        The Chin National Council (CNC) hold the Seminar on Minority Rights on
24th, 25th May 1999 at Aijal Club Committee hall, Tuikual Qt, Aizawl, Mizoram
state, India.  In this seminar the CNC Mizoram president Pu Tha Zul preside as
the chairperson and the Mizoram state govemment home minister Pu Tawnluia
attended as the chief guest and gave a brief speech.  The special invited
organisations and parties of the Mizoram state of Young Mizo Association
(YMA),  Mizo Students Union (MZP), Zo Reunification Organisation  (ZORO),
Mizoram Congress Party  (MPCC), Chinlung Israel People Conference (CIPC),
attend the seminar and gave speeches.  Also the Mizo Union ex.MP Pu
R.Thanhlira
of 1954 -58 and other observers were attended the seminar.  The Burma
Democracy
Struggler's organisations and parties of the Chin National Council (CNC), Chin
Liberation Council (CLC), National League for Democracy (NLD), Chin refugees
Committee (CRC), Chin Women Organisation (CWO), All Burma Students League
(ABSL), Chho Youths Association (CYA), Zomi Youths Organisation (ZYO), Lai
Youths Association (LYA), Khumi Youths Association (KYA) representatives of
(79) delegates attend this Seminar.

        The Chin National Council (CNC) meant the International Non-violence
Political Organisation of the Chin people for the whole are of Chin state or
Chin land.  The organisation is formed in different countries of USA, Europe,
Australia , Mizoram CNC chapters and their headquarters is located in New
Delhi, India.

        The Mizoram CNC body is formed by the based groups of people of Chin
state such as Chho tribe of CYA,  Zomi tribe of ZYO, Lai  tribe of LYA, Khumi
tribe of KYA and their organisation's township- representatives.  The Mizoram

CEC have supervising the Regional ECs of Lunglei, Lawngtlai and Champhai.

The Chin National Council CNC organised the seminar on the Minority Rights for
the implementation according to the CNC's aims and objectives as follows.


        1. To realize national self-determination and basic human rights.
        2. To establish a harmonious relationship and peaceful co-existance
based on equal          rights between Chin and other nations.
        3. To promote the political, economic, social sphere and solidarity
among the Chins.

        The implementation for this aims and objectives, the project for
protection of the human rights is one of our activities that such seminars,
or 
trainings  or  workshops would be the effective to understand for the people's
nights.  Moreover, as a whole in this world, a country, a tribe or a group of
minority or majority to have the equality and dignity in our rights and to
respect the rights of one another and also to have a recognition between the
different groups or organisations, we need to have a promotion for having a
self-determination.   Therefore, we need to make a great and prosperity
country
or nation in future.

        The seminar is holding within 24-25th, May 1999  in Aizawl, and on the
date of May 27 at Lunglei and the 29th May at Lawngtlai be celebrate in
Mizoram.  In New Delhi the seminar is aiready held on 17-18th March 1999.

                                                        STATEMENT

        We,Chin National Council (CNC),held a seminar on minority rights from
march 17 to 18, 1999 at Maharaja hall, Aslatpur,New Delhi, India. The seminar
was attended by 70 delegates and observers from the organizations mentioned
below.
1.      Chin National Council (CNC)
2.      Chin National League for Democracy (Exile) CNLD(Ex)
3.      Chin National Front (CNF)
4.      Chin Students Union (CSU)
5.      Chin Women Organization (CWO)
6.      All Burma Lushei Women Organization (ABLWO)
7.      Chin Refugees Committee(CRC)
8.      All Kachin Students and Youths Union (AKSYU)
9.      All Arakan Students and Youths Congress (AASYC)
10.     All Burma Young Monks Union (Arakan) ABYMU(A)
11.     National League for Democracy(LA) NLD(LA)
12.     All Burma Students League (ABSL)
13.     Burma Lawyer Council (BLC)
14.     Committee of Non-violent Action Burma (CNAB)
15.     Democratic Students of Burma (DSB)

View of the participants:

(1)     Minority rights are essential for each and everybody.
(2)     The seminar on minority rights organized by CNC is not only an
appropriate undertaking but also a       success.
(3)     Minority rights although seem new and exotic is of interest for
everyone.
(4)     Learning from minority rights seminar is of inspiring.It enlarges the
scope and depth of understanding          with relevance to the cause of
Minority groups in Burma. It heightens the awareness of minority groups in

Burma.In fact, it is a battle cry.

