Description: "Seventy-eighth session Item 73(c) of the provisional agenda* Promotion and protection of human rights: human rights situations and reports of special rapporteurs and representatives Summary The people of Myanmar continue to suffer from a deteriorating human rights and humanitarian crisis. An illegitimate military junta would like the world to believe that only it can restore peace and stability to the country. The opposite is true. The coup of February 2021 has been followed by ever greater levels of human rights violations, violence, oppression, lawlessness, and poverty. Junta forces have responded to losses on the ground with a widespread campaign of violence against civilians that includes an escalation of airstrikes on villages and the burning of tens of thousands of homes. Displacement and human suffering continue on a massive scale, exacerbated by the landfall of Cyclone Mocha and the junta’s shameless restrictions on humanitarian aid. Nearly 20,000 political prisoners are now behind bars where many endure torture and appalling conditions. Rohingya continue to face systematic human rights violations in Myanmar and rapidly deteriorating conditions in refugee camps in Bangladesh. In this report, the Special Rapporteur describes conditions in Myanmar that should be of grave concern to Member States. However, he also describes developments that offer a path forward for a more effective international approach to the crisis. The UN High Commissioner for Human Rights recently made a public call for “new thinking” to address the crisis in Myanmar. This report cites timely examples of new thinking and new action, including the sanctioning of jet fuel and key financial institutions relied on by the junta. The Special Rapporteur makes a series of recommendations and urges Member States to continue to strengthen and coordinate actions to support the people of Myanmar, who have demonstrated remarkable courage and tenacity to defend human rights and seek an end to this crisis..."

Description: "Seventy-seventh session Item 72 (c) of the provisional agenda* Promotion and protection of human rights: human rights questions, including alternative approaches for improving the effective enjoyment of human rights and fundamental freedoms Summary In July, Myanmar’s military junta executed four political prisoners, including a prominent pro-democracy activist and a former member of parliament. These unconscionable acts are consistent with the junta’s unflinching embrace of violence against the people of Myanmar. In recent months, military forces have systematically bombed and burned villages and massacred innocent civilians, including eleven children in Sagaing Region who were shot and killed when junta forces attacked their school in September. These forces have killed thousands and displaced nearly one million people since the coup. Many of the more than 12,000 political prisoners have been tortured and an unknown number have died in custody. In the midst of this darkness, however, Myanmar civil society is a shining light and inspiration. Activists, human rights defenders, aid workers, community leaders, journalists, health care professionals, and educators are among those who are taking great personal risks to document atrocities, deliver humanitarian assistance, and respond to the needs of displaced and traumatized communities. Human rights organizations, women’s associations, professional networks, trade unions and labour activists, and grassroots groups are adopting strategies to remain safe and effective in a deadly environment. In many cases, individuals and organizations are operating with little international support and few opportunities to communicate with the outside world. In this report, the Special Rapporteur outlines the human rights and humanitarian catastrophe in Myanmar. He also describes the essential and awe-inspiring work being done by Myanmar civil society in the most challenging of circumstances. He calls on the international community to view Myanmar civil society as a vital partner in addressing the crisis in the country, working with grassroots networks to deliver aid and increasing financial and technical support to civil society organizations. Myanmar’s fate depends on the activists, organizations, and networks that have risen up to defy military rule, defend human rights, and prepare for a free and democratic future. Description: "Summary The present document is the fourth report submitted by the Independent Investigative Mechanism for Myanmar to the Human Rights Council pursuant to resolution 39/2 of 27 September 2018, and it covers the Mechanism’s activities from 16 June 2021 to 30 June 2022. In August 2022, the Mechanism will complete its third year of operations. August will also mark the five-year commemoration of the 2017 clearance operations in Rakhine State, which led to the displacement of nearly 1 million Rohingya people. Tragically for the Rohingya and all the peoples of Myanmar, progress on ending impunity and ensuring accountability for crimes committed remains limited. Established for the purpose of facilitating justice and accountability efforts, the Mechanism continues to collect and analyse a substantial amount of information on the most serious international crimes committed in Myanmar since 2011, including sexual and gender-based crimes and crimes against and affecting children. The information collected and analysed thus far includes evidence that reinforces the Mechanism’s assessment in its previous annual report that crimes against humanity continue to be systematically committed in Myanmar. Furthermore, the information includes evidence of intensified and sustained violence and the existence of various armed conflicts within Myanmar. Despite increasing challenges, the Mechanism seized opportunities to further deepen its collection and analytical activities, increase testimonial evidence, enhance specialized capacities, deploy cutting-edge technology and strengthen engagement with a range of stakeholders. Having made over 120 formal requests for information and assistance and engaged with nearly 200 sources and information providers, the Mechanism’s repository now consists of nearly 3,000,000 information items, including interview statements, documentation, videos, photographs, geospatial imagery and social media material. The evidence collected will facilitate the Mechanism’s efforts to build files that prove the commission of serious international crimes related to priority incidents and in relation to the individuals most responsible for the crimes. The Mechanism aims to facilitate justice for the people of Myanmar, including in proceedings before the International Court of Justice, ongoing investigations before the International Criminal Court, the ongoing investigation by judicial authorities of Argentina and future relevant jurisdictions. The Mechanism remains steadfast in its commitment to engage with all parts of the international community, in particular Member States in the Asia-Pacific region, in order to demonstrate its value as an effective contributor to justice and accountability for the most serious international crimes committed in Myanmar..."

