''Notwithstanding anything in section 25 of the Court Fees Act, the President of the Union may make rules with respect to— (a) thecstablishments o be maintained for the service and execution ofprocesses andtnotices issued by civil and criminal Courts and by revenue officers and executive officers of Government : (b) the remuneration of the peons and other persons employed in such service and execution : (c) the maintenance of registers in connection with the issue and service of such processes and notices ; (d) the fees chargeable for such service and execution ; and (e) the manner in which such fees shall be levied and recovered...''
