Manipur security forces implicated in ganja smuggling

The Statesman (New Delhi)
October 26, 2000

IMPHAL, Oct. 25. ? State security forces have been implicated yet again
in a ganja smuggling case, this time in Jabalpur.

Confirming the incident, the director general of police, Mr. DS Grewal,
said an inquiry into the seizure of ?contraband? items in Jabalpur
recently has been initiated. A deputy inspector-general of police has
been asked to conduct the inquiry.

The statement absolved at least two top police officers, an
inspector-general and a deputy inspector-general who had used empty
trucks sent to collect arms and ammunition to transport furniture to
their respective homes in Orissa and Tamil Nadu.

They have been identified as Mr R Baral, inspector-general of police
(operations) and Mr. M Goud, deputy inspector-general, (headquarters).

The statement added that strict action would be taken if any official is
found involved in smuggling.

The director-general of police was forced to come out with the story
after a local newspaper came out with the story.

The inquiry into the smuggling case was done by a deputy
inspector-general of police, Mr. D Misra, on an order issued by the
director-general of police on 9 September.

The deputy inspector-general has reportedly submitted the results of the
inquiry. However, no action has so far been taken.

According to the facts of case, a team containing personnel of Manipur
Rifles was sent in six MR trucks in two groups to Jabalpur, Varangaon,
Tekanpur, Tiruchirapally, Cossipore and Calcutta to collect arms and
ammunition for the state police.

However, one of the two groups ? the one going to Maharastra ? was
reportedly caught carrying 1.5 quintals of contraband ganja at Jabalpur.

Jabalpur police initiated a case against the seizure and had reportedly
sent a message to the state police department.

Sources said the Maharastra team had escorted a fully loaded private
truck, painted to look like a Manipur Rifles truck, till Bihar.

The truck reportedly belonged to two civilians who used their police
contacts to smuggle ganja outside the state.

The truck was reportedly driven by a driver of Manipur Riles.