Description: "Please check against delivery Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar at the Emergency Special Session of the United Nations General Assembly on the Situation in Ukraine (New York, 2 March 2022) Mr. President, At the outset, we welcome the convening of this emergency special session. We thank the President of General Assembly and the Secretary-General of the United Nations in this regard. This emergency special session is timely, and it would allow all countries, small and big, to raise our voices on the serious situation Ukraine is facing and our concerns in this state of affairs of this universal organ, the United Nations. Myanmar always adheres to and takes firm position on the territorial integrity, independence and sovereignty of all countries. Therefore, Myanmar condemns the invasion of Ukraine and unprovoked attacks against the people of Ukraine. These acts are flagrant violation of the United Nations Charter and international law. Myanmar calls on to respect the sovereignty, independence and territorial integrity of Ukraine. We have been following with great concern the situation on the ground in Ukraine. It is regrettable that the situation is further escalating with intensified attacks of the Russian Federation. As a result, many people have been killed, andhundreds of thousands of people left their homes. The people are suffering even in the severe cold weather. We call on immediate cessation of hostilities and attacks on Ukraine. Myanmar understand and share more than others the suffering that the people of Ukraine are encountering. The people of Myanmar are facing similar suffering resulted from the inhumane acts, atrocities, crimes against humanity committed by the Myanmar military.Due to the military’s excessive use of force and indiscriminate attacks on people as well as their inhumane and brutal acts, many houses, religious facilities, healthcare facilities, schools and farmland have been destroyed, and accordingly hundreds of thousands of people have to leave the respective places and became displaced people in addition to number of people death and injured. The displaced people and victims include people from vulnerable groups such as people with disability, elderly people, women, girls and children. I wish to commend the neighbouring countries of Ukraine which open their borders and extend warm reception of Ukrainians and other nationals who escaped from the terrifying attacks. We also thank all member states who support Ukraine in every possible ways. I appeal them to continue to do so and do more. Mr. President, The UN Charter clearly begins with “We the peoples of the United Nations determined to save succeeding generations from the scourge of war”. I wish to further recall that “We the peoples of the United Nations determined to unite our strength to maintain international peace and security and to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest.” Excellencies, dear colleagues, it is time for all of us to stand with justice and stand with the principles of the UN Charter. Myanmar stands in solidarity with the people of Ukraine. In doing so, Myanmar cosponsored the draft resolution and will vote YES. Justice, freedom and peace must prevail all over the world..."

ဘာသာရေးအဆောက်အအုံများ၊ ကျန်းမာရေးစောင့်ရှောက်မှု အဆောက်အအုံများ၊ စာသင်ကျောင်းများနှင့် လယ်ယာမြေများ ပျက်စီးခဲ့ပြီး သိန်းနှင့်ချီသော ပြည်သူများသည် မိမိတို့နေရပ်များမှ စွန့်ခွာခဲ့ရသည့်အတွက် အိုးမဲ့အိမ်မဲ့ဖြစ်ခဲ့ရကြောင်း၊ လူပေါင်းများစွာ သေဆုံးဒဏ်ရာရရှိခဲ့ပါကြောင်း၊ ယင်းကဲ့သို့ ဆုံးရှုံးနစ်နာသူများတွင် မသန်စွမ်းသူများ၊ သက်ကြီးရွယ်အိုများ၊ အမျိုးသမီးများ၊ မိန်းကလေးများနှင့် ကလေးသူငယ်များကဲ့သို့သော ထိခိုက်လွယ် သောအုပ်စုများ ပါဝင်ပါကြောင်း၊ (စ) တိုက်ခိုက်မှုများမှ လွတ်မြောက်အောင် ထွက်ပြေးလာကြသည့် ယူကရိန်းနိုင်ငံသားများနှင့် အခြားနိုင်ငံသားများအား နယ်စပ်များဖွင့်ပြီး နွေးထွေးစွာလက်ခံပေးသော ယူကရိန်းနိုင်ငံ၏ အိမ်နီးချင်းနိုင်ငံ များကို ချီးကျူးလိုပါကြောင်း၊ ထို့ပြင် ယူကရိန်းကို တတ်နိုင်သမျှ နည်းမျိုးစုံဖြင့် ပံ့ပိုးပေးသော အဖွဲ့ဝင်နိုင်ငံ များအားလုံးကိုလည်း ကျေးဇူးတင်ရှိပါကြောင်း၊ ယခုထက်ပို၍ ဆက်လက်ပံ့ပိုးပေးရန် မေတ္တာရပ်ခံ ပါကြောင်း၊ (ဆ) ကုလသမဂ္ဂပဋိညာဉ်စာတမ်းကို အစချီရာတွင် “ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ၏ ပြည်သူများဖြစ်သည့် ကျွန်ုပ်တို့သည် မျိုးဆက်သစ်အဆက်ဆက်ကို စစ်ဘေးဒဏ်မှ ကယ်တင်ရန် ဆုံးဖြတ်သည်” ဟူသော စာသားဖြင့် ရှင်းလင်းတိကျစွာ စတင်ခဲ့ခြင်း ဖြစ်ပါကြောင်း၊ “ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ၏ ပြည်သူများ ဖြစ်သည့် ကျွန်ုပ်တို့သည် နိုင်ငံတကာငြိမ်းချမ်းရေးနဲ့ လုံခြုံရေးကို ထိန်းသိမ်းရန်အတွက် မိမိတို့အင်အားကို ပေါင်းစည်းရန်၊ အခြေခံသဘောတရားများကို လက်ခံရင်း၊ လုပ်ထုံးလုပ်နည်းများခိုင်မာအောင် ဆောင်ရွက် ရင်း လက်နက်ကိုင်အင်အားကို အသုံးမပြုရေး၊ ဘုံအကျိုးစီးပွားကို ဖော်ဆောင်ရေးတို့ကို ဆောင်ရွက်ရန် ဆုံးဖြတ်သည်” ဆိုသည့်အချက်ကို ထပ်လောင်းသတိရစေလိုပါကြောင်း၊ (ဇ) ကျွန်ုပ်တို့အားလုံးသည် ကုလသမဂ္ဂပဋိညာဉ်အခြေခံမူများနှင့်အညီ ရပ်တည်ရန်၊ တရားမျှတမှုဘက် ရပ်တည်ရန်အချိန် ဖြစ်ပါကြောင်း၊ (ဈ) မြန်မာနိုင်ငံသည် ယူကရိန်းပြည်သူများနှင့်အတူ ခိုင်မာစွာရပ်တည်ပါကြောင်း၊ ထို့ကြောင့် ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်မှုဆိုင်ရာ ဆုံးဖြတ်ချက်အဆိုမူကြမ်းတွင် ပူးတွဲအဆိုရှင်အဖြစ်ပါဝင်၍ ထောက်ခံမဲ ပေးမည်ဖြစ်ပါကြောင်း၊ (ည) ကမ္ဘာ့တစ်ဝှမ်းတွင် တရားမျှတမှု၊ လွတ်လပ်မှုနှင့် ငြိမ်းချမ်းရေးရှိရမည်ဖြစ်ပါကြောင်း။ ၃။ ကန့်ကွက်မဲ (၅) မဲ၊ ကြားနေမဲ (၃၅) မဲ ဖြင့် ၂-၃-၂၀၂၂ ရက်နေ့တွင် ကုလသမဂ္ဂအထွေထွေညီလာခံ အရေးပေါ်အထူးအစည်းအဝေး၌ အတည်ပြုခဲ့ပါသည်။ မြန်မာနိုင်ငံအပါအဝင် နိုင်ငံပေါင်း (၁၀၀) နီးပါးက ပူးတွဲအဆိုရှင်အဖြစ် Description: "27 September 2021: The illegal Myanmar military junta engaged in acts of extreme violence, even while UN Member States met in New York and Geneva over the past two weeks, and should be designated as a terrorist organisation, says the Special Advisory Council for Myanmar (SAC-M). The crisis in Myanmar came under international scrutiny