YANGON, 29 Nov - Chairman of the State Peace and
Development Council and Prime Minister of Union of
Myanmar Senior General Than Shwe and wife Daw
Kyaing Kyaing attended the reception to welcome
the Third ASEAN Informal Summit at the Philippines
International Conference Centre in Manila at 8.30
am yesterday.
Heads of State/Government of ASEAN nations and
their wives arrived at the Centre and were
welcomed by President Mr J Ejercito Estrada of the
Republic of the Philippines. Later, the Heads of
State/Government of ASEAN nations posed for photo.
President Mr J Ejercito Estrada extended
greetings. Afterwards, the ceremony ended.
Present on the occasion were the Heads of
State/Government of ASEAN nations and their wives,
Ministers of Foreign Affairs, Ministers of
Commerce and Ministers of Finance of ASEAN
nations, senior ASEAN officials, senior economic
officers, directors-general of the ASEAN. ASEAN
ambassadors and the Secretary-General of the
ASEAN. Together with Senior General Than Shwe and
Daw Kyaing Kyaing, Secretary-l of the State Peace
and Development Council Lt-Gen Khin Nyunt and wife
Dr Daw Khin Win Shwe, ministers, the Deputy
Minister for Foreign Affairs, Ambassador of
Present on the occasion were the Heads of
State/Government of ASEAN nations and their wives,
Ministers of Foreign Affairs, Ministers of
Commerce and Ministers of Finance of ASEAN
nations, senior ASEAN officials, senior economic
officers, director-general of the ASEAN,
ambassadors and the Secretary-General of the
ASEAN. Together with Senior General Than Shwe and
Daw Kyaing Kyain g, Secretary-1 of the State Peace
and Development Council Lt-Gen Khin Nyunt and wife
Dr Daw Khin Win Shwe, ministers, the Deputy
Minister for Foreign Affairs, Ambassador of
Myanmar to the Philippines and heads of department
also attended the ceremony.
The Third ASEAN Informal Summit was held in the
Meeting Room No 5 at the Philippines International
Conference Centre at 9 am yesterday, attended by
Chairman of the State Peace and Development
Council and Prime Minister of the Union of Myanmar
Senior General Than Shwe.
Present at the meeting were Sultan Haji Hassanal
Bolkiah of Brunei, Prime Minister Mr Samdech Hun
Sens of Cambodia, President Mr Abdurrahman Wahid
of Indonesia, Prime Minister Mr Sisavath
Keobounphanh of Laos, Special Representative of
the Malaysian Prime Minister Datuk Seri Syed Hamid
Albar, on behalf of Prime Minister Dato Seri Dr
Mahathir Bin Mohamad, Chairman of the State Peace
and Development Council and Prime Minister of the
Union of Myanmar Senior General Than Shwe,
President Mr J Ejercito Estrada of the
Philippines, Prime Minister Mr Goh Chok Tong of
Singapore, Prime Minister Mr Chuan Leekpai of
Thailand and Prime Minister of Vietnam Mr Phan Van
Khai.
Later, the Heads of State/Government of ASEAN
nations met with senior executive officers of
information technology companies in the Meeting
Room No 5 of the Philippines International
Conference Centre, seeking means for progress of
electronic enterprises in ASEAN nations.
The senior executive officers of information
technology companies reported on data on condition
and potentials of information technology in ASEAN
nations and plans for mutual participation of the
public and the private sector in the ASEAN
information technology sector.
In the afternoon, the meeting between the Heads of
State/Government of ASEAN nations and the Heads of
State/Government of the People's Republic of
China, Japan and the Republic of Korea was held in
the Meeting Hall No 5 of the Philippines
International Conference Centre.
Present at the meeting were Chairman of the State
Peace and Development Council and Prime Minister
of the Union of Myanmar Senior General Than Shwe,
His Majesty Sultan Haji Hassanal Bolkiah of Brunei
Darussalam, Prime Minister of Cambodia Mr Samdech
Hun Sen, President of Indonesia Mr Abdurrahman
Wahid, Prime Minister of Lao People's Democratic
Republic Mr Sisavath Keobounphanh, Special
Representative of the Prime Minister of Malaysia
Datuk Seri Syed Hamid Albar, President of the
Philippines Mr Joseph Ejercito Estrada, Prime
Minister of the Republic of Singapore Mr Goh Chok

