Press Statement by James P. Rubin, Spokesman
June 24, 1999

War Criminal Rewards Program
Under authority provided by the U.S. Congress, the Secretary of State
announces the War Criminals Rewards Program for the former Yugoslavia. The
United States is offering a reward of up to $5 million for information
leading to the arrest or conviction in any country of persons indicted for
serious violations of international humanitarian law by the International
Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague, or for
information leading to their transfer to, or conviction by, the ICTY. Any
person providing such information may be eligible for a reward of up to $5
million. Anyone who has information--particularly information on the
location of an indictee in any country--should contact the nearest U.S.
Embassy immediately. Parties may also call: 1-800-HEROES1 Or, they may
contact the U.S. Department of State at its rewards program website at:

www.heroes.net

All information and leads provided to the U.S. Government will be treated
in the strictest confidence. U.S. and foreign government officials who,
while in the performance of their official duties, furnish relevant
information, would not be eligible for a reward under this program.

The United States is a leading proponent of justice and the rule of law in
the former Yugoslavia. The War Criminals Rewards Program is intended to
increase the prospects that indictees, who are currently at large, will be
transferred to the custody of the ICTY for trial. This program applies to
persons indicted by the ICTY, or who may be indicted in the future, for
war crimes committed in the former Yugoslavia.

The United States strongly encourages all indictees still at large to
surrender themselves voluntarily to competent local authorities or to the
NATO-led Stabilization Force in Bosnia. All indictees transferred to the
custody of the ICTY will be treated with dignity and will receive fair and
just treatment according to international standards.

The United States discourages bounty hunters from taking actions to detain
any indictee. Anyone possessing information on the location of an indictee

is strongly encouraged to contact the U.S. Department of State
immediately.
