Appointment, Reassignment And Retirement Announcement Made  on 14 November
1998.

1.		Appointment of Deputy Prime Minister
		The State Peace and Development Council has appointed and assigned duties to
Minister for Military Affairs Lt-Gen Tin Hla as Deputy Prime Minister in
addition to the present duties.

2.		Appointment of Ministers
	
	(A)	The State Peace and Development Council has appointed and assigned
			duties to Maj-Gen Saw Lwin as Minister for Industry-2.
	(B)	The State Peace and Development Council has appointed and assigned
			duties to U Win Aung as Minister for Foreign Affairs.

3.		Reassignment of Ministers
		The State Peace and Development Council has reassigned duties to the
following ministers as the ministers of the ministries shown against each.
			(1)	 Lt-Gen Tin Ngwe			Office of the Prime Minister
			(2)	 Maj-Gen Hla Myint Swe		Ministry of Transport

4.		Permission  to Retire From Duties
		The State Peace and Development Council has permitted Minister for Foreign
Affairs U Ohn Gyaw to retire from duties.

5.		Appointment of Deputy Ministers
		The State Peace and Development Council has appointed and assigned duties to
the following  persons as deputy ministers of the ministries shown against
each:-
			(1)  Brig-Gen Khin Maung Win		Ministry of Defence
			(2)  Brig-Gen Than Tun			Ministry of Industry-1
			(3)  Brig-Gen Win Sein 			Ministry of Labour
			(4)  U Pe Than				Ministry of Transport
			(5)  Col Kyaw Hsan			Ministry of Commerce

6.		Permission to Retire from Duties of Deputy Ministers
		The State Peace and Development Council has permitted the following deputy
ministers to retire from duties.
			(1)  Col Than Zin 				Ministry of Industry-1
			(2)  U Kyaw Aye 				Ministry of Labour

7.		Appointment of Supreme Court Justices
		The State Peace and Development Council has appointed and assigned duties to
the following persons as Supreme Court Justices.
			(1)  U Than Oo
			(2)  U Khin Maung Latt
			(3)  U Khin Myint
			(4)  Dr Tin Aung Aye

8.		Permission to Retire from Duties
		The State Peace and Development Council has permitted the following Supreme
Court Justices to retire from duties:
			(1)  U Kyaw Win
			(2)  U Aung Myin
			(3)  U Than Pe
			(4)  U Tin Ohn
			(5)  U Tin Htut Naing

9.		Appointment of Member of CSSTB
		The State Peace and Development Council has reassigned duties to Deputy
Minister for Foreign Affairs U Nyunt Swe as member of the Civil Service
Selection and Training Board.

10.		Appointment of Members of  CSSTB
		The State Peace and Development Council has assigned duties to the following
persons as members of the Civil Service Selection and Training Board:
			(1)  U Aung Myint
			(2)  U Hla Myint Oo
			(3)  U Kaung Nyunt

11.		Retirement from Duties of Members of CSSTB
		The State Peace and Development Council has permitted the following persons
to retire from duties of the members of Civil Service Selection and Training
Board:
			(1)  U Tun Shwe
			(2)  U Aung Thein 
			(3)  U Tin Hlaing
			(4)  U Shwe Than
			(5)  U Myo Swe 

(2)		Opening Ceremony of Bala Minhtin Bridge Built across Ayeyawady River at
Myitkyina 
		In 1988, Union Highways were 14,573 miles long, and now they are 17,860
miles long, therefore 3.287 more miles had been laid in extension. In addition
to Union Highways which give access to states and divisions and cities, there
are roads built under the border region development programme, regional
development programme.  In Kachin State, new roads are being built, and old
ones upgraded, such roads as Myitkyina-Sumprabum- Putao Road, Putao-Machanbaw-
Naungmon Road, Myitkyina-Namti-Tanai-Lido Road and Myitkyina-Namti-Mogaung-
Phakant-Khanti Road have been and are being built. Other roads which give
access to other states and divisions are Myitkyina-Shwebo-Mandalay Road,
Bhamo-Mansi-Mongmit-Mandalay Road and Bhamo-Momauk-Myitkyina Road. It took
four or five nights to cover Bhamo-Mandalay waterways previously, but now it
takes only one night.  With regard to the air transport, Myitkyina airport and
Putao airport have already been extended. Bala Minhtin Bridge to be
commissioned into service today is 2,688 feet long with steel framework, built
at a cost of K 1,077.3 million and US $ 5.9 million. Seventeen bridges already
constructed throughout the nation and another 21 bridges covered by the
special projects are being constructed. Bala Minhtin Bridge, lying on Bhamo-
Momauk-Waingmaw-Myitkyina-Sumprabum Road, links Sitapu and Mongna on the other
bank of Ayeyawady River, and with the improvement of transportation between
the eastern bank and the western bank of Ayeyawady River, the bridge will
contribute much to economic, social and regional development of indigenous
nationalities. 

		Kachin State, taking up 34,379 square miles, is inhabited by such
nationalities as Jingphaw, Maru, Leshi, Lacheik, Lisu, Azi, Shan and Bamar
exceeding 1.2 million. Kachin State, situated at the northernmost part of
Myanmar and linking with the eastern part of Himalayan mountain ranges and the
edge of Tibet Plateau, is a region of scenic beauty made up of snowcapped
mountains, Mt. Hkakaborazi, the highest mountain in Myanmar, and Mt.
Ganlamrazi, Indawgyi Lake, the largest lake in Myanmar, and the confluence of
Maikha and Malikha rivers which flow into Ayeyawady River, and is also rich in
natural resources. With regard to the education sector, Myitkyina college was
upgraded up to university level.  In connection with the economic sector, a
border trade camp has been opened in Lweje region, and the trading between
Yunnan Province of China and Myanmar can be carried out through Lweje and
Bhamo region.  Moreover, Kachin State Possesses natural scenic beauty
including snowcapped mountains and cultures of nationalities which can attract
the interest of tourists most, Therefore, tourists are allowed to visit
Myanmar through Lweje. Myitkyina relied on only railway and so Shwebo-
Myitkyina Road was built and one can now reach Myitkyina from Mandalay within
a day. Bala Minhtin is a  steel-framed bridge  2,688 feet long and 28 feet
wide with six feet wide walkway. Construction started on 7 August 1995 and was
completed in three years. Transport is pivotal for development of the country
and better transportation will bring about economic and social development.
