"Modest rates of growth in recent years have been based on high prices for natural gas exports, heavy
public expenditures, and an improving agricultural performance. However, macroeconomic stability is
vulnerable to fiscal deficits that are financed through money creation, in turn prompting double-digit
inflation. The Government has taken tentative steps toward a more market-oriented system in agriculture
and finance, and should build on these reforms."
