Declaration of CNLD(Exile)




DECLARATION

1. Chin National League for Democracy was a political party on October 18,
1988 following the SLORC seized the power and register under the election
commission with registration number of 32/88.

2. Chin National league for Democracy, as a national party represented the
Chin people, was formed with branches in the present seven townships of
Chin State and other regions where resided?Kale and Kabaw Townships of
Sagaing Division, Gangaw, Nga Phe and Sedoh Taya Townships of Magwe
Division, Min Pya, Mye Pone, Than Dwe and Kyauk Phyu Townships of Arakan
State.

3. Chin National League for Democracy contested at 13 constituencies in the
1990 general elections and won three seats of Parliament. It had an
achievement of 23.08 per cent with total votes of 51.187.

4. Chin National League for Democracy was one of the members of United
Nationalities' League for Democracy, Which was formed in anticipation of
equality among the nationalities, and was actively cooperated at the levels
of Board of Chairmen and Board of Secretaries in UNLD. The UNLD had made
alliance with National League for Democracy in 1990 and jointly issued Bo
Aung Kyaw Road Declaration.

5. The military regime SLORC, however, with the aim to suppress the
nationalities stopped recognition of UNLD and nationality parties including
CNLD and declared them illegal organizations by the order No. 8/92 on March
19, 1992.

6. Thus the original members of the party, in order to overthrow the SLORC
by the Joint effort with other democratic forces, have brought the Chin
National League for Democracy party to life and formed Its Executive
Committee with the following members in New Delhi on October 19, 1997.

Chin National League for Democracy party's Objective and Working Plans are
as under:

Objective;

(a) To establish genuine federal union under multi-party democracy system.
(b) To safeguard the integration of the union and to build national unity
based on justice  
      and equality in  Order to restore a strong and genuine democracy.
(c) To guarantee the right of self-determination of every nationality and
basic human rights and democratic rights.
(d) To put every effort on restoration of national economy in order to
build a strong and prosperous nation.
(e) To set up policies of health and education based on democratic principles.
(f) To preserve and promote literature, language, culture and tradition of
nationalities.
(g) To work hard for sufficiency of the Chin in food, clothing, shelter and
road transportation.
(h) To cooperate hand in hand with democratic forces inside and outside Burma.



Working Plans:

(a) All efforts and ability will be put for reality of tripartite dialogue
so that a genuine federal union be build and all nationalities ? Kachin,
Kayan, Karen, Chin, Mon, Rakhine, Shan and Burma- can get equal opportunity
and national self-determination.
(b) Efforts will be made to educate the people that genuine federalism is
not separatism but the system, which guarantees equal opportunity to all
the nationalities.
(c) Efforts Will be made to adopt a constitution which will safeguard the
rights of every nationality's own legislation, judiciary and administration.
(d) Efforts will be made so that every nationality has, under a genuine
democratic administration, the rights to make their own policies and plans
for development works in accordance with geographical situation, culture
and language of their state.
(e) Efforts are put to acquire national peace and harmony soon by
establishing genuine federal union.