as the UN General Assembly and the UN Human Rights Council convened. The Tatmadaw, seeking to return Myanmar to full military rule, committed public torture and executions while the two UN bodies were in session. It also took family members of democracy activists as hostages, including children as young as two, and planted landmines under the bodies of civilians they had killed, intended to detonate when family and friends returned for their deceased. “These are the same terrorist tactics used by the nascent Islamic State group in the Iraqi desert in the mid-2000s,” said Chris Sidoti of SAC-M. “The UN Security Council should immediately commence the process of declaring the Tatmadaw as a terrorist organisation.” According to credible reports, junta forces committed multiple massacres of civilians – including children – torched entire villages, and fired randomly into homes, killing residents, in Chin state and Magway, Sagaing, and Mandalay regions throughout September. “Min Aung Hlaing’s forces are using the same tactics they used during the genocidal atrocities committed against the Rohingya,” said Yanghee Lee of SAC-M. “If you juxtapose the pictures of recent massacres with those of 2017 in northern Rakhine, you cannot see any difference. Description: "Thank you, Mr. President, I have the honour to deliver this statement on behalf of the Nordic countries Finland, Iceland, Norway, Sweden and my own country Denmark. We thank the Special Envoy, Ms. Christine Schraner Burgener, for her important work. We reiterate our firm support for her mandate and stress the importance of UN-ASEAN collaboration. We continue to condemn in the strongest terms the military coup carried out in Myanmar on 1 February 2021 and the ensuing use of violence by the military and police against peaceful demonstrators. We are deeply concerned about reports of escalating violence unfolding across Myanmar and a deepening humanitarian emergency. We are worried about the particular impact on women and girls and their protection needs, especially against sexual and gender-based violence. We urge the military to fully cooperate with all relevant UN mechanisms and mandates and to immediately grant them full and safe humanitarian access to the entire country, in particular to areas with internally displaced persons. We call for an immediate end to all acts of violence, to exercise utmost restraint and respect international law, including human rights, and to return peacefully to Myanmar’s democratic path. We urge the military to release immediately and without preconditions, all those arbitrarily detained in connection with the coup, including President U Win Myint and State Counsellor Daw Aung San Suu Kyi. We, the Nordic countries, continue to strive for and support affirmative action in the Security Council, the UN General Assembly, the Human Rights Council and other relevant fora, and we will continue to engage with relevant organisations, such as the ASEAN, to exercise influence on the military. We reiterate the importance of creating safe spaces where pro-democracy groups, such as the National Unity Government, can speak up and be heard. We strongly believe that the only way forward is for all stakeholders to engage in a peaceful and inclusive dialogue to get Myanmar back on the path to democracy. Description: "Mr President, I have the honour to speak on behalf of the European Union and its Members States. The Candidate Countries Turkey, the Republic of North Macedonia*, Montenegro* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, as well as Ukraine, the Republic of Moldova and Georgia, align themselves with this statement. We welcome the successful adoption of the resolution today to which the EU has actively contributed. The General Assembly has spoken out clearly against the military of Myanmar and condemned its abuses of the Myanmar people and their country. They have no support. The General Assembly has also backed the efforts of ASEAN and underlined the complementarity with the work of the UN. This is a rare and significant expression of the General Assembly condemnation in the face of a gross violation of fundamental democratic norms and neglecting the clearly expressed wish of a people. The international community does not accept the coup, and it does not recognize any legitimacy to the regime that emerged from it. We thank ASEAN as well as the other members of the core group for their collaboration to make today’s adoption possible. We are proud to co-sponsor today’s resolution. The European Union continues to condemn the military coup in Myanmar in the strongest terms and calls on the junta to halt its violent repression and intimidation immediately. The will of the people of Myanmar which was clearly expressed in the November 2020 election must be respected. We once again call on the junta to restore power to the elected civilian government, to allow the country to return to its democratic transition and to immediately and unconditionally release all those arbitrarily detained, arrested or charged in connection with the coup, including President U Win Myint and State Counsellor Daw Aung San Suu Kyi and other government officials, as well as other civilian and political leaders, journalists, human rights defenders and other members of civil society. We continue to condemn all forms of violence and call for maximum restraint. We also condemn the intimidation of journalists and call for restrictions on access to information and freedom of expression to be lifted. Accountability is crucial. The culture of impunity that reigns within the Myanmar military and security forces must end. The EU reiterates its support for the work of the Independent Investigative Mechanism for Myanmar and