The Alternate URL is to a January 2004 speech on the SPDC's "roadmap" by the Burmese Deputy Foreign Minister, with the Principles annexed. There are one or two differences between the two texts. N.B. These are the basic principles. The detailed principles, elaborated from 1994-1996 are in other documents in this section.
