YANGON, 26 Sept Over 22,000 people of various strata of life of Mandalay
expressed their genuine desire at a mass meeting which was held at Ba Htoo
Stadium in Mandalay this morning.

    Representatives of 24 social and economic organizations, which included
Mandalay Division Red Cross Society, Mandalay Division Nurses Association,
Mandalay Division Medical Association, Mandalay Division Writers and
Journalists Association, Mandalay Division Maternal and Child Welfare
Association, Mandalay Division Women's Sports Federation, Mandalay Division
Motion Picture Asiayon, Mandalay Division Music Asiayon, Mandalay Division
Thabin Asiayon, Mandalay Division Traditional Artistes and Artisans Asiayon,
Mandalay Division Working Committee for Women's Affairs, Mandalay Division Oil
Dealers Association, Mandalay Division Rice Dealers Association, Mandalay
Industrial Zone Nos 1 and 2, Mandalay Division Bean and Sesamum Dealers
Association, Mandalay Division Rice Millers Association, Mandalay Division
Chamber of Commerce and Industry, Mandalay Division Hotels and Motels
Association, cooperative societies in Mandalay Division, Zaychodaw Welfare
Committee, Mandalay Division Union Solidarity and Development Association,
Mandalay Division Red Cross and Auxiliary Fire Brigade and representatives of

(2)   Primary schools in Insein Township get new buildings

Y ANGON, 26 Sept-A ceremony to open two-storey buildings of No 7 Basic
Education Primary School and No 6 Basic Education Primary School and to hand
over the school buildings to the Ministry of Education was held in Insein
Township, Yangon North District, this afternoon, attended by Chairman of
Myanmar Education Committee Secretary1 of the State Peace and Development
Council Lt-Gen Khin Nyunt.

    Also present were Minister for Cooperatives U Aung San, Minister for
Hotels and Tourism Maj-Gen Saw Lwin, Minister for Progress of Border Areas
and National Races and Development Affairs Col Thein Nyunt, Minister for
Sports Brig-Gen Sein Win, Minister for Health Maj-gen Ket Sein, Chairman of
Yangon City Development Committee Mayor U Ko Lay, Deputy Minister for
Education Dr Than Nyunt, officials of the Office of the State Peace and
Development Council, department heads, Chairman of Yangon North District Peace
and Development Council Lt-Col San Matu and officials, members of Township
Maternal and Child Welfare Association and Township Working Committee for
Women's
Affairs, members of ParentTeacher Association, members of the Committee for
School's Affairs, members of the board of directors of Wah Wah Win

(3)   Padaythabin Myodaw FMI City housing project opens

YANGON, 26 Sept - A ceremony to hand over sixcondominium including 96room of
Padaythabin Myodaw FMI City housing project was held at the condominium in
Hlinethaya Township this morning, at tended by Secretary-2 of the State Peace
and Development Council Lt-Gen Tin Oo.

    Present also were Minister for Commerce Maj-Gen Kyaw Than, Minister for
Construction Maj-Gen Saw Tun, Minister for Progress of Border Areas and
National Races and Development Affairs Col Thein Nyunt, Ministers at the
Office of the Prime Minister Brig-Gen Lun Maung and Maj-Gen Tin Ngwe, Chief of
Staff (Navy) Captain Kyi Min, Chief of Staff (Air) Col Myint Swe, Vice
Adjutant-General Brig-Gen Maung Nyo, Vice Quartermaster-General Brig-Gen Kyaw
Win, Deputy Minister for Construction U Tint Swe, Deputy Minister for Forestry
Col Thaik Tun, OSD of the Office of the State Peace and Development Council
Lt-Col Than Tint, departmental officials, guests and apartment owners.

    Minister Maj-Gen Saw Tun delivered an address.

    Chairman of SPA Mr Serge Pun explained about the FMI City project.

    An apartment owner thanked the officials.

    Then, Secretary-2 Lt-Gen Tin Oo formally opened the condominium and
inspected the condominium and recreation centre.
    Padaythabin Myodaw Housing Project, jointly constructed by Department of
Human Settlement and Housing Development and FMI Garden Development Limited.

(4)   Outstanding students from Nunnery Education School No 1 of Dhammavthaka
Nunnery Sarthintaik honoured

YANGON, 26 Sept - A ceremony to honour outstanding students from Nunnery
Education School No 1 of Dhammaythaka Nunnery Sarthintaik was held at the
school on Ward 5 in Mayangon Township this afternoon, attended by Secretary-2
of the State Peace and Development Council Lt-Gen Tin Oo.

    Present also were Chairman of State Peace and Development Council
Commander-in-Chief of Defence Services Senior General Than Shwe's wife Daw 
Kyaing Kyaing and members, member of the State Peace and Development Council
Chairman of Yangon Division Peace and Development Council Commander Maj-Gen
Khin Maung Than, Minister for Social Welfare, Relief and Resettlement Brig-Gen
Pyi Sone, Minister for Religious Affairs Maj-Gen Sein Htwa, Minister at the
Office of the Prime Minister Brig Gen Lun Maung, Deputy Minister for Forestry
Col Thaik Tun, Deputy Minister for Labour U Kyaw Aye, Vice-Chairman of Yangon
City Development Committee Vice-Mayor Col Maung Pa, officials of the Office of

(5)   Minister inspects dredger base camp, Okkyin Jute Mill

YANGON, 26 Sept-Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin,
accompanied by officials, inspected construction of pontoon which accommodates
backhoe for excavation of land in wetlands region at dredger base camp in
Okkyin, Yangon Division, this morning.

