Junta's Drug Refineries Across the Border 
The Honorable Secretary General of the Office of the Narcotics Control Board,
as MIC (London), the mouth piece of Rangoon, quoted, might have said the
Burmese authorities were "serious, sincere and positive" about the anti-drugs
campaign. But we also believe he had said it with at least with one of his
eyes
closed to what he was witnessing just across the border- (Translator's Note). 

Informed sources said there are at least five drug laboratories just across
the
border from Thailand, all under the auspices of the local troops of Rangoon. 

Sources said in Mongton Township, Mongsart District, across from Chiangdao
District, Chiangmai Province, there are five refineries operating with the
blessings from the local authorities. 

One is in Huey Khailong, six miles north of Mongton, operated by Li Shing
a.k.a
Hla Aung and Liu Zipeng a.k.a Sai Yee a.k.a Muling, both of whom are from the
ex-MTA of Khun Sa. The Commander of IB. 65 was reported to be a partner of the
firm that manufactures heroin. 

The next refinery is near Mongkhit, once a Lahu village but at present crammed
with Wa newcomers. It is 5 miles east of Maekaen, a town between BP 1 and
Mongton. This amphetamine laboratory is owned by Chinese operators, and
protected by Capt. Htun Sein, Commander of Company2, IB. 65. 

The third one is a heroin laboratory near Nawngyasai, a village 4 miles
west of
Nakawngmu, between Maekaen and BP 1. This one is reported to be owned by Lahu
militia chief, Po Thein.  

The fourth one - also a heroin refinery - is in Namhookhun, south of Wan
Son-guay, which is 5 miles east of Poongpakhem, a town only 7 miles from BP 1.
It is said to be jointly owned by Po Thein and Loimaw Chinese. 

The last one, where amphetamine pills are manufactured with two presses, is
located 3-4 miles north of Namhookhun. This one is said to be owned by Wa
operators. 

It was also reported that a convoy of chemicals, coming from Kengtung through
Mongpiang to Mongton, on 7 August was escorted by Capt. Aung Ba, a company
commander from IB 43 (Mongpiang). The two trucks loaded with chemicals were
accompained by 3 other trucks packed with 20 heavily soldiers. All the 5
vehicles were Chinese made six-wheelers, said the source.
