Description: "Mr. President, At the outset, I would like to thank Ambassadors of Liechtenstein and the EU as well as the core group for tabling of the resolution and their efforts and hard work for smooth adoption of the resolution. I wish also to thank all delegations who supported the resolution. In this regard, I would like to state the following points: - First, Myanmar supported the resolution by voting YES (joining the consensus) because we believe that it will to some extent contribute to put pressure on the military to stop their inhumane acts in Myanmar and to further consolidate the people’s efforts for the restoration of democracy in Myanmar. However, the resolution is far short of our expectation. The people of Myanmar always wish that the international community including ASEAN would respect the desire and voices of the Myanmar people. It is imperative of engagement with all relevant stakeholders in Myanmar in particular representatives of the National Unity Government, the Ethnic Armed Organizations and CSOs. Second, the resolution did not include some important elements such as imposing of arms embargos. The military is killing innocent civilians and peaceful protesters with lethal weapons and heavy artilleries most of which are imported ones. I hereby appeal all member states especially those are exporting weapons to the Myanmar military to stop selling them immediately. Selling weapons to the murderous military can be construed that they aid and abet the military to commit serious crimes such as crimes against humanity, ethnic cleansing, war crimes and genocide. Third, time is of the essence for the people of Myanmar to save lives of innocent civilians and to restore democracy in Myanmar. We are so disappointed that it took almost 3 months to adopt this watered-down resolution even though it does not include many important points to save lives of the people in Myanmar. On 26 February 2021, from this very seat, I appealed the international community to take strongest possible action to immediately end the military coup. In 100 days after the appeal, almost 900 people including many young people and children as young as 7 year-old girl were murdered. The people of Myanmar pointed out that if the international community including the United Nations had taken a decisive and timely action against the military, it would have prevented from loss of over 800 innocent lives of civilians. Fourth, it is critically important that no country should support the Military and State Administrative Council (SAC) of Myanmar in whatsoever ways intentionally or unintentionally, directly or indirectly. Such support would encourage the military and SAC to commit further atrocities and inhumane acts against the people in Myanmar. Recently the Myanmar military forces burned an entire village of Kinma in the central part of Myanmar to the ground and those who could not run for their lives burned to death. This is not acceptable to us as well as the international community. Finally, a strong and decisive action from the international community and the United Nations is needed immediately to save lives of the people of Myanmar and to stop the military brutality and inhumane acts in Myanmar. Therefore I urge the UN Security Council to look into the crisis in Myanmar seriously and take the strongest and most decisive action against the military and SAC without further delay. Description: "I would like to draw your urgent attention to the horrible situation in Myanmar, in particular in Mindat, Chin State. After the Myanmar military (Tatmadaw) staged the coup d’état on 1 February 2021, it killed over 800 people and arrested over 4,000 people. The murderous military and security forces have persistently committed irresponsible, irrational and disproportionate actions against the civilians. Despite the continued calls by all relevant stakeholders, including the international community, the military has failed to end all forms of violence against the innocent people. It instead has accelerated acts of terrorism in many places acr oss Myanmar. In this regard, I wish to enclose herewith an announcement of the Ministry of Foreign Affairs of the National Unity Government of Myanmar dated 15 May 2021 calling for immediate attention on Mindat (see annex). Owing to the Tatmadaw’s terrorist actions against the innocent people of Mindat, Chin State, the Chinland Defense Force, by exercising the right to self-defence, has been defending the defenceless people of Mindat. Since 14 May 2021, the Tatmadaw has been sending more forces to the areas near Mindat, while attack helicopters are hovering about the houses of the people in Mindat. The military is shooting inside the town using heavy artillery. Within the next 48 hours, Mindat could potentially become a battleground and thousands of people are facing the danger of being displaced. There have been 5 innocent people killed by the military actions against the civilian population and 10 people injured. Many more are potentially under the threat of fatalities and serious injuries. The military has arrested the health workers who were volunteering to provide health-care assistance to the injured people. Therefore, we would like to urge the international community to take immediate action to end all violence of the Tatmadaw and protect the defenceless people of Mindat, Chin State. I would like to echo the announcement by calling for your urgent attention to the situation in Mindat and for immediate and decisive action from the United Nations and the international community to save the lives of civilians in Mindat and to protect the people of Myanmar. Description: "Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations at the Special Session of the UN General Assembly Plenary on Challenges and Measures to Prevent and Combat Corruption and Strengthen International Cooperation (New York, 2-4 June 2021) Mr. President, It is my pleasure and honour to address this special session on challenges and measures to prevent and combat corruption and strengthen international cooperation. This special session highlights the fact that despite the unprecedented socio-economic challenges posed by the COVID-19 pandemic, the world cannot afford to ignore one of the pre-existing plagues that threatens the stability and security of societies: CORRUPTION. Corruption is a source of injustice and creates negative consequences to our societies. It erodes public trust in governance institutions and undermines the rule of law and democracy, posing a grave threat to peace, human rights and sustainable development of societies, especially in the developing world. The ongoing COVID-19 pandemic exacerbates the existing challenges we face and significantly hinders the measures to prevent and combat corruption and strengthen international cooperation. Corruption is an international problem that needs an international solution and cooperation. While the corruption reduces access to health care, education and social protection services, corruption disproportionately affects the most vulnerable and marginalized people. With the adoption of UN Convention against Corruption in 2003, the world has the most comprehensive instrument to prevent and combat corruption at the national and global levels. While it provides a key framework for stronger cooperation between states in fighting corruption, national-level implementation of the Convention remains a higher priority. In this regard, Myanmar welcomes the adoption of political declaration of “our common commitment to effectively addressing challenges and implementing measures to prevent and combat corruption and strengthen international