                  New Indian ambassador to Rangoon soon

The Government of India is sending a new ambassador to Burma soon to
replace the present ambassador Mr Shyam Saran. Although the exact date
is not known yet, the external affairs ministry has decided that Mr.
Vivek Katju, who is currently a joint secretary in the Ministry of
External Affairs (MEA), is to take over as India?s ambassador to Burma
soon.

Mr. Katju, who spent more than five years in the important Iran,
Pakistan and Afghanistan section in the foreign ministry, is known for
his vast experience in dealing with Pakistan. ?Mr. Katju is being sent
to Yangon (Rangoon) as India wants to build up ties with its neighbor
while India?s Look East policy is gaining momentum?, said a foreign
affairs analyst in New Delhi.

Meanwhile, Ms Leela Ponappa who oversees Burma affairs in the foreign
ministry as joint secretary (Bangladesh, Sri Lanka, Myanmar) is to be
moved to Thailand as India?s ambassador there.

The Indian government, with its new Budget announced by the Finance
Minister Yashwant Sinha yesterday, has also decided to increase budget
allocation for the ?special diplomatic expenditure? in the outlay for
the MEA.

It has announced the increase by Rs. 151.85 crore in the ?special
diplomatic expenditure? and more assistance to neighboring countries. In
the next fiscal, the MEA will spend Rs. 711.85 crore for the ?special
diplomatic expenditure? ? which covers among other things intelligence
operations ? out of the outlay of Rs. 2883.39 crore for the ministry.

Bangladesh, Bhutan, Burma, Nepal, Maldives, Sri Lanka and developing
countries in Africa and Central Asia are given assistance by the MEA
under the head of Technical and Economic Cooperation.
