"Indifference as a Human Rights Issue"

Special issue of
HUMAN RIGHTS REVIEW


Human Rights Review is a new, interdisciplinary, quarterly journal
published by Transaction Publishers.  The journal seeks a new level
of integration of social - scientific information, theory, history, and
critical perspectives in the study of human rights. It will challenge
conventional Left and Right biases found in most policy-related
literature. It will document violations of human rights, whatever their
ideological sources or motivations. Reflecting the growing interest in the
relationship between globalization and human rights, Human Rights Review
is international in scope.

The editorial board and the substance of the journal reflects the global
and interdisciplinary contexts in which human rights are discussed and
established. Human Rights Review welcomes topics not traditionally covered
in the existing literature on human rights, as well as attend to practical
dimensions of human rights issues.  Articles published in the journal
will include empirical studies, as well as studies that introduce new
theoretical perspectives that are lacking in the current professional and
policy literature. From time to time, the review will publish debates
presenting opposing viewpoints on complex issues in human rights.  HRR
welcomes submissions in a variety of formats, including essays, scholarly
articles, critical reviews of existing literature, and interviews.

Human Rights Review seeks articles for a special issue on "Indifference
as a Human Rights Issue."  As the experience of recent genocides and
ethnic cleansing demonstrates, political and public indifference is a
major factor in facilitating human rights violations. Those who violate
human rights often rely on the existence of indifference which will
allow them to commit violations with impunity. Yet there is little
systematic study of the phenomenon of indifference, especially as it
relates to human rights. Human Rights Review invites articles which
examine any aspect of indifference as it affects the recognition
and enforcement of human rights norms and laws. HRR encourages
submissions from authors from all disciplines who outline new
theoretical understandings of indifference as well as practical efforts
to counter it.

All articles should be a maximum of 30 pages, double spaced, and include a
title page with the author's current position and contact information. A
style sheet, as well as more general information about Human Rights Review

All submissions not in HRR format will be returned. Manuscripts under
simultaneous submission elsewhere or materials that have already been
published will not be considered. Authors should submit two hard copies
of articles, as well as a disk copy (in Microsoft Word format), to:
