 (1)		Minister for Foreign Affairs Leaves to Attend 53rd Session of UN General
Assembly
		Myanmar delegation led by Minister for Foreign Affairs left Yangon by air on
17 September for New York to attend the 53rd Session of the United  Nations
General Assembly which is currently in session there. On his way to New York,
he will attend the Environment Congress for Asia and the Pacific, ECO ASIA
1998, a ministerial conference, in Sendai International Centre, Sendai, Japan,
from 19 to 20 September 1998.
(2)		Myawady Border Trade Department Opens
		A ceremony to open Myawady Border Trade Department of  the Ministry of
Commerce was held there on 16 September. Director General of Border Trade
Department and  Mr Chanchawansukit Chawanit of Thai  Border Trade Department
spoke and formally opened Myawady Border Trade Department. Thai merchants
toured Myawady BTD goods yard and visited  Shwemyinwun Pagoda.
(3)		20 Members Exchange Arms for Peace in August
		Realizing that their long-year destructive acts did not benefit the nation
at all and understanding the genuine goodwill and correct endeavours of the
government, remaining armed groups have been exchanging arms for peace
individually or in groups. Pvt Shwe Ni of No 2 DO Battalion, Pvt Hla Win of No
102 Battalion, Pvt Pha Ka of No 7 Brigade, mess in-charge Kyin Hla-Daw Aye
Tin, daughter Ma Aye Aye Cho of No 101 Battalion of No 5 Brigade of KNU armed
group and Pvts Nay Tun, Kyaw Swa and Thet Paing (a) Naing Htoo of No 207
Battalion of ABSDF armed group in South-East Command area, Pvt Thein Kyi of
KNU armed group, Company WO San Tun (a) Kyaw Yin of ABSDF armed group, pvts
Khaing Zaw (a) Kyaw Yin of Rakhine armed group, pvts  Maung Naing, Than Htaik
and Than Soe of BCP armed group in Coastal Region Command area, Pvt Saw Bi
Htoo of No 102 Battalion of No 5 Brigade, Pvt Kyi Hlaing and Kyaw Hsan (a)
Naing Htoo of No 8 Battalion of No 3 Brigade and Pvt Tin Naing Tun of No 7
Battalion of  KNU armed group in Southern Command region and Pvt Naw Shang of
No 757 Brigade of SURA in Eastern Command area exchanged arms for peace at the
respective military camps in August. Officials of the camps extended greeting
to 20 persons who exchanged arms for peace and fulfilled their requirements.
(4)		Four New School Buildings Opened in  Monghsat Township 		
		A ceremony to open four new school buildings for Basic Education Primary
School No 1 of Mei Awam Tong Ward, BEPS No 2 of Myothit Ward, No. 6 of Mei
Ning Village and BEPS No 7 of Wein Waing Village-- was held at the BEPS No 1
of Mei Swam Tong Ward, Monghsat Township, Shan State (East), on 11 September.
The school buildings were constructed at a cost of contribution by Ministry of
Progress of Border Areas and National Races and Development Affairs, Shan
State (East) Peace and Development Council, Monghsat District Peace and
Development Council, regiments and units of Monghsat Area and local people. 
(5)		Myanmar Delegation Leaves for Bangkok to Attend Informal Meeting of
			GMS Education Ministers
		Myanmar delegation led by Deputy Minister for Education Dr Than Nyunt with
Rector of University of Foreign Languages as member left Yangon by air on 17
September  for Thailand to attend the Informal Meeting of Greater Mekong  Sub-
region (GMS) Education Ministers to be held from 21 to 22 September in Bangkok
and to study in Khon Kaen University, Mekong Institute.
(6)		Myanmar beat Laos, Malaysia in Youth Volleyball
		Myanmar beat Laos 15-7, 15-12, 15-7 in X South-East Asia Youth Volleyball
Championship being held in Thailand.  Myanmar  had  a  three  straight sets
win (15-12, 16-14, 15-12) against to Malaysia in the first match of its
campaign to the championship.
SPECIAL FEATURE
Government of Myanmar Notes with Interest NLD Decision to 
Convene Parliament
		The Government of Myanmar noted with interest the announcement by the 
National League for Democracy on 17 September that it was forming a  10-person
commitee that will serve as a parliament to govern Myanmar.
		It is also interesting to learn that the NLD has decided that all laws
enacted in Myanmar since September 18, 1988 are illegal.
		It remains unclear which responsibilities of government this new 
committee intends to take over, what its policies are, or how it intends to
implement those policies. Will the committee also serve as the judicial and
executive branches of government, or only as the legislative branch ? Under
what constitution will it govern ? Will it defend Myanmar sovereignty ? Will
it send envoys to other countries ?
		It would be  interesting  to hear more about how this committee intends to
govern. Since it was formed ten years ago, the NLD has never put forth any
serious, specific ideas on the structure of government; economic policy;
counter-narcotics policy; foreign policy; defence policy; or, in fact, any
other area of governing.
		Moreover, the new committee appears to be confused even about its own
decisions. For example, the NLD has decreed that its new committee will serve
as a parliament until another parliament can be convened under the 1990
election law. However, the NLD has also decreed that all laws enacted since
1988 are illegal. So is the 1990 law valid, or invalid ? Under what law should
the parliament be convened ?
		While the NLD's committee puzzles over these issues, the current 
Government will continue to shoulder the real responsibilities of governing 
Myanmar, and will continue the National Convention that is writing a
Constitution that will lead to a stable, sustainable democracy in  Myanmar.