The heads of State/Government of ASEAN member
countries and heads of State/ Government of the
People's Republic of China, Japan and the Republic
of Korea had photographs taken. Ben, the meeting
between the heads of State/Government of ASEAN
member countries and the Premier of the People' s
Republic of China was held in meeting room No 5 of
Philippine International Conference Centre.
Present at the meeting were the heads of
State/Government of ASEAN member countries and
Premier of the People's Republic of China Mr Zhu
Rongji. Then, the meeting between the heads of
State/Government of ASEAN member countries and the
Premier of Japan was held in meeting room No 5 of
Philippine International Conference Centre.
Present at the meeting were the heads of
State/Government of ASEAN member countries and
Premier Mr Keizo Obuchi of Japan. Then, the
meeting between the heads of State/Government of
ASEAN member countries and the President of the
Republic of Korea was held in meeting room No 5 of
Philippine International Conference Centre.
Present at the meeting were the heads of
State/Government of ASEAN member countries and
President of the Republic of Korea Mr Kim Dae
Jung.
The Third ASEAN Informal Summit held in Manila on
27 and 28 November 1999 was not only the last
ASEAN Summit of this century but also the first
ASEAN Summit where all ten South-East Asian
nations were represented as full members of the
association.
Moreover, ASEAN plus China, Japan and Korea
meetings also took place and the Declaration of
Cooperation in East Asia, which provided the
framework for enhanced cooperation between ASEAN
and the three dialogue partners from East-Asia,
was also adopted, signifying the commitment of the
13 nations to promote cooperation in the coming
21st Century.
In the course of the meetings, Chairman of the
State Peace and Development Council Senior General
Than Shwe not only made important contributions to
the deliberations of the ASEAN Informal Summit and
ASEAN plus China, Japan and Korea meetings but
also had friendly exchange of views with the other
nine ASEAN leaders and the leaders of China, Japan
and Korea, thus further consolidating the existing
personal rapport among the leaders.
He also had separate discussions with Prime
Minister Mr Keizo Obuchi of Japan and President
Kim Dae Jung of the Republic of Korea on matters
of mutual interest.
Therefore, during the ASEAN Informal Summit,
Myanmar actively participated in the efforts to
strengthen ASEAN solidarity, cooperation among
ASEAN nations and cooperation between ASEAN and
the three dialogue partners, namely China, Japan
and Korea, and thus further promoted its national
interests.
It is also learnt that the visit also served to
enhance Myanmar's relations with the other 12
nations attending the meeting. Families of
Myanmar Embassy also hosted a dinner in honour of
Senior General Than Shwe and wife Daw Kyaing
Kyaing at the residence of the Ambassador.
Senior General Than Shwe and wife Daw Kyaing
Kyaing and party arrived at the Ambassador's
residence in Manila at 9.30 pm local time. They
were welcomed there by Myanmar Ambassador to the
Philippines U San Thein and wife, embassy staff
and families and Myanmar families in Manila.
Senior General Than Shwe and wife and party had
dinner together with families of the.embassy.
Secretary-l Lt-Gen Khin Nyunt met embassy staff
and students studying higher learning in the
Philippines. He said Heads of State discussed
economic and social matters beneficial to all
nations and equal development in the region at the
cordial meeting of ASEAN Formal and Informal
Summits. ASEAN meetings promoted cooperation
among the nations and cooperation methods were
sought for economic development in the region, he
said.
He said friendship among the nations strengthened
through mutual relations among ASEAN member
nations. He spoke of the need to promote
cooperation in all sectors between Myanmar and the
Philippines. The Secretary-l also spoke of the
need for diplomats to serve the interest of
Myanmar and the Philippines for further
strengthening of relations between the two
countries.
He spoke at length on gaining of better
foundations on political stability, economic
development and high standard of living. Next,
Senior General Than Shwe gave counsel to the
students studying higher learning in the
Philippines.
Senior General Than Shwe, wife Daw Kyaing Kyaing
and members spent the night at Manila Hotel.
Chairman of the State Peace and Development
Council and Prime Minister Senior General Than
Shwe and wife Daw Kyaing Kyaing and members,
together with ASEAN Heads of State/Government and
their wives, and Heads of State/Government of the
People's Republic of China, Japan and the Republic
of Korea and their wives, arrived at ASEAN Gardens
in Manila at 9.15 am on 28 November. They were
welcomed by Dr Luisa P EJercito Estrada, wife of
President of the Philippines Mr Joseph Ejercito
Estrada and officials.
The guests observed traditional objects of ten
ASEAN nations at the ASEAN Gardens. ASEAN
Secretary-General Mr Rodolfo Severino Jr, Madame
Kay Siazon, wife of Minister of Foreign Affairs
and Dr Luisa P Ejercito Estrada made speeches. Dr
Luisa P Ejercito Estrada formally opened the
launching of the ASEAN 2000 Countdown Millennium
Clock.
The guests visited the ASEAN Gardens. They
visited Malacanan Clinic opened for needy persons
by Dr Luisa P Ejercito Estrada. Secretary of
Tourism of the Philippines Gemma Crui-Araneta
hosted a luncheon in honour of the guests at
Coconut Palace in Manila.
At 8 am this morning, Secretary-l of the State
Peace and Development Council Lt-Gen Khin Nyunt
received senior reporter Mr Roger Mitton of
Asiaweek magazine at Room No 1723 at Manila Hete1
and replied to queries on political, economic and
social conditions raised by Mr Roger Mitton.
Present were Minister for Foreign Affairs U Win
Aung and Deputy Minister U Khin Maung Win.
Chairman of the State Peace and Development
Council and Prime Minister Senior General Than
Shwe and wife Daw Kyaing Kyaing and members
arrived at Ninoy Aquino International Airport in
Manila. They were seen off at the airport by
Vice-President of the Republic of Philippines Ms
Gloria Macapagal Arroyo, Myanmar Ambassador to the
Philippines U San Thein and wife, Myanmar embassy
staff and families.
On their way home, Senior General Than Shwe and
party stopped over at Tan Son Nhat International
Airport in Ho Chi Minh City, the Socialist
Republic of Vietnam, at 11.40 am local time.

