Security beefed up for Manipur bandh

IMPHAL, Nov. 6. ? Security has been tightened around Imphal and Malom
area in connection with a 17-hour bandh due to begin at midnight today.
The bandh has been called by several voluntary organizations including
the AMSU in protest against the killing of 10 civilians at Malom on 2
November by the Assam Rifles after their convoy was attacked by
militants using an IED.

A joint statement released by the Apunba Manipur Kanba Ima Lup, National
Identity Protection Committee, Manipur Keithel Nupi Marup, Zeliangrong
Women?s Society, Kuki Mothers? Association and AMSU said that the
gruesome? incident might not have taken place if the government had been
more vigilant.

The statement also said no amount of ex-gratia, judicial probe or prayer
will prevent such a ?horrendous? incident from taking place again.

Recalling the series of similar killings of the Heirangoithong massacre
(1984), Oinam village outrage (1987), RIMS killing (1995) and the Tonsen
Lamkhai killing last year, the statement said all these incidents prove
that the security forces were operating under a ?diabolical? plan to
eliminate the people of Manipur under the pretext of countering militant
activities.

Security force operating in Manipur has been indoctrinated to kill at
least 10 innocent civilians if a single security man falls prey to
militant attack alleged the statement. It said these programmes are
meant to unleash a reign of genocide among the people of Manipur.

The joint statement also accused the Centre of viewing the people of
this state with a tinted glass. Going to the Centre for justice will be
an exercise in futility, it added. The statement also accused the state
government of dancing to the tune of the Centre and said that was the
main reason why the government clamped the curfew. The curfew was
imposed to muffle the voice of protest against such atrocities, it

Meanwhile police took into custody a lone 28-year-old women who launched
a ?fast unto death? in protest against the killing. The women identified
as Ms. Irom Sharmila had launched the fast since yesterday. Before she
was picked up by police, she told reporters that she was fasting to
death to protest against the Armed Forces Special Power Act under which
the security forces were committing excesses on the civilian population.

The ?Asti Sanchay? of the victims were carried out today under the
watchful eyes of the state police led DIG (range) Mr. MA Rehaman. Imphal
SP Mr. Ibocha and Bishenpur SP Mr. Chandramani Singh were also present
to ensure the ceremonies were conducted smoothly.
