The Burmese Army Still Building-Up for Operation Against Shans

Sources who escaped the junta's forced requisition of their motor =
vehicles=20
told S.H.A.N the Burmese Army was still in preparation for the campaign=20
against the Shan States Army.

"Their staging area centers around Poongpakhem ( 7 Km from BP-1 ) and=20
Nakawngrner (14 Km from BP-1)" said one source. One source estimated the =

combined strength at 1,500.
Both villages are in Mongton Township, Mongsart District, Eastern Shan=20
State, better known as the Triangle Command Area.

"We were told that they wanted to clear the area around Loihtway(Doitway =
in=20
Thai) of the Shan rebels," said another source.

The SSA's latest issue of SSArmy News reported 3 clashes on 29 August =
when=20
a well known officer, a graduate of the Defense Services Academy, =
Burma's=20
West Point, was killed.

As Loihtway, the junta's mountain bastion, is right across the village =
of=20
Muangna, Chiangdao District, Chiangmai Province of Thailand, villagers=20
expressed concern of possible spillover. "They had already abducted 4 of =

our villagers once, " said the source from the village. "They might do =
that=20
again. The next time, it might be even worse, like burning our village =
and=20
robbing us, just as they have been doing in Tak and Maehongson."

SSA Remains in the North

The latest issue of the SSArmy News, the official bulletin of the Shan=20
States Army, reported 9 engagements with the junta units in northern =
Shan=20
State during the period from 30 June to 3 September.
The Northern Expeditionary Force, led by Ltc. Moengzuen, and composed of =

Brigade 758 and Hso Khan Fah Column, met and fought against the Burmese=20
combined units killing 16, wounding 12 and capturing 7 assorted weapons, =

said the bulletin.

Altogether during their three month operations in the north, they have=20
fought 12 engagements, according to the SSA reports. " Except for the =
one=20
on 14 August, none could be regarded as significant actions," said the =
SHAN=20
source close to the SSA. The SSArmy News reports:
" On 14/8/99, from 13:00 to 15:00 hrs., a combined SSA force including =
3rd=20
brigade, 16th brigade of SSA-North, 758th brigade, 154th battalion of =
Hso=20
Karm Fah column led by Lieutenant Sai Ngo of SSA-South made a raid on =
the=20
Burmese garrison at Wan Pan, Wan Pan tract, Hsipaw township, northern =
Shan=20
State. The Burmese lost 6 troops, 4 assault rifles with 13 magazines, a=20
complete map and a wireless set. SSA were intact." ( N.B. Both the 3rd=20
Brigade and 16th Brigade are from the SSA-North that enjoys a ceasefire=20
agreement with Rangoon.)

Yawdserk, the SSA's Commander-in-Chief, told SHAN during an=20
interview,"There are few engagements, as our primary aim itself is not =
to=20
wage a military campaign as yet, but to organize the people." ( Junta=20
Beefing Up Militia to Counter Shan States Army, S.H.A.N, 13 September =
1999)
Altogether, the SSA was engaged in 27 clashes during the period between =
21=20
June - 9 September, according to the report.

Meanwhile, the local people were reported to be forced to supply the =
junta=20
units with rice, chicken, cooking oil and even torchlights, according to =

the bulletin.
