                       The Motives and Desires
                 of the People and the National Races

         The present Government, the State Peace and Development
 Council, is not a party government.  In fact, the SPDC is the
 military Government and is a sort of caretaker government and is just
 laying foundations for emerging disciplined democracy.

         Due to unswerving efforts of the Government, 17 national
 armed groups returned to legal fold and are actively participating in
 building a peaceful, modern and developed nation.  Today, the people
 of Myanmar are enjoying peace, stability and economic growth as never
 before in the history of  modern Myanmar.

         The NLD, ignoring the achievements of the Government and the
 interest of the nation and the people, could not stop confrontational
 stance to seize the State power.  Whenever opportune comes the NLD
 tries to destabilize the nation by whatever means. It is learnt that
 the NLD, in its attempts to disrupt stability of the State, issued
 declaration on convening a Hluttaw (Parliament) without  authority.
 In fact, it is insulting and opposing the genuine wish of the entire
 people.  The declaration of the NLD is totally in contravention of
 Myanmar law.  West block media disseminated false news and rumours
 that four national groups supported the NLD's declaration. The
 attempts of the NLD are against the nation's will but are in accord
 with the political defiance theory.  Their activities would lead to
 disintegration of the Union and cause suspicion between the
 Government and the national groups.

         The unilateral declaration of NLD is misconduct and it caused
 the motives for declarations of the national groups.  In their
 declarations they expressed that they neither accepted nor supported
 the NLD's declaration to convene a parliament, which would lead to
 undermining peace and stability. Moreover, they expressed their
 beliefs that only the present military Government could build
 national peace and is marching towards flourishing of the disciplined
 democracy.  They reiterated their commitments in further cooperating
 with the Government to achieve peace and development.

         The unilateral declaration has also become a motive for the
 mass rally against the misconduct of NLD. On 24 September, over
 20,000 local businessmen, entrepreneurs, merchants, traders,
 shopkeepers and ordinary citizens rallied in Yangon in support of the
 Government's effort to promote peace and stability in the country.
 The mass rally stressed that the business community could flourish
 only when peace prevails and where the atmosphere is conducive to
 commerce.  The citizens expressed their wish to avert any crisis that
 could effect Myanmar's economic growth.  They rejected the
 confrontational approach of the NLD, which would disturb the peace
 and disrupt the economic life of the country.

         It is to clarify that all the national groups and the people
 have committed to march towards the discipline-flourishing democracy
 and will cooperate with the Government in safeguarding and
 maintaining the national unity.