the International Criminal Court in this regard. We call on the Myanmar authorities to fully implement the provisional measures of the International Court of Justice. The European Union remains very concerned about the ongoing discrimination against people belonging to ethnic minorities in Myanmar, including the Rohingya. We recall that Myanmar must address the root causes of conflict and displacement in ethnic areas, including in Rakhine State, and create conditions necessary for the safe, voluntary, sustainable and dignified return of refugees and displaced persons. Recent statements from the National Unity Government regarding the review of the citizenship law are a positive step. We acknowledge the generosity of Bangladesh in hosting Rohingya refugees. We will continue to provide humanitarian assistance to those in need and call for full and unhindered humanitarian access. All parties to conflict have a responsibility to protect civilians. Mr. President, Today’s resolution is the first step. The EU will continue to support democracy, human rights and prosperity in Myanmar. We support all initiatives aimed at facilitating dialogue and call on the international community to mobilize for democracy in Myanmar. We recognize the important role of ASEAN in this regard and look forward to the swift implementation of the five-point consensus agreed almost two months ago. We reiterate our support for the efforts of the UN, including Special Envoy Schraner Burgener who has worked tirelessly to facilitate dialogue and de-escalation and we thank for today’s briefing. We welcome an active role for the UN Security Council. We call on all Member States to exercise caution and avoid providing recognition to the military junta. There can be no business as usual. At a national level the EU welcomes the efforts of the Committee Representing the Pyidaungsu Hluttaw (CRPH) as well as the National Unity Government (NUG) and other pro-democracy forces working towards a peaceful resolution of the current crisis. Mr. President, We will not let this coup stand. Together with our international partners we have adopted targeted sanctions against those responsible. These measures avoid adverse impact on the people of Myanmar. Our sanctions regime also includes an embargo on arms and equipment that can be used for internal repression. We call on all members of the international community to follow suit in line with today’s resolution. Description: "Supporters of Myanmar’s detained leader Aung San Suu Kyi wore flowers in their hair and paraded with them at street demonstrations on Saturday as she marked her 76th birthday locked up by the generals who overthrew her. Protests have been held almost daily in Myanmar since Suu Kyi was ousted in a Feb. 1 coup that cut short a decade of democratic reforms and also sparked paralysing strikes and renewed conflict in the Southeast Asian country. The United Nations General Assembly on Friday called for a stop to the flow of arms to Myanmar and urged the military to respect November election results and release political detainees, including Suu Kyi. For decades a symbol of the fight for democracy under previous juntas, she often wore flowers in her hair. Among those wearing flowers on Saturday was activist Thet Swe Win, who had been at odds with Suu Kyi over human rights violations during her own time in office. "I demand freedom for all the people including Aung San Suu Kyi," he said "Her individual rights and political rights are being violated." A junta spokesman did not answer calls to seek comment. Suu Kyi is among nearly 5,000 people currently detained by the junta for opposing the coup, according to the Assistance Association for Political Prisoners activist group. It also says 870 people have been killed - a figure challenged by the junta. The army overthrew Suu Kyi after her administration dismissed its allegations of fraud over her party's landslide election victory last November. International monitors had said the vote was fair. She now faces charges from illegally possessing walkie-talkie radios and breaking coronavirus protocols to inciting discontent, corruption and breaking the Official Secrets Act - which can carry a 14-year jail term. Suu Kyi's lawyers say the charges are absurd and her supporters say they are aimed at eliminating her from politics. The next hearing is set for Monday. Suu Kyi won the Nobel Peace Prize in 1991, but her standing in Western countries collapsed in 2017 over her defence of the army after the exodus of 700,000 minority Rohnigya Muslims in the face of an offensive. But the episode did nothing to dent her popularity in Myanmar, a predominantly Buddhist country. The General Assembly resolution calling for a halt of arms supplies to Myanmar was adopted with the support of 119 countries. Belarus was the only country to oppose it, while 36 abstained, including China and Russia. "The risk of a large-scale civil war is real," U.N. special envoy on Myanmar Christine Schraner Burgener told the General Assembly after the vote. "Time is of the essence. Security forces have killed more than 860 people and detained nearly 5,000 to date, according to the monitoring group Assistance Association for Political Prisoners (AAPP). Last month, Human Rights Watch had urged the UN General Assembly to pass a resolution calling for an arms embargo, saying that "while not legally binding on states, such a resolution would carry significant political weight". Since we last met in this hall to discuss the situation in Myanmar, the courageous Myanmar people have continued to make clear that they reject the military coup and do not want to live one more day under the military’s thumb. The United States joins them in condemning the military’s