             Insurgency hindering N-E development: Balayogi

GANGTOK, MAY 22. The Lok Sabha Speaker, Mr. G. M. C. Balayogi, today
said insurgency has been the ?most crucial factor? hindering the
development of the north-east region.

?The problems of the north-east stem form lack of connectivity, dearth
of basic need, inadequate infrastructure facilities, socio-economic
backwardness and insurgency. While all these factors have led to
inhibited development of the region, perhaps the most crucial has been
the insurgency,? he said while inaugurating the North-east Regional
Commonwealth Parliamentary Conference here.

The problem of insurgency, he said, could not be resolved ?by force or
by violence. It is only through talks and negotiations that we can find
a permanent solution to insurgency so as to bring about peace, stability
and development of the region?.

Despite its rich natural and cultural resources, the region continued to
suffer from ?acute economic stagnation?, Mr. Balayogi told the fifth
edition of the conference being attended by the Speakers and the Deputy
Speakers of the regional Assemblies.

The Sikkim Speaker, Mr. Kala I Subba, said the North-east Regional
Commonwealth Parliamentary Association (NERCPA) was formed in 1996 as a
joint forum of presiding officers for development of parliamentary
democracy and its institutions as a common goal.

The Nagaland Speaker, Mr. Z. Lohe, who is also the chairman of NERCPA,
in his keynote address said the elected representatives in a
parliamentary democracy must have ?probity, integrity and deep
commitment to principle.?

The Chief Minister of Sikkim, Mr. Pawan Chamling, said States should be
given ?innovative methods? including distant learning process for the
