(4) Myanmar Committed to Creation of Peaceful, Stable and Developed Region
for Posterity

The Special Observer Delegation of Myanmar attended the 19th Working
Committee Meeting and General Assembly of ASEAN Inter-Parliamentary
Organization (AIPO) held in Kuala Lumpur, Malaysia, from 24 to 28 August. The
leader of Myanmar delegation Chief Justice U Aung Toe read the message of
Chairman of the State Peace and Development Council and Prime Minister of
Union of Myanmar Senior General Than Shwe.
In the message, the Senior General emphasized friendship and cooperation
that had been promoted among the ASEAN members since the emergence of AIPO.
He noted AIPO in two decades had been able to bring about significant
developments in the ASEAN nations and in the ASEAN region. The Senior General
expressed Myanmar's determination to cooperate with other parties to realize
the objectives. The message also indicated step by step approach of Myanmar
to develop the multiparty democratic process and Myanmar's belief to become a
member of AIPO. The message also stated Myanmar's belief to be able to create
a peaceful, stable and developed region for the posterity. Senior General
Than Shwe concluded in his message that current problems in the region could
be solved in the near future through unity, cooperation and mutual help and as
a result the region would be able to get back on the track of development and
prosperity.
He then delivered an address. In his address he pointed out that Myanmar is
zealously exerting its efforts at nation building. The democratic system of a
nation should be compatible with the nation's conditions, as well as culture,
customs and traditions of the people and therefore the actual implementation
of the principle cannot be identical from country to country. As our country
will be adopting a genuine multiparty democratic system, an enduring
constitution is indispensable to provide correct leadership of the nation.
For an enduring constitution to come into fruition, stability and the
prevalence of law and order is of paramount importance. That is the reason
why consolidation of the already achieved stability of the state and community
peace and tranquillity is being carried out, he said. Finally he pointed out

a new modern developed nation in accord with the emerging new and firm State
