News Brief

Border Pass Reopened

1 January 2000. BP-1 (Border Pass Between Chiangmai and Mongton) =
reopened=20
yesterday morning. It was ordered closed on 27 December after two =
attacks=20
made by Yawdserk's Shan State Army on Burmese trucks, on 23 December and =
26=20
December. The SSA representative, Khun Surh, handed over 84,000 =
amphetamine=20
pills, reported to have captured during the first attack, to the Thai =
Army=20
on the following day. Earlier, on 15 December, the Shans also handed=20
over  400,000 pills to the Thai authorities. They claimed the Burma =
Army's=20
involvement in drug activities was "beyond doubt."

New Year, New Men In the Wind

3 January 2000. The grapevine in Tachilek, opposite Chiangrai, is that=20
Rangoon is preparing for a major reshuffle during the year.

One of them is reported to be Senior General Than Shwe, Chairman, State=20
Peace and Development Council. At least one more is believed to be =
Brig-Gen=20
Thein Sein, Commander, Triangle regional Command, with headquarters in=20
Kengtung.

Gen Thein Sein was severely "chewed out" by Rangoon for the recent =
debacle=20
at Loi Maemaw area, opposite Chiangrai, where his troops were found=20
implicated in drugs.

The SSA's seizure of 400,000 speed pills on 13 December led to a fierce=20
battle between the former and the junta units, 15-19 December.

Local people, however, said:"There may be new men coming, but we doubt =
they=20
are going to introduce a new system".

Literacy Campaign: 40,000 Shan Language Students in 1999

ZengKhamliang, an annual publication by Shan monks, in its Issue No:7,=20
reported that 491 volunteer teachers ( both monks and laymen) were =
involved=20
in teaching language and Buddhist culture to 15,906 students in 25=20
townships during the year 1999.

Earlier, the Shan State Army North and the Shan State National Army ( =
both=20
are cease-fire groups) reported 561 volunteer teachers were recruited to =

open Shan language classes in 5 townships in northern Shan State ( =
namely=20
Hsipaw, Lashio, Mongyai, Tangyan and Namkham) and 1 township in Kachin=20
State (namely, Bhamo). Altogether 23,138 students attended the classes.

One report says villagers in one of the villages in the Inlay Lake=20
wept  with joy, "because they had never been given had the opportunity =
to=20
learn the Shan script until then."