extreme violence and its moves to overturn the will of the people as expressed by the results of the general election in November 2020. We remain steadfast in our support for the people of Myanmar in their aspirations for democracy, peace, development, and respect for human rights, fundamental freedoms, and the rule of law. We unequivocally condemn the security forces’ ongoing attacks on the people of Myanmar. The military must cease all violence, release those unjustly detained, and restore power to the democratically-elected government now. We call on all members of the international community to echo, to amplify this message and to hold the military accountable to ASEAN’s agreed-upon five-point consensus. Immediate, comprehensive implementation of the consensus is sorely needed: every day we allow the military to delay is another day the people of Myanmar suffer. Every member of this body should also immediately end any material or other support for the military and its campaign of oppression. We urge all countries to prohibit sales of all arms and related security assistance to Myanmar. To do otherwise is to enable the Myanmar security forces’ brutal violence against innocent men, women, and children. We cannot supply the military with instruments of violence and repression. As part of our strong support for the people of Myanmar, the United States continues to engage with the full range of civil society and pro-democracy groups from Myanmar that seek to restore democratic governance and protect the human rights of all the people of Myanmar – including the National Unity Government. We encourage other members of this body to do so, as well. The United States will continue to work with a broad coalition of international partners to promote accountability for the military’s violence against the people of Myanmar, including for acts of violence following the military coup and previous atrocities and abuses, including against the Rohingya. We call on all members of the international community to join us in this effort. The resolution, passed by an overwhelming vote of 119 to 1 with 36 abstentions, calls on member states to prevent the flow of arms into the country. It strongly condemns the worsening crackdown on peaceful protesters and civil society, calling for the immediate and unconditional release of arbitrary detainees and an end to restrictions on freedom of expression. “Today the General Assembly, as the voice of the entire international community, joins the Human Rights Council and the UN Security Council in condemning the Myanmar military’s killing spree against its own people,” said Lawrence Moss, Senior UN Advocate for Amnesty International. “The Myanmar military must immediately meet these calls, and the UN Security Council must act to enforce them. “All countries should heed the resolution’s call to prevent the flow of arms into Myanmar, and the Security Council should immediately make this mandatory by imposing a comprehensive global arms embargo on Myanmar. “It is a helpful sign that 11 of the 15 members of the Security Council voted in support of this resolution. China and Russia, having abstained on the vote to adopt this resolution, should also now refrain from obstructing the will of the international community by vetoing a Security Council resolution to impose a comprehensive global arms embargo on Myanmar. “All states should urge China and Russia to heed the General Assembly’s call to prevent the flow of arms into Myanmar, and to cooperate in making this mandatory for all states by a Security Council resolution,” said Moss. Since the 1 February military coup overthrew the elected civilian government, 870 protesters, bystanders and other civilians have reportedly been killed, over 4983 arrested, and the rights to freedom of expression, association and peaceful assembly drastically curtailed, including shutdowns of media outlets, the internet and social media. The UN resolution calls for the Myanmar armed forces to “immediately and unconditionally” release the elected civilian political leaders and all others who have been arbitrarily detained, charged or arrested, and to “end restrictions on medical personnel, civil society, labour union members, journalists and media workers and restrictions on the internet and social media.” The UN resolution also notes the ongoing International Criminal Court (ICC) investigation into alleged atrocity crimes in Bangladesh and Myanmar. Amnesty International further calls for the Security Council to refer the situation in Myanmar as a whole to the ICC, and to impose targeted sanctions against the military officials responsible for crimes under international law, including the serious violations relating to repression of dissent following the 1 February coup. The text of the resolution was negotiated between nine member states of the Association of Southeast Asian Nations (ASEAN) and a core group from amongst over 50 states sponsoring the resolution. “After negotiating this text, the failure of four ASEAN states – Brunei, Cambodia, Laos and Thailand – to support it when a vote was called does not augur well for the success of the dialogue and mediation process the ASEAN claims to lead,” said Moss. “For eight weeks, the ASEAN has failed to implement its own 24 April consensus statement or even name its special envoy. The ASEAN has now failed to take a united stand for the release of arbitrary detainees and against the flow of arms to Myanmar. “ASEAN states must use all their bilateral and regional leverage to ensure Myanmar complies with these demands, but the international community cannot wait any longer on ASEAN alone. The UN Security Council must act to enforce the General Assembly’s calls upon Myanmar.”..."

