Despite the fact that CIA confirmed that the Burmese government's defence
budget for the fiscal years 1997-1998 was US$380 million, it seems that the
generals still need money to beat around the bush or put more into their
pockets. Thus, the generals sent a delegation to New Dheli to attend
SEARO's[= Southeast Asian Regional Organisation] conference in the first
week of May 1999. The purpose of the trip was to beg for money in the name
of community development programmes in Burma. It was also reported that the
funds ,if available, were to be spent for medical supplies. The delegation
was instructed by the government of megalomaniac generals to say anything to
get the funds. Yet the request was turned down by the organisation, not
because for lack of fund but because of political repression and  outrageous
human rights violations. The generals might reckon that the CIA told the
SEARO not to give funds to Burma. Yet do not forget the fact that the CIA is
not a pro-SPDC organisation.
