ahead contact Serge Sabourin in Lyon <compr@xxxxxxxxxxxx> and give  him
your point of viewof this conference, guests of the drug regime. Does it
seem like a show, a farce to you, because you know as I do, real work is
not done at conferences like this,
its pouring foreign exchange into their hotels and treasury. What do
they expect
to gain from this conference. YOU tell me. And tell SERGE too

Interpol, guests of the opium drug barons

To the surprise of some anti drug law enforcement officials, and a
number
of diplomats specializing in Asia affairs, Interpol has choosen Rangoon,
next February,
as host of its Fourth International Heroin Conference. No doubt, Burma,
whose
northeastern territory constitutes the major part of the Golden
Triangle, is a good observation post from where to watch the illegal
drug trafficking.

Since the generals of the military junta  came to power in 1988, Burma
has become the world's primary produce
of heroin, with levels up to 200 tons of white powder a year. Missing
from the conference program by the
indulging host devoting two hotels to its guests, are sessions on real
practical ways and means of the drug
business in Burma, including the close relationship between the generals
and the drug barons. Nonetheless, while
the burmese dictatorship uses the conference in an attempt to improve
its image to the world, the experts remain 
skeptical.

A la surprise de certains policiers chargés de la lutte contre le trafic
de
stupéfiants, et de nombre de diplomates spécialistes de l'Asie, Interpol
a
choisi d'organiser sa quatrième conférence internationale sur l'héroïne,
en
février, à Rangoon. Certes, la Birmanie, dont les provinces du nord-est
constituent la majeure partie du Triangle d'or, semble a priori un bon
poste
d'observation du commerce illicite de la drogue.

D'autant que le pays, où la production de poudre blanche atteint 200
tonnes par an, est devenu le premier
producteur mondial d'opium et d'héroïne depuis l'arrivée au pouvoir de
la
junte militaire en 1988. Mais les travaux pratiques sur le terrain,
comme les
investigations sur les relations voyantes qu'entretiennent les généraux
birmans avec les "seigneurs de l'opium", ne sont pas au programme de
cette réunion
bisannuelle, où les autorités birmanes, qui ont mobilisé deux hôtels de
la
capitale, joueront le rôle d epuissance invitante. Les experts redoutent
même
que la dictature birmane n'utilise cette conférence pour tenter
d'améliorer
son image internationale.
