the cease fire groups. This incident occured in the village of Wan Nong, =
Hsipaw township. The Burmese troops captured these 2 men in a funeral =
ceremony with 3 guns (1 M-20 and 2 M-22 assault rifles). The victims =
were Lieutenant Pem Muong, a company commander and his aide Ai Wun from =
the cease fire 1st SSA/N brigade.
After they were captured, these victims were led out and shot at point =
blank range just outside the village. Lieutenant Pem Muong received 3 =
rounds in the temple, breaking half of his face and Ai Wun lost all his =
head.=20
According to an eyewitness, the Burmese knew for sure that they were =
from the cease fire group. The Burmese were well prepared to kill, with =
no interrogation, no torture; they just simply murdered them. With such =
suppression the cease fire groups can still be patient and tolerant, Can =
there be other people, who are patient and can tolerate like the Shans?

HUMAN RIGHTS VIOLATIONS

On 18 September 1999, at 22:00 hrs., some Burmese troops from Mong =
Pan-based Light Infantry Battalion 332 and 520 arrived in Sao Kaw Li =
village, Kung Kang tract, Mong Pan township and robbed the villagers. =
The villagers lost their belongings were as follows:
(1) Loong Yee lost 2.5 baht weight of gold nacklace.
(2) Na Pa lost 10,000 Kyat in cash.
(3) Sai He Kaw lost 8 kyat weight of old silver coins and other =
household wares.

On 30 September 1999, at 20:00 hrs., the Burmese troops of Mong =
Pan-based LIB 332 arrested the villagers of Wan Long village, Mong Pan =
township with no reasons. The victims were:
(1) Sai Kya, 32 years (male)
(2) Ing Tar, 33 years (male)
(This two guys were beaten to death outside the village immediately)
(3) Pi Gan Na, 32 years (male)
(4) Pa Mon, 42 years (female)
(This two villagers were arrested and jailed until now).

On the 21st of September 1999. At 15:00 hrs., a patrol from the 68th IB, =
looted the people of Wan Kaw Kong, Loi Maw tract, TangYan Township. Many =
lost their livestock and provisions. Some grocers who had prepared to =
sell in the festival at the end of Buddhist Lent, lost more than =
200,000. Kyats worth of goods. These grocers were:
(1) Ai Kham & Ei Herng.
(2) Loong Lao Sarm & Pa Ong Sa.=20
(3) Khing Htorn & Pa Luen.
(4) Ai Long & Ei Ong.

On the 4th of October 1999. A 60 SPDC troops from the 33rd IB (TangYan) =
searched and looted the village of Wan Loi Lem, Loi Maw tract, TangYan =
township. There was no previous warning, and no interrogation; they just =
searched and looted what they want. Livestock, provisions, clothing, =
cash and household goods were lost. The villagers who suffered losses =
were: (1) Paw Ong, (2) Ai Lu, (3) Paw Swe, (4) Paw Ing, (5) Paw Sarm, =
(6) Nang Laa, (7) Paw Ko, (8) Paw Yawn, (9) Paw Soi, (10) Ai Kham, (11) =
Paw Nay, and (12) Mae Sarm Suay.

On the 14th October 1999, SSA troops in the central Shan state saved 4 =
runaway porters. They were convicts serving their terms, who were sent =
to serve as porters, in the campaign against SSA troops. They were:
(1) Aung Ko, age 17, son of U Maung and Daw Mya of Pale township, =
Sagaing Division.
(2) Khin Maung Tint, age 24, an Indian from May Myo.
(3) Maung Tu, age 27, a Burmese from Mogok (Mong Goot).
(4) U Mya Kyi, age 52, a Burmese from Mya Yait Nanda, Myothit, Mandalay.
When they were found, there were weak and tired, because they were =
underfed and were covered with bruises and wounds due to continuous =
beatings of the SPDC soldiers. In the SPDC's new offensive against SSA =
in Central Shan state, they are using more than 300 troops from Rangoon =
and Mandalay. The number of convict porters used in these campaign was =
not known, because they were mixed with civilian porters who had been =
captured on their way, but the SPDC troops are really using convicts as =
porters and human mine sweepers.
The 4 runaway porters were treated and cared for by SSA troops, and =
later allowed to go back to Nam Sarng on 20th October 1999. In these new =
campaign, the Burmese troops are violating the people in the Central =
Shan State, and looting, raping and killing them as in the 1996 =
campaign.
