The regime changed high school exam system to hinder student activities

Summary Translation 

The SPDC authority has changed the 10th grade (matriculation) exam system
nation
wide. Previously centralized exam system  the whole 10th grade students take
same question sets at the same timehas been replaced with regional exam
system.
Respective universities in cities of seven states and divisions will undertake
the exam regionally. Ten universities will develop the question sets for the
students in their respective regions for their high school exams, which has
been renamed as ?University entrance exam?. 
Some political analysts are saying that it is just a resort in order to take
action against individual region since there are escalating anti-SPDC
activities in high schools. Under the old system, the regime can?t take action
on individual school or region. This change is very similar to regional
college
system, introduced under U Ne Win period.   The regime predicts approximate
450,000 students will take high school exams. There are also thousands of
students waiting to enter university.
