Statement 6(7/98) 



1. NLD MPs are dignified and honorable peoples' representatives, freely and
over whelmingly elected by the majority.  They are the ones who will
shoulder the responsibilities for the benefits of the country and its
citizens.

2. The authority, citing the "Habitual Offenders Restriction Act" of 1961,
code 5(1)(Sa)(Has) has imposed restrictions on the MPs.  This degrades the
honor and dignity of the elected representatives.  The NLD does not accept
such treatment.

3. As it became impossible for the leaders of the NLD to ignore the
mistreatment of the authority by imposing unjust law on the MPs, the
Chairman/President and the General Secretary had to undertake the journey
out of Rangoon on 7/7/98 by the Secretary's car.  They were to meet Daw Hla
Hla Moe, MP from Pegu Division, Min Hla township, constituency 2.  Daw Hla
Hal Moe, B.A.B. Ed, is a dignified and respectable retired senior assistant
teacher.


4. Incidents that took place on the NLD leaders' journey to Min Hla township.

	4.1 (09:30 hrs.) The leaders' car was asked to stop for about 10 minutes
at the Htaukkyant Gate, which is on Rangoon-Mandalay Highway.  The leaders
continued with their journey.

	4.2 On leaving Hmawbi town, aganin, the car was asked to stop by the
personnel concerned.

	4.3 The car drove on and at about (10:20 hrs.) when it drew near "Shwe Mya
Yar" village which is about 40 miles and I furlong from Rangoon, it was
prevented from going any farther.  Police Force (3) station sign board was
seen on that spot.

	4.4 (13:15 hrs.) The vehicle of the leaders was literally lifted off the
road by about 50 persons and was put down on the road side.

	4.5 (14:27 hrs.) Then the car was moved from the road side into the
compound of the police (force) station by those people.

	4.6 (14:50 hrs.) Again the car was lifted by the people and was put on the
road facing Rangoon.

	4.7 (16:15 hrs.) After facing the car in the direction of Rangoon, they
lifted the car off the road and put it down on the right side of the road.
The left leadlamp and the back bumper of the car got damaged being
manhandled  by that group of people.  This was reported to the authority at
once.

	4.8 (19:25 hrs.) The NLD leaders' car was blockaded by 2 green Mazda jeeps
in front and one Mazda jeep and one police saloon at the back.

	4.9 The leaders remained/had to remain in their car the whole night through.


5. 12 conscientious women and youths from NLD Rangoon followed their
leaders separately. They were detained and questioned the whole right at
the Police Force (3) station and were released at about 10:00 am on 8.7.98.
Similarly, 2 MPs and I member of Divisional Organizing committee who
dutifully followed and put into custody by the authority at Hmawbi Air
Force base

6. 8.7.98 (07:30 hrs) Daw Hla Hla Moe, MP was brought to meet the NLD
leaders by the personnel concerned. 
		(08:10 hrs) The general secretary objected to the application of "unfair
act" on the MPs and told the personnel to revoke it. The chairman also said
that, citing the 'Act' is unjust and unlawful and that the party does not
accept such unfairness. 
	The personnel then agreed to bring Daw Hla Hla Moe to Rangoon by (15:00
hrs) on 10.7.98 as stated by the General Secretary. This agreement was made
in the presence of the chairman.

7. Trusting the personnel would honor their promise, the NLD leaders in
return agreed to discontinue with their journey to Min Hla and returned
home at (08:20 hrs).

8. The above episodes clearly show that- 
(1) The imposition of travel restrictions is unlawful. It violates --- 
 	Criminal Act 339
(2) Restrictions to travel only within the limited areas is the same as 
	confining unlawfully and hence it violates --- Criminal Act 340
	Doing things unlawfully shows that, law makers are themselves law 	breakers.
(3) This violates the Universal Declarartion of Human Rights Article 9 
	Chapter(13)(1)
(4) Taking actions on MPs, citing (1961- Habitual Offenders Act ) is not
lawful and legal.

9. The road blockade 'incident' was resolved through reasonable discussion
and negotiation between the two sides. This proves the successful and
positive outcome of peaceful, open dialogue.