Advantages from seminar:

(1)     The word Minority refers to diverse National, Ethnic, Religious and
Linguistic groups,which is common   and universal.
(2)     The opportunity of learning UN declaration ofMinority rights and

international conventions ratified by the international community during
various confernce/ seminar sponsored byUN.
(3)     Minority rights are essential for the protection of minority groups
from
being dominatedand discriminated by the majority,especially in a country
like Burma which is home to various Nationalities of    Distinct Identity.
(4)     It is essential that observance and implementation of Human Rights,
Minority Rights and Indigenous People's Rights by concerned
governments in
accordance with the statements mentioned in International Conventions.

(5)     The Milltary government,rulling Burma keeps on violating thise
Rights,leave alone for rectification     and observation.
(6)     Understanding and deeper insights into the rights of minority group
promote mutual understanding,respect and help establish trust,
fraternity
and solidarity.
(7)     Knowledge about various international organizations and networks where
the plight of minorities  could be brought unto the eyes of
international
community and further discussed during conference and seminars.These
seminars also help train the  participants for strengthening about Rights and
    disseminating these Rights to the partivipant's own areas and localities.

Suggestions: 

(1)     The seminar should be held frequently,e.g. quarterly or at least twice
in a year. The priority should   be given toward boder areas and also in
places
where prodemocratic groups of various ethnic     communities are staying
together.
(2)     Information, Education and Communication Materials (Newsletters,
journals and magazines etc.)   should be widely made available to the
respectives groups and communities. Training in small groups     alsois very
much desirable.
(3)     A forum representing various ethnic nationalities of Burma should be
formed for protection of Rights (  human, indegenous and minority ) in
Burma.The
name of the above said forum could be     "Portection of Nationalities Rights
Groups".
(4)     Futher research studies of various Ethnic groups and ethnic rights
should be done extensively under  a Research department, supported by
experts and international agencies.
(5)     A seminar for various issues related to Rights of various ethnic
nationalties should be organized with participation from all ethnic
nationalities.

Ratification:

        The entire participants to the seminar urged Chin National Council
( CNC
):
1.      To implement the suggestions
2.      To call a special meeting in near future for forming an
organizaation or
a forum for protection of     nationalities rights.

                                                    STATEMENT


The Chin National Council (CNC) held a seminar on minority rights from 24th to

Views of the Participants:

        (i)     This seminar is seemly new and exotic matters are very in
teresting for everyone.
        (ii)    Minority Rights is necessary for each of everybody.
        (iii)   The Minority Rights Seminar organised by The Chin National
Council (CNC) is     inspiring, encouraging and giving the
understanding of the rights of people that it is a very success and         
appropriate for all levels of the people.
        (iv)    It is the most effective way to create mind of unity and the
best to organise all the people of different groups and levels.

Advantages:

        (i)     Understanding and deeper insight into the rights of minority
groups promoted into mutual understanding, respect and help
establish trust, fraternity and solidarity among the different levels
of people and areas.
        (ii)    Minority Rights are essential for the protection of the
minority
groups from being dominated and discriminated by the majority,
like Burma such a country with various nationalities of distinct        
indentities.
        (iii)   It is necessary to observance and implementation of Human
Rights, Indigenous People's Rights by concerning Government in
accordance with the statement mentioned in International
Conventions.
        (iv)    Knowledge abut the various International Organisations and
Networks where the plights of minorities could be brought unto the
eyes of International Community and further discussed during
seminars and also the seminar help train the participants for         
strengthening about the rights and disseminating these rithts to the
participant's own arrears and lovalities.

Suggestions:

        (i)     to held the seminar frequently quarterly of half yearly and in
different areas of regional wise in Mizoram.
        (ii)    to disseminate the knowledge of minority rights among the
people

internally and externally by the CNC Mizoram as possible as
they
could.

        (iii)   to have a further research studies of various Ethnic minority
groups and their rights and the protection of Rights (human,
indigenous and minority) should be made by the CNC and extensively
under a Research department, supported by experts and International
   
Agencies and also to make the informention to the UNO through them.
        (iv)    to have a better communication among the people of Mizoram;
for
having facilities like Computer with IOnternt facilities, Fax
Machine,
Phones, Camera, Video Camera, etc in CNC Office in Aizawl.
        (v)     to provide the different seminars and training courses
(Long and
short term courses) of social, economic, ethnic and political
education.
        (vi)    to give a computer course in Aizawl by the Chin National
Council
for appropriate all the levels of organisations people.
        (vii)   to make the information, education and communication materials
(News letter, journals,magazines, booklets translation works for the
rights of minority, human, women child,Indigenous and nation
rights)
from the CNC Office.
