OFF HE GOES AGAIN:BURMA F.M. ON ASE

[ADDED NOTE: The SPDC/SLORC appointed foreign minister, H.E. U Win Aung,
is again on tour to the Philippine, Laos and Vietnam, reportedly to
lobby for the acceptance by EU at the forthcoming ASEAN-EU meeting.
Unfortunately, the solution to his problem cannot be found at Manila or
Bangkok or Singapore or any-other far-away ASEAN countries: the solution
is to be found right there at home in Rangoon. The Minister U Win Aung
should simply go to Daw Aung San Suu Kyi's house at No. 54 University
Avenue in Rangoon and seek  endorsement of his post as Foreign Minister
from Committee Representing Peoples' Parliament. That would certainly
solve his problem.

Regarding with ASEAN-EU meeting, some ASEAN foreign ministers (except
the Philippine and Thailand) will likely to appease Mr Win Aung by
providing the dishonest statements of solidarity within the ASEAN. The
reality, however, is that ASEAN member states, one way or the other,
have to exclude Burma from their meeting venues with European Union.

elected representatives, it must be warned that there will come a time

 BURMA ASEAN

 RANGOON, March 12 Reuters - Burmese Foreign Minister Win Aung will
leave on Sunday for official  visits to the Philippines, Vietnam and
Laos.

 A Foreign Ministry official said the visits are courtesy calls to
fellow member states of the Association  of South-east Asian Nations
(ASEAN) similar to visits he made to Brunei, Indonesia, Singapore and
 Thailand last month.

 However, political analysts in Rangoon said Win Aung would lobby for
support for Burma's inclusion in  a meeting of ASEAN and EU foreign
ministers to be held later this month.

 The European Union objects to Burma's participation in the meeting
because of its human rights record.

 ASEAN says all its ministers should attend or none at all and the
dispute means the meeting, which is  supposed to take place every two
years, is unlikely to take place.

 Current EU regulations bar senior Burmese officials from entering the
bloc.
