Maybe you haven't been reading papers besides NLM, but the trend,
expounded upon by UNGS Kofi Annan, is toward the UN serving the needs of
member populations.  Sovereignty "is no longer a shield" for those who
abuse their own populations.  The Burmese junta is at the top of the list
of dictators who demand the right to abuse their people unfettered by
obligations to protect the rights of those people.  And those demands are
increasingly falling on deaf ears internationally.