and members were welcomed by First Vice-Chairman
of Ho Chi Minh City People's Committee Mr Le Thanh
Hai and members, Myanmar Ambassador to Vietnam U

flight at 3.20 pm after attending the Third ASEAN
Informal Summit and the Meetings of the ASEAN
Heads of State/Government and Heads of
State/Government of the People's Republic of
China, Japan and the Republic of Korea held in
Manila, the Philippines, on 28 November 1999, at
the invitation of President of the Republic of the
Philippines Mr Joseph Ejercito Estrada.
At the dinner, President of the Philippines Mr
Joseph Ejercito Estrada made a speech. Also
present at the dinner together with Senior General
Than Shwe and wife Daw Kyaing Kyaing were

Daw Kyaing Kyaing attended the dinner hosted by
President of the Philippines Mr Joseph Ejercito
Estrada and wife in honour of heads of
State/Government of ASEAN member countries and
their wives and heads of State/Government of the
People's Republic of China, Japan and the Republic
of Korea and their wives at Malacanan Palace,
Manila, on 27 November evening.

informal meeting at Malacanan Palace.

the State Peace and Development Council Lt-Gen
Khin Nyunt and members, left here at 8 am on 27
November by special flight to attend the Third
ASEAN Informal Summit and the Meetings of the
ASEAN Heads of State/Government and Heads of
State/Government of the People's Republic of
China, Japan and the Republic of Korea to be held
in Manila, the Philippines on 28 November 1999, at
the invitation of President of the Republic of the
Philippines Mr Joseph Ejercito Estrada.
Senior General Than Shwe and party arrived at Tan
Son Nhat International Airport in Ho Chi Minh
City, the Socialist Republic of Vietnam at 10.35
am local time and stopped over there. Chairman of
the State Peace and Development Council and Prime
Minister Senior General Than Shwe and wife Daw
Kyaing Kyaing and party were welcomed by First
Vice-Chairman of Ho Chi Minh City People's
Committee Mr Le Thanh Hai and members of welcoming
committee, Myanmar Ambassador to Vietnam U Khin

and embassy staff.
At 3.10 pm local time, Chairman of the State Peace
and Development Council and Prime Minister Senior
General Than Shwe and wife Daw Kyaing Kyaing and

Airport in Manila, the Philippines.
Senior General Than Shwe, wife Daw Kyaing Kyaing
and members were welcomed by members of welcoming
partied by Vice-President of the Republic of the

Senior General Than Shwe and wife and party went
to Manila Hotel where they would stay.

(5) Prime Minister Keizo Obuchi praises joint
statement of ASEAN Summit
YANGON, 29 Nov-Prime Minister Keizo Obuchi praised
the joint statement adopted at the ASEAN Summit in
Manila on Sunday, said an NHK report.
Mr Obuchi arrived back in Tokyo on Sunday night
after the summit of the ten ASEAN members plus
South Korea, China and Japan was over. Before
leaving Manila, Mr Obuchi described the joint
statement as a great achievement signalling a
broad range of cooperation between the South East
Asian bloc and Japan, China and South Korea.
He also said Japan would work harder on Asian
diplomacy to further boost the movement for
regional cooperation that was growing in East
Asia.
Referring to next year's G-8 Summit to be held in
Okinawa, Mr Obuchi said he wanted Asian viewpoints
to be reflected in the summit, the first to take
place in the new millennium.

