elements who dropped and distributed instigative pamphlets in the toilets of
the Institute of Medicine 2, on buses and at bus stops, in public parks in
various ways during November and December 1998. Khin Soe, an organizer of

22-12-98, and the NLD members in the country, who distributed the instigative
pamphlets in collusion with the PDF members to disrupt stability of the State
and community peace and tranquillity, were also exposed and apprehended.

It is learnt that the so-called PDF meaning People's Defence Force (Burma),
was formed as headquarters at Thai border area in 1990 and exists as the
expatriate insurgent group to carry out anti-government activities under the
pretext of democracy; the chairman of the PDF is expatriate insurgent U Sein
Mya's nephew Kyaw Htet and the secretary is a man called Shwe Thway, and the
group is collaborating with KNU insurgents; PDF secretary Shwe Thway gave
training on political defiance ways, sabotage and propaganda spreading ways to
organizers Zaw Win, Khin Soe and Win Kywe of Yay and assigned them to recruit
new members in the country and exert control from behind in subversive
activities to incite riotous upheavals. It is exposed that Zaw Win is an
executive of Yay Township NLD, and in collusion with Yay Township NLD's

ward/village organizers Khin Soe and Win Kywe, distributed copies of Khit
Pyaing Journal, instigative pamphlets, propaganda leaflets, and anti-
government propaganda cassettes to NLD members; in July 1998, they stuck and
hung instigative pamphlets in various parts of Yay to cause panic among
residents of Yay; they wrote and sent concocted stories to Khit Pyaing
Journal, RFA broadcasting station and fake Myanma Alin newspaper published by
the expatriates; in July 1998, Palaw Township NLD party organizer U Than Nwe,
youth organizer Thitsa and representative elect U Kyi Shwe's son Nyein Chan
instigated basic education students to take to the streets and hold riotous
protests in Palaw Township and they also distributed instigative pamphlets in
Myeik, Dawei and Kawthoung. It is also learnt that Khin Soe often brought and
distributed in Yangon various instigative leaflets sent to him by PDF; in so
doing, he himself distributed them at the bus-stops and on buses and asked his
associate NLD members to do the same; NLD in collusion with the expatriate
terrorists' PDF group distributed instigative leaflets to disrupt stability
and peace of the State and was also engaged in subversive acts after making
contracts with expatriate terrorists; Khin Maung Kyi, member of Mon State NLD
EC and Vice-Chairman of Yay Township NLD went to Thai border area and made
contacts with PDF secretary Shwe Thway and group. It is learnt that effective