    A pontoon, 16 feet long and 8 feet wide, 4 feet high, and nine pontoons
have been constructed at the base camp.
    Then, Minister Maj-Gen Nyunt Tin inspected the base camp.

    The minister went to Okkyin lute Mill of Myanma Jute Enterprise where he
met service personnel of the mill.

    He gave instructions to officials on ventilation of the mill, quality of
mill products, staff welfare, convenience of mi11 workers, prevention of fire,
security and greening of the mi11.

    The minister inspected the mill.

(6)   Mayangon Ward 9 gets new USDA office

YANGON, 26 Sept- A ceremony to open new building of Union Solidarity and
Development Association of Ward 9 of Mayangon Township was held at the office
on Ywama Street in Mayangon Township this morning.

Member of USDA CEC Minister for Home Affairs Col Tin Hlaing formally opened
the new office building.

    Present were EC of Yangon West District USDA U Nay Win, Secretary of
Township USDA U Win Kyi and ECs, chairman and members of Township and Ward
Peace and Development Councils totalling about 300.

    Minister Col Tin Hlaing donated books for library of Ward USDA.

    Then, wellwishers donated K 123,000 to Ward USDA executive U Thein I an
who thanked the donors.

(7)   Attitude of nationalities peace groups

There have been reports that the majority of the public is worried about the
danger of deteriorating peace and of regional stability and peace being
undermined after spreading of news that the four groups which had made peace
with the government supported the National League for Democracy's call for
convening of the Hluttaw. Hence, declarations of the peace groups will be made
public to be able to vividly learn the situation between the peace groups and
National League for Democracy and the true attitude of the peace groups.

    Today, a translation of the declaration of the Mongkoe Defence Army
(Mongkoe) of Northern Shan State Special Region 1 is stated as follows:

Declaration on attitude of Mongkoe Defence Army (Mongkoe) of
Northern Shan State Special Region 1 in connection with acts of
National League for Democracy

    Date: 18 September 1998 Subject: Attitude of Mongkoe Defence Army in
connection with acts of the National League for Democracy

1. Ours is the first group to reach peace agreement with the government in
Myanmar Naing-Ngan on 11 March 1989. Terrorism and armed conflicts that had
reigned for over 30 years resulted with a great loss and suffering to the
nation and the entire public. As we felt that the lives and property of the
people were unnecessarily destroyed, we decided to stop armed struggle in
order to make peace. Thus, after our group had reached peace agreement with
the government on 11 March 1989, we have been cooperating with the government
in the border region development projects for materialization of the following
political aims:

1. Regional peace and stability,
2. Abstaining from suppression of one nationality group on another,
3. Security of lives of regional people,
4. Equal rights, and,
5. Unity of all national peoples.

2. The disturbances and events commonly known as the four-8s uprising which
occurred in 1988 were frightening incidents in the post-independence period.
The people faced the situation that they had to check whether they had their
heads or not when there was no government in the country. The Tatmadaw was
able to contain the tumult just in time.

    Due to various subversives, armed conflicts among ethnic groups arose
dramatically all over the world during this decade, causing alarming deaths.
Contrary to these incidents, the Tatmadaw was able to put an end to over
35year-old armed conflicts between successive governments and nationalities
groups. Consensus was reached between the government and the ethnic armed
groups to consolidate national unity. Peace could be made after the ceasefire
agreement with majority of nationalities armed groups.

3. Legitimacy in the matter of NLD's convening of a Hluttaw must be judged in
accord with the existing laws. Any party, organization, association or
individual has to abide by the government's laws.

4. The Mongkoe Defence Army of Northern Shan State Special Region 1 has never
had relations with the National League for Democracy (NLD), organizationally
or in: dividually or legally or illegally. 

5. The attitude of our organization is that we never desire the situation that
the nation lost a great deal and became poor and lagged in development as it
had not been peaceful for over 30 years after regaining of independence and
that of the 1988 situation which caused deaths and loss to the national
peoples. 

6. Our organization desires

1. Peace, stability and development of the nation,
2. National unity,
3. Emergence of a modernized nation in which true democracy flourishes, and,
4. Enhancement of political, economic and social standards of the entire
people.

(8)   Secretary-2 receives Vice-Chairman of China Railway Engineering
Corporation

YANGON, 26 Sept Secretary-2 of the State Peace and Development Council Lt-Gen
Tin Oo received Vice-Chairman of China Railway Engineering Corporation Mr Chen
Keji
at the office of the Prime Minister at 11.30 am today.

    They discussed construction of railroad and bridges and investment
matters.

Present also were Minister at the Office of the Prime Minister Brig-Gen Lun
Maung and Officer on Special Duty to the Office of the State Peace and
Development Council Lt-Co1 Than Tint.

(9)   Minister for Finance and Revenue inspects bank, departments in Shan
State

YANGON, 26 Sept Minister for Finance and Revenue U Khin Maung Thein,
accompanied by officials of the ministry, inspected banking services and
maintenance of accounts at Myanma Economic Bank in Taunggyi Township, Shan
State, on 25 September.

The minister instructed the staff to provide banking services with smooth
facility to the people.

    At Shan State Myanma Insurance Office, the minister met officials and
staff under the ministry. He heard the reports presented by respective
departments and fulfilled the requirements.

Minister U Khin Maung Thein explained about the aims of State's political,
economic and social conditions and urged the employees to discharge their duty
correctly, rapidly and industriously.

    The minister and party then inspected Shan State Customs Department
Office.