YANGON, 29 Nov-Chairman of the State Peace and
Development Council and Prime Minister of the
Union of Myanmar Senior General Than Shwe met
President of the Republic of Korea Mr Kim Dae Jung
at Room-208 of the Philippines International
Convention Centre (PICC) in Manila, the
Philippines, at 7 pm on 28 November.
Also present at the call were Secretary-l of the
State Peace and Development Council Lt-Gen Khin
Nyunt, Minister at the State Peace and Development
Council Chairman's Office Brig-Gen Abel, Minister
for Finance and Revenue U Khin Maung Thein,
Minister for Foreign Affairs U Win Aung and Deputy
Minister U Khin Maung Win. They cordially
exchanged views on political and economic matters.

YANGON, 29 Nov-Chairman of the State Peace and
Development Council and Prime Minister of the
Union of Myanmar Senior General Than Shwe met
Prime Minister of Japan Mr Keizo Obuchi at Room-12
of the Philippines International Convention Centre
(PICC) in Manila, the Philippines, at 3.30 pm on
28 November.
Also present at the call were Secretary-l of the
State Peace and Development Council Lt-Gen Khin
Nyunt, Minister at the State Peace and Development
Council Chairman's Office Brig-Gen Abel, Minister
for Finance and Revenue U Khin Maung Thein,
Minister for Foreign Affairs U Win Aung, Deputy
Minister U Khin Maung Win, Ambassador of the Union
of Myanmar to the Philippines U San Thein,
Director-General Lt-Col Pe Nyein of the State
Peace and Development Council Office,
Director-General U Soe Tint of Government's Office
and departmental heads.
The Japanese Prime Minister was accompanied by
Deputy Chief Cabinet Secretary Mr Fukushiro
Nukaga, Chief Cabinet Counsellor for External
Affairs Mr Seiichiro Noboru, Deputy Minister for
Foreign Affairs Mr Ryozo Kato and high ranking
officials.

(8) Coord meeting held on oil palm cultivation
in Taninthayi Division
YANGON, 29 Nov- A coordination meeting on matters
relating to the cultivation of oil palm in
Taninthayi Division was held at the meeting hall
of the Prime Minister's Office on Shwedagon Pagoda
Road at noon today, attended by Secretary-2 of the
State Peace and Development Council Lt-Gen Tin Oo.
Speaking on the occasion,Secretary-2 Lt-Gen Tin Oo
said national entrepreneurs had already obtained
the land to cultivate oil palms in Taninthayi
Division. Some of them were carrying out
reclamation of land, preparation for growing and
starting the cultivation works on their areas.
The Government is making preparations for growing
oil palm by year 2000 and will attend to the needs
of entrepreneurs.
Then, Minister Brig-Gen Lun Maung reported on
permission for land to cultivate oil palm in
Taninthayi Division. The entrepreneurs reported
on the land to cultivate oil palm, work
completion, arrangements for cultivation of oil
palm in year 2000, machinery and workers and other
needs.
Afterwards, Minister Brig-Gen Lun Maung, Deputy
Commander Brig-Gen Hsan Hsint and officials
answered queries of the entrepreneurs sector-wise.

(9) Work coordinated for development of Rakhine
State and holding novitiation ceremonies in
year 2000
YANGON, 29 Nov - A coordination meeting on
development of Rakhine region and holding
ceremonies of novitiating 1,000 boys in states and
divisions took place in the meeting hall of the
Office of the Commander-in Chief this morning,
attended by Secretary-2 of the State Peace and
Development Council Lt-Gen Tin Oo.
At the coordination meeting, the Secretary-2 said
that in Rakhine State, the main mode of transport
is waterways; therefore, Yangon-Sittway Highway
was built with the aim of having easy access among
regions and developing Rakhine State; regional
administrative bodies and the people are making
all-out efforts for development of the region as
well as of the transport, together with regional
development work,social and religious tasks are
being carried out; the ceremonies of novitiating
1,000 boys will be held in the Year 2000; such a
ceremony will also be held in Ramree, Rakhine
State; administrative assistance needs to be
provided for holding these ceremonies since
well-wishers are ready to donate what is required
for them.

the novitiation ceremony to be held in Thangyigon
Village, Kyaukpadaung Township, Myingyan District,

Naing on the novitiation ceremony to be held in
Ramree, Kyaukbyu District, Rakhine State, and
Chairman of BTB Company U Thaing Win on the
novitiating ceremony to be held in Nyaung- bintha
Village, Sagaing Township, Sagaing Division.
Then, a general round of discussions followed.
The ministers and deputy ministers gave
supplementary reports. Afterwards, the
Secretary-2 attended to their requirements.

(10) 34 members resign from Minhla Township NLD
YANGON, 29 Nov-Thirty-four members resigned from
the National League for Democracy of Minhla
Township, Bago Division. Thirty-four members of
Minhla Township NLD, Bago Division, of their own
volition, resigned by sending letters of
resignation to Township Multiparty Democracy
General Election Sub-commission and the party
concerned on 21 September 1999 as they no longer
wished to participate in party politics of NLD.