cooperation”. Mr. President, My country, Myanmar, has experienced decades of military dictatorship where fear and corruption dominate everyday life of the people. The military dictators misused the military institution for political and economic power. Our vast natural resources were exploited for their own benefits at the expense of ordinary people’s welfare, creating inequality and injustice. Their culture of corrupt practices and lack of any accountability directly undermined the rule of law, subsequently leading to the erosion of trust in public institutions, especially in the security sector. Eradication of corruption has become a national priority of the elected civilian government. Since taking office, the democratically elected government led by State Counsellor Daw Aung San Suu Kyi has relentlessly worked to prevent and combat corruption across sections and institutions as well as to address its root causes. Accordingly, the government improved the legal framework including the 2018 amendment to anti-corruption law to enhance transparency, integrity and accountability in the public governance. The Anti-Corruption Commission was given broader power and independence to discharge its responsibility. Due to these concerted efforts, the 2020 report by the Global Corruption Barometer – Asia found that the overwhelming numbers of Myanmar people think that the elected government is doing a good job combating corruption. According to Transparency International, Myanmar is a significant improver on the Corruption Perceptions Index (CPI) 2020, increasing 13 points since 2012 because of its increased political will and implementation of legal and institutional reforms against corruption. Myanmar Sustainable Development Plan, adopted in 2018, also integrated the strengthening of anti-corruption related legislation and enforcement measures and policies into revenue mobilization and good governance strategies. Mr. President, Corruption is one of the greatest threats to the consolidation of democracy and the rule of law. It is no doubt that individuals and institutions that benefit from corrupt systems do not want to see democratic values thriving. In Myanmar, under the civilian government, the military views that transparency and freedom of press undermine their interests as their conglomerates have lost lucrative economic privileges and they are subject to increasing scrutiny from the free media. They consider the government’s efforts to promote accountability and the rule of law as a threat to their power. This is one of the various reasons that the military staged an illegal coup on 1 February 2021, overthrowing hard-won democratic reforms and development gains achieved over the past decade. Since then, the illegal military junta has engaged in brutal and inhumane acts against the people of Myanmar in a targeted and systematic manner. As of today, more than 820 people including women, girls and children were murdered. Many were tortured to death in their custody. More than 4,300 people including our President, State Counsellor and many others remain in detention unlawfully. What is outrageous more is that, as widely reported, the junta forces even charged families around 85 USD to retrieve the dead bodies of relatives murdered by them in their brutal crackdown. This is just a stark reminder of how dark the future of the people of Myanmar will be under the brutal and corrupt military rule. The illegitimate military council will continue to crackdown everyone that opposes to their actions and exposes their unlawful and corrupt behaviours. They have already cracked down the independent media by revoking media licenses for 8 media outlets and arresting at least 88 journalists since the coup. In conclusion, Mr. President, State Counsellor Daw Aung San Suu Kyi pointed out in her address to the 71st Session of the UN General Assembly that we are taught in Myanmar that the causes of corruption in terms of human nature are greed, anger, fear and ignorance. The greed of a few military generals and their fear of losing power to the government duly elected by the people have opened up a dark chapter of tragedy for the people of Myanmar. However, the people of Myanmar are resilient. Together with our determination and unwavering quest for democracy, we will overcome this dark moment and restore democracy in Myanmar. The National Unity Government will carry out everything it can to bring the perpetrators to justice and hold them accountable for their crimes against the people of Myanmar. In this regard, the international community should provide strongest support towards the people of Myanmar and the NUG. Therefore, I wish to appeal to the international community to help the people of Myanmar in pursuit of a peaceful, just and inclusive democratic society, in order to be an active and responsible country in regional and international cooperation to fight corruption of all forms under the framework of UN Convention against Corruption. Description: "...1. A country-specific resolution on Myanmar was first tabled by the European Union in the Third Committee of the General Assembly in 1991. Since then it has become a ritual for the European Union to do the same on a yearly basis. 2. Myanmar has all along rejected the resolution and dissociated itself from the adoption thereof. This approach is taken for a couple of reasons. Firstly, as a matter of principle, Myanmar rejects country-specific resolutions. Secondly, the resolution did not reflect nor recognize the realities on the ground. It mainly relies on unsubstantiated information leading to erroneous conclusions. The draft resolutions are usually influenced by the recommendations and observations of the Special Rapporteur on the situation of human rights in Myanmar, whose views are usually focused only on the perspective of ideal standards of human rights without giving due consideration to the broader aspects of national reconciliation and peace and stability of the country. 3. This memorandum is intended to provide States Members of the United Nations with objective information on the human rights situation in Myanmar. It is our hope that it will be able to rectify the misperception and misunderstanding that may still persist about Myanmar..."

U Thaung Tun Representative of the Union of Myanmar to the Oral Presentation by Special Rapporteur Professor Paulo Sergio Pinheiro, in the Third Committee at the 62nd Session of the United Nations General Assembly..."...the Special Rapporteur's report on Myanmar as contained in document A/62/223 is less than objective and is replete with unfounded allegations. It is essentially the same as that of the last year and largely reproduces allegations emanating from insurgents and expatriate groups opposed to the government. However, to his credit the Special Rapporteur acknowledges in paragraph 62 of the report that he was not able to verify the accuracy of the allegations received. He attributes this to the fact that he was unable to visit the country in recent years. In reality, the Distinguished Professor is someone who is not unfamiliar with the complex situation obtaining in Myanmar, the multitude of challenges it faces and the efforts of the Government to promote political, economic and socio-cultural development. The Professor in fact has no difficulty to exchange views on the situation in Myanmar with interested parties including the Myanmar Missions to the United Nations in New York and Geneva. It is also possible for him to verify the reports he receives by communicating with the Myanmar Government and the UN Country Team. Unsubstantiated allegations have no place in a Special Rapporteur's report..."