နေ့စဉ်ဘဝကို ကြောက်ရွံ့မှုနှင့် အဂတိလိုက်စားမှုတို့ဖြင့် လွှမ်းမိုးနေ သည့် အာဏာရှင်စစ်တပ်အုပ်ချုပ်မှုနှင့် မြန်မာနိုင်ငံသည်ရင်ဆိုင်ကြုံတွေ့ခဲ့ရပြီး၊ စစ်တပ်အာဏာရှင်များသည် နိုင်ငံရေးနှင့် စီးပွားရေးအင်အားရရှိရေးအတွက် စစ်တပ်ကို အလွဲသုံးစားပြုခဲ့ပါတယ်။ သာမန်ပြည်သူလူထု၏ အကျိုး စီးပွားကို အထိခိုက်ခံလျက် မညီမျှမှုနှင့် မတရားမှုတို့ဖြင့် ၎င်းတို့၏ ကိုယ်ကျိုးစီးပွားအတွက် မိမိတို့နိုင်ငံ၏ များပြား သည့် သဘာဝသယံဇာတများသည် ခေါင်းပုံဖြတ်ခြင်းခံနေရပါတယ်။ အကျင့်ပျက်သည့် လုပ်ရပ်များနှင့် တာဝန်ခံမှု ကင်းမဲ့သည့် စစ်တပ်အာဏာရှင်များ၏ အလေ့အထသည် တရားဥပဒေစိုးမိုးရေးကို ထိခိုက်သည့်အပြင် ပြည်သူ့အဖွဲ့ နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ် ဒေါ်အောင်ဆန်းစုကြည်ဉီးဆောင်သည့် ဒီမိုကရေစီရွေးကောက်ခံ အစိုးရသည် တာဝန်စတင်ထမ်းဆောင်သည့်အချိန်မှစတင်၍ ကဏ္ဍပေါင်းစုံနှင့် အဖွဲ့အစည်းအားလုံးတို့၌ အဂတိ လိုက်စားမှု ကာကွယ်ရေးနှင့် တိုက်ဖျက်ရေးအတွက် အထူးကြိုးပမ်းဆောင်ရွက်ခဲ့ပြီး၊ အထူးသဖြင့် အဂတိလိုက်စားမှု ၏ အဓိကပြဿနာအရင်းအမြစ်ကို ဖြေရှင်းရန် ဆောင်ရွက်ခဲ့ပါတယ်။ အစိုးရအနေနှင့် အဂတိလိုက်စားမှုဆန့်ကျင့်ရေး ဥပဒေကို ပွင့်လင်းမြင်သာမှု၊ တည်တံ့ခိုင်မာမှုနှင့် ပြည်သူ့အုပ်ချုပ်မှုကဏ္ဍတို့တွင် တာဝန်ခံမှုရှိစေရးအတွက် ၂၀၁၈ ခုနှစ်က ပြုပြင်ပြောင်းလဲခဲ့ခြင်းဖြင့် ဥပဒေကြောင်းမူဘောင်ကို အဆင့်မြှင့်တင်ခဲ့ပါတယ်။ ထို့ပြင် အဂတိလိုက်စားမှု တိုက်ဖျက်ရေးကော်မရှင်ကို လုပ်ငန်းတာဝန်ထမ်းဆောင်မှု၌ လုပ်ပိုင်ခွင့်အာဏာနှင့် လွတ်လပ်မှုတို့ ပိုမိုအပ်နှင်းခဲ့ပါ တယ်။ အဆိုပါ စုပေါင်းကြိုးပမ်းအားထုတ်မှုကြောင့် ကမ္ဘာ့အဂတိလိုက်စားမှု တိုင်းတာစောင့်ကြည့်ရေးအဖွဲ့ (Global Corruption Barometer) ၏ ၂၀၂၀ ပြည့်နှစ်၊ အာရှအစီရင်ခံစာတွင် ရွေးကောက်ခံအစိုးရ၏ အဂတိလိုက်စားမှုတိုက်ဖျက်ရေးတွင် ကောင်းမွန်စွာဆောင်ရွက်လျက်ရှိသည်ဟု မြန်မာပြည်သူအများစုက မှတ်ချက်ပြုသည်ဟု ဖော်ပြခဲ့ပါတယ်။ ထို့ပြင် နိုင်ငံတကာပွင့်လင်းမြင်သာမှုအဖွဲ့(Transparency International) အရ မြန်မာနိုင်ငံသည် ၂၀၁၂ ခုနှစ်မှစတင်၍ နိုင်ငံရေးရည်မှန်းချက် တိုးတက်မှု၊ အဂတိလိုက်စားမှု တိုက်ဖျက်ရေးအတွက် ဥပဒေနှင့် ဖွဲ့စည်းပုံဆိုင်ရာ ပြုပြင်ပြောင်းလဲမှုများ အကောင်အထည်ဖော်မှုတို့ကြောင့် အဂတိလိုက်စားမှုဆိုင်ရာ သဘောထားစံချိန်စံနှုန်း (Corruption Perceptions Index – CPI)တွင် အမှတ်(၁၃)မှတ်သို့ တိုးတက်ခဲ့ပါတယ်။ ၂၀၁၈ ခုနှစ်က ပြဋ္ဌာန်းအတည်ပြုခဲ့သည့် မြန်မာနိုင်ငံ ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေးစီမံကိန်းတွင် နိုင်ငံ အခွန်ဘဏ္ဍာ စနစ်တကျစုစည်းရေးနှင့် ကောင်းမွန်သော အုပ်ချုပ်မှုဆိုင်ရာ မဟာဗျူဟာများချမှတ်ရေးတို့ အတွက် အဂတိလိုက်စားမှုတိုက်ဖျက်ရေးနှင့်ပတ်သက်သည့်ဥပဒေ၊လက်တွေ့ကျင့်သုံးသည့် ဆောင်ရွက်ချက် များနှင့် မူဝါဒများ အားကောင်းရေးအတွက်ပါ ဘက်ပေါင်းစုံ ပါဝင်ပါတယ်။ သဘာပတိကြီးခင်ဗျာ၊ အဂတိလိုက်စားမှုသည် ဒီမိုကရေစီနှင့် တရားဥပဒေစိုးမိုးရေးတောင့်တင်းခိုင်မာရေးအတွက် ကြီးမား သည့် ခြိမ်းခြောက်မှုတစ်ခုအပါအဝင်ဖြစ်ပြီး၊ အဂတိလိုက်စားမှုစနစ်မှ အကျိုးအမြတ်ရရှိနေသည့် ပုဂ္ဂိုလ် တစ်ဉီးချင်းစီနှင့် အဖွဲ့အစည်းများသည် ဒီမိုကရေစီစံနှုန်းဖြစ်ထွန်းရင့်သန်မှုကို လိုလားမှုမရှိသည်ကို သံသယ ဖြစ်ဖွယ်မရှိဟု သုံးသပ်ရပါတယ်။ မြန်မာနိုင်ငံ၌ အရပ်သားအစိုးရအုပ်ချုပ်မှုအောက်တွင် စစ်တပ်သည် ပွင့်လင်းမြင်သာမှုနှင့် သတင်းမီဒီယာလွတ်လပ်ခွင့်တို့က ၎င်းတို့၏ အကျိုးများသော စီးပွားရေးအထူး အခွင့်အရေးများ ဆုံးရှံးမှုဖြစ်စေသည်ဟု ယူဆကြပြီး၊ လွတ်လပ်သည့်သတင်းမီဒီယာ၏ စိစစ်စောင့်ကြည့်မှု ကို အသာပေးခံယူရသည်ဟု မှတ်ယူထားလျက်ရှိရာ၊ အစိုးရ၏ တာဝန်ခံမှုရှိစေရေးနှင့် တရားဥပဒေစိုးမိုးရေး ကြိုးပမ်းအားထုတ်မှုများသည် စစ်တပ်အာဏာအတွက် ခြိမ်းခြောက်မှု တစ်ရပ်မှယူဆထားကြပါတယ်။ ယင်း သည် ခက်ခဲစွာရယူထားသည့် ဒီမိုကရေစီ အသွင်ကူးပြောင်းမှု များနှင့် တိုးတက်မှုများကို ပစ်ပယ်၍ ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ ၁ ရက်နေ့ တရားမဝင်စစ်တပ်အာဏာသိမ်းမှု၏ အကြောင်းအရင်းများ၏ တစ်ရပ်ဖြစ်ပါတယ်။ အာဏာသိမ်းသည့်အချိန်မှစ၍ တရားမဝင် အာဏာသိမ်းစစ်တပ်သည် မြန်မာပြည်သူများကို ပစ်မှတ် ထားသည့် ရက်စက်ကြမ်းကြုတ်သည့် လုပ်ရပ်များကို ကျူးလွန်ခဲ့ပြီး၊ ယနေ့အထိ အမျိုးသမီး၊ မိန်းကလေး နှင့် ကလေးငယ်များအပါအဝင် လူပေါင်း (၈၂၀)ဉီးကျော် အသက်ခံရပြီးဖြစ်ပါတယ်။ အသက်ဆုံးရှုံးသူများ တွင် ဖမ်းဆီးထိန်းသိမ်းခံထားရစဉ်ကာလအတွင်း နှိပ်စက်ခံရမှုကြောင့် အသက်သေဆုံးသည်အထိ ဖြစ်ခဲ့ကြရပြီး၊ မိမိတို့ ၏ နိုင်ငံတော်သမ္မတ၊ နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ်နှင့် အခြားပုဂ္ဂိုလ်အများအပြားအပါအဝင် လူ(၄,၃၀၀) ကျော်သည် တရားမဝင် ဖမ်းဆီးထိန်းသိမ်းခြင်းခံနေရဆဲဖြစ်ပါတယ်။ ယင်းထက်ပို၍ လက်ခံနိုင်ဖွယ်မရှိသည်မှာ စစ်တပ်သည် ၎င်းတို့ရက်စက်စွာနှိပ်စက်မှုကြောင့် အသက်ဆုံးရှုံး ခဲ့ရသူများ၏ ခန္ဓာကိုယ်ကို အမေရိကန်ဒေါ်လာ (၈၅) ဒေါ်လာဝန်းကျင်ဖြင့် မိသားစုဝင်များထံမှ ငွေကြေးရယူပြီးမှ ပြန်လည်ပေးအပ်သည်ဟု သတင်းများအရ သိရှိရပါတယ်။ ရက်စက်၍အကျင့်ပျက်ခြစားသည့် စစ်တပ် အုပ်ချုပ်မှု အောက်တွင် ရရှိလာမည့် မြန်မာပြည်သူများ၏ အနာဂတ်ဆိုးကို သိသိသာသာ သတိပေးခြင်းဖြစ် ပြီး၊ တရားမဝင် စစ်တပ်အုပ်ချုပ်ရေးကာင်စီသည် ၎င်းတို့၏ တရားမဝင် အကျင့်ပျက် အဂတိလုပ်ရပ်တို့ အပေါ် ဆန့်ကျင်သူအားလုံးကို ဆက်လက် ဖိနှပ်ချေမှုန်းမည်ဖြစ်ပါတယ်။ လက်ရှိအချိန်အထိ လွတ်လပ်သည့် သတင်းမီဒီယာဌာန (၈)ခု၏ ခွင့်ပြုမိန့်များကို ရုပ်သိမ်းခဲ့ပြီး၊ အနည်းဆုံး သတင်းသမား(၈၈)ဉီးကိုလည်း ဖမ်းဆီးထားခဲ့ပါတယ်။ နိဂုံးချုပ်အားဖြင့် နိုင်ငံတော်၏အတိုင်ပင်ခံပုဂ္ဂိုလ် ဒေါ်အောင်ဆန်းစုကြည်သည် (၇၁)ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ မိန့်ခွန်း၌ ထည့်သွင်းပြောကြားခဲ့သည့်အတိုင်း အဂတိလိုက်စားမှုကို ဖြစ်ပေါ်စေသည့် အကြောင်းတရားများတွင် လောဘ၊ ဒေါသ၊ ကြောက်ရွံ့မှု၊ လျစ်လျူရှုမှုများ ဖြစ်ပါတယ်။ စစ်တပ်ဗိုလ်ချုပ်အချို့၏ လောဘနှင့် ၎င်းတို့၏ အာဏာကို ပြည်သူများမှ ရွေးချယ်ထားသည့် အစိုးရမှတစ်ဆင့် ပြည်သူများထံ ပေးရမည့် အပေါ် ကြောက်ရွံ့မှုတို့သည် မြန်မာပြည်သူများအတွက် အဖြစ်ဆိုးတစ်ခု