Clinton's Presidency Is Falling Apa



The 445-page Starr's report may force President Clinton to resign, before the 
Congress takes appropriate actions to impeach him. The grounds for
impeachment, for example, are obstruction of justice and abuse of power.
The possible resignation of President Clinton will have great impact on US
policy towards Burma.  Even if the core members of his foreign policy and
national security team remain unchanged, the United States' dedication to the
struggle for democracy and human rights in Burma may be weakened by the
wounded Presidency and winds of Republican's victory.  When President Clinton
leaves the White House,  Samuel "Sandy" Berger, his national security adviser,
may go with him, as George Bush and Brent Scowcroft are together most of the
time.  Secretary Albright, Secretary Cohen, CIA Director Tenet, Ambassador
Holbrook, and Gen. Hugh Shelton will probably stick to their attitudes in
terms of
foreign policy.  As far as Burma is concerned, Secretary Albright, Director
Tenet
and Ambassador Holbrook will become main policy makers by one way or another.
Grass-roots activism is just one option to keep Burma alive.

Simultaneously, Burma is facing one of the most critical and tumultuous
periods
in her modern history.  Everything is possible at this crucial moment.  The
price
is too high for both Ms. Aung San Suu Kyi and the military regime.  People are
the very victims of the "No-Solution" whatsoever.  There is no viable "Exit-
Strategy" for the parties concerned.  Democracy in Burma is too elusive to
achieve.  How far will we go?
