(1)		Secretary-1 Attends Special Meeting of Central Committee for Drug Abuse
Control
		The Central Committee for Drug Abuse Control held the special meeting
No.1/99 in the meeting hall of the Ministry of Home Affairs on 16 January with
an address by Secretary-1 of the State Peace and Development Council Lt-Gen
Khin Nyunt. In his address, the Secretary-1 said some Western countries are
making false  allegations and disseminating fabricated news in connection with
politics and narcotic drugs in Myanmar. Though narcotic drugs elimination
activities including Moehein Phase 1 up to Phase 12 have been carried out at
the cost of lives, blood and sweat of the Military men, efforts to acquaint
the international community with these activities have been weak; this being
the case, it would be necessary to fully compile records on involvement of
some Western countries in narcotic drug production and endeavours resolutely
made by Myanmar for  prevention and suppression of narcotic drugs.  Armed
groups of national races returned to the legal fold and are speeding up
efforts for prevention and suppression of narcotic drugs as well as
implementation of development work for border areas.  The Mongla region,
Special Region 4 of Shan State East, could be declared to the world as opium
free zone.  The remaining organizations of national races are also striving to
be able to declare their regions as opium free zones. Though efforts were
being made for prevention and suppression of narcotic drugs,  Myanmar  did not
receive effective assistance; however, whether Myanmar received assistance or
not, activities for elimination of cultivation and production of narcotic
drugs were being carried out as a national duty, and success had been achieved
to a certain extent.  The CCDAC has already drawn up the 15-year project to be
implemented beginning 1999-2000.  With a view to effectively preventing and
combating dangers of narcotic drugs, the work to collect base line data
related to narcotic drugs was carried out during the period from January to
June in 1998.
(2)		UDE Holds 18th Convocation
		University of Distance Education of Yangon held its 18th convocation at the
Convocation Hall of Yangon University on 16 January, attended by rector of
UDE, professors, associate professors, registrars, faculty members, graduates
and their families totalling 2,400.  Rector of UDE conferred BA degree on
1,200 graduates and BSc degree on 450.  BA and BSc degrees will be conferred
on 17 January on 700 more graduates.
(3)		2.5398 Kilos of Heroin Seized in Lahsio
		Acting on information, members  of Local Intelligence unit, waited at Maw
Shwe  Li Hotel in ward 8, Lashio, on 3-1-99 and arrested  Lauk-e (a) Twan-e of
Lashio; Twan Myin Khauk of Kyukok (Panhsai) Township, Lauk Kyaing (a) Kyein
Khan Hlyan of Lashio who came to the hotel for drug trafficking. The anti-drug
squad also seized from them ten packets of heroin wrapped up  in plastic sacks
weighing 2.5398 kilos and a white Van vehicle used in drug trafficking. Legal
action is being taken against the three according to law.
(4)		329 Drug-Related Cases Exposed in December
		Personnel of the Defence Services, Myanmar Police Force and the Customs
Department exposed 329 drug-related cases in December 1998. The authorities
seized 132.8667 kilos of opium in 37 cases, 2.1448 kilos of heroin in 124
cases; 36.1704 kilos of marijuana in 30 cases, 56.24 litres of phensedyl in
six cases,  0.0621 kilo of low-grade opium in nine cases, 0.0003 kilo of opium
oil in one case, 0.0245 kilo of opium powder  in one case, 989,692 stimulant
tablets in 22 cases, 1,197.286 kilos of ephedrine in four cases, 39.975 litres
of cough syrup in three cases, 2,263 gallons of spirit in one case, nine
gallons of lysol, 120 gallons of ether in one case, 86 cases of failure to
register and four other  cases. Action was taken against 452 persons including
352 men and 100 women involved in the cases.  During the period, the
battalions and units seized drug utensils at map reference P-505657 in Konkyan
Township, Shan State (North).
