khin Maung
Soe and others to translate and boradcast the news on the ground of
jounalistic impertiality.  According to U Soe Thin, RFA (Burmese Section)
should not favor neither SLORC/SPDC nor NLD. The point is that it was a
misinformation. He knew that. But, on the other hand, he did not want sever
his connections with his ex-bosses.

Thus, this news item that DASSK was having a affair with a young, male NLD
associate was aired.
The whole coutry was distressed. Many people in Burma were misled. They
thought , since RFAaired it, it must carry a large amount of creedence. They
tried to confirm this from Rangoon to some Burmese students in the U.S. and
Canada. Too bad.

On the part of U Soe Thin, he has already created a smoke screen that it was
reported by Asian Week and he has to authorize it to be boradcast. But, he
knew it was a misinformation/disinformation tactics. He said he is impartial
between the SLORC/SPDC and NLD. To him, both seem to be equally bad.

What do we do about this, fellows?

We are going to hear more and more problematic broadcastings from RFA (Burmese
section).


But U Soe Thin is not stupid.
He has also created a poltical shield.
He helped Dolly (U Tin Maiung Win's sister-in-law) get the job at RFA.
He recommended her appointment because U Tin Maung Win asked him to.
In case U Soe Thin needs any political cover, then U Tin Maung Win would
provide in written or verbal statement saying that U Soe Thin is fine.


What do we do about that?

Certain person who is a 88-student at RFA is too scared to make any criticism
of these misappropriate things. He always reiterated journalistic impertiality
whenever these questions were raised by his 88-friends.


What do we do about this??
