"Yaba" Comes to Thailand Also from Northern Burma

According to SHAN reporter in the north, amphetamines plaguing Thai =
society are
not produced only across the border from Thailand but also far up in the =
north
near the Chinese border.=20

"Two years ago, the horse pills (popular name for amphetamines) were =
imported
to the Mao Valley (northernmost Shan State) from east of the Salween", =
sources
told SHAN. "But now they are being produced in the villages and forest =
just
around here".=20

The source cited one factory just 50 miles southeast of Muse, the border =
town
opposite Ruili, Yunan Province, China, operated by a group of Chinese in
Tarknai village, Tima Tract. The area was reported to be under the =
control
Kachin Independence Army, a ceasefire group. Another factory is in =
nearby
Mongko, operated by Kokang Chinese.=20

>From Muse, now heart of the Mao Valley, amphetamines are imported into =
China
and to lower Burma.=20

"In Mandalay, the price is US$ 4,000 - 5,000 per kilo. In Rangoon, it =
becomes
US$ 8,000 - 10,000. From there, you can transport it by boat and enter =
Thailand
through various channels like the Three Pagoda Pass (across from =
Kanjanaburi
Province) and Kawsawng (opposite Ranong)", whispered the source.=20

Asked about the role of the authorities, he replied, "The CCDAC (the =
junta's
anti-narcotics agency) can catch only small try. Even some of them =
complained
about not being able to touch the big ones without explicit orders from =
above".


He added, "Even the UN and NGO people, who frequent Muse, know this. =

Junta Officer Promoted for Molesting Women

A notorious SPDC officer was recently promoted and transferred from a =
small
backward town to a flourishing one despite his known offenses, reported =
SHAN
source from the north.=20

Captain An Maw, formerly Chairman of the Namkham Township Law and Order
Committee (later Namkham Township Peace and Development Committee), 1995 =
- 99,
an officer notorious for his penchant for pretty women, was, to the =
surprise of
the people, promoted to major and moved to Muse, the booming border town
opposite Ruili (Mongmao in Shan) of Yunan Province, China. His former =
office
was taken over on 12 July by Capt Tin Win from Taungyan. He is widely =
known as
a techerous man who used to force his will on unwilling local Shan =
women.
Nobody dared to challenge his power until mid 1998, when he molested a =
relative
of the local militia chief.=20

"The girl was an ethnic Chinese, lived in Pansay Village, Moengwi Tract =
in
Namkham Township", said the source. "She was already engaged but the =
captain
forced her to sleep with him anyway, only to find out later that she was
related to U Kyaw Myint, the powerful local militia leader".=20

The complaint went up to the Northeastern Command. "The result of which =
was
compensation by offering certificates of ownership to some lands, worth
millions. They were later discovered to be fakes and everyone thought =
the
captain was finished".=20

The people could not believe what they heard, the source added, until =
they were
told later that the major's mother used to be General Khin Nyunt's =
respected
school teacher.=20

Special Training in Counter Intelligence=20
Junta Gearing up For Four 9's=20

Saturday, 24 July.=20
The Defense Services Intelligence issued an order in mid-July to =
regional
commanders to select eligible trainees among their officers for a =
special
counter - intelligence course due to begin in August, according to SHAN
reporter in the north.=20

The military produces counter-intelligence agents annually, but for this =
year
it would be an extraordinary course. The Opposition, dubbed by the junta =
as
"destructive elements", is reported to be preparing for public protests =
and
disturbances on 9 September (Day of the Four 9's) and the military =
authorities
wanted to be ready for them.=20

As on 8 August 1988, the Day of the Four 8's, the authorities expected =
many
among the rank and file to join and file to join the general protests. =
The aim
of this special course for this 88th batch of counter intelligence =
training is
to keep all the dissidents within the three armed services in check.=20

The training would begin on 16 August simultaneously in several =
locations such
as Mingaladon, Hmawbi, Bahtoo, Maymyo, Kyaukme and others.=20
