Dear Subscribers,

Two days ago I sent out a Special Posting in two parts titled, UN SPECIAL
RAPPORTEUR  ON MYANMAR REPORT TO THE GENERAL ASSEMBLY, 1999.  The server
converted this message to gibberish, and subscribers were not able to read
the message.

The report will be re-posted once the glitch is fixed.  My apologies for
any inconvenience.
