Declaration of Policy Statement

The Kachin National Organization, KNO, on January 9, 1999, as a result of
extensive discussions among concerned overseas Kachins and those in the
Kachin home land.  The primary purpose of instituting the KNO is to pursue
and reestablish certain inalienable rights of the Kachin people, who once
had a land and a demarcated State with a defined role of self-government.

The declaration, in essence, is to affirm the existence of the Kachin
people and Kachinland.  The commitment of the KNO is primarily to regain
and restore civil and political rights.  The objectives of such rights are
as follows: 

1.  The KNO will lead the Kachin people to the attainment of a truly
democratic     Kachinland.
2.  The KNO will strive to endow its people with democratic principles.
3.  The KNO further affirms to ensure full democratic rights to all the
citizens residisng in Kachinland.
4.  The KNO pledges to build a genuine democratic state where people will
enjoy political freedom and economic opportunity.
5.  The KNO is an ally of democratgic institutions anhd will cooperate and
support organizations seeking freedom and democracy in Burma.
6.  The KNO is resolujtely committed to the exercise of self-determination
in the formation of an elective government.

The KNO will uphold and dedicate to the end, without pre-condition or
compromise, the above declaration.