ဖြစ်စေခဲ့ခြင်းဖြစ်ပါ တယ်။ သို့ရာတွင် မြန်မာပြည်သူများသည် Description: "The United Nations Security Council, entrusted by the UN Charter to be the world’s guardian of international peace and security, has done little to help the people of Myanmar besides issuing statements asking the junta to end the violence and release prisoners. But the UN General Assembly can help motivate the council take action to stem the rampant abuses. In the absence of robust Security Council action, the 193-nation General Assembly should adopt a resolution condemning the junta’s rights violations and calling on all UN members to halt arms transfers to Myanmar. While not legally binding on states, such a resolution would carry significant political weight. As the UN’s most representative body, it would send a powerful signal to the junta and press members of the Security Council to adopt a legally binding resolution – as recently urged by a group of 205 nongovernmental organizations, including Human Rights Watch. Governments should recognize that arms and materiel sold to Myanmar’s military will likely be used to commit abuses against the population. Arms embargoes can help prevent such crimes, a possibility recently highlighted by UN rights chief Michelle Bachelet who warned Myanmar could escalate into a “full-blown conflict” like in Syria. Last week, a scheduled vote on a draft resolution circulated by Liechtenstein calling “for an immediate suspension of the direct and indirect supply, sale or transfer of all weapons and munitions” to Myanmar was postponed. A vote could come as early as this week, though a revised version by members of the Association of Southeast Asian Nations (ASEAN) removes mention of suspending arms sales. The United States, France, United Kingdom, Canada, Germany, and other sponsor countries should work with Liechtenstein to ensure a vote is rescheduled as soon as possible, with the language on halting arms sales. They should not play the game of saying this is a regional issue and hiding behind ASEAN to avoid their own responsibilities; ASEAN is built on the principle of noninterference and will never deliver on Myanmar. Instead, they should lobby UN members to ensure a robust resolution receives support from the General Assembly. Concerned governments should then use the resolution to press the Security Council to act. Inaction by UN member states will only embolden Myanmar’s military and encourage more abuses. General Assembly action is needed now..."
