The Karenni Student Union was founded on April 1st 2000. There are currently 451 members of the KSU and membership numbers continue to increase. The primary goal of the KSU is to help Karenni students gain the skills necessary to serve our community both now and on our return to Karenni State...
Our Objectives:
1. To cooperate with the Karenni National Education Committee to seek ways for Karenni students to have access to further studies.
2. To cultivate and upgrade the knowledge of Karenni students in administration to be able to participate in serving Karenni state in all fields now and in the future.
3. To implement collectively the goal of the Union by the combined strength of the students who finish high school level.
4. To cooperate and exchange ideas with other student groups who are also suffering under oppression.
5. To support students who are facing difficulties in continuing their studies.

"၁။ ၂၀၂၃ခုနှစ်၊ ဇွန်လ(၂၁)ရက်နေ့တွင် ကျရောက်သည့် (၁၄၈)နှစ်မြောက် ကရင်နီအမျိုးသားနေ့ အချိန်အခါသမယတွင် မြန်မာနိုင်ငံအပါအဝင် နိုင်ငံတကာ၌ ရောက်ရှိနေထိုင်နေကြသော ကရင်နီလူ မျိုးများ အားလုံး ကိုယ်စိတ်နှစ်ဖြာ ကျန်းမာလုံခြုံ၍ ဘေးရန်အပေါင်းမှ ကင်းကွာကြပါစေကြောင်း ဆုမွန်ကောင်း တောင်းအပ်ပါသည်။
၂။ ကရင်နီပြည်သည် သီးခြားလွတ်လပ်သည့် တိုင်းပြည်ဖြစ်သောကြောင့် ကရင်နီပြည်ကို မည် သည့် နည်းနှင့်မျှ အုပ်ချုပ်စိုးမိုးခြင်း ပြုလုပ်ကြမည်မဟုတ်ကြောင်း ဗမာဘုရင်ကိုယ်စား ကင်းဝန်မင်းကြီး ဦးကောင်းနှင့် အင်္ဂလိပ်ဘုရင်ခံချုပ်ကိုယ်စား ဆာဒေါ့ကလပ်ဖောဆစ်(သ်)တို့မှ ၁၈၇၅ခုနှစ်၊ ဇွန်လ (၂၁)ရက်နေ့တွင် လက်မှတ်ရေးထိုး၍ နှစ်နိုင်ငံအကြား သဘောတူစာချုပ်ချုပ်ဆိုခဲ့ပြီး ယင်းနေ့ထူးနေ့ မြတ်ကို ကရင်နီအမျိုးသားနေ့အဖြစ် သတ်မှတ်၍ နှစ်စဉ်ကျင်းပခဲ့ကြသည်။
၃။ ယခုအချိန်သည် အကြမ်းဖက်စစ်ကောင်စီ၏ မတရားအာဏာသိမ်းအုပ်ချုပ်ရန် ကြိုးပမ်းမှုကို မြန်မာတစ်နိုင်ငံလုံးရှိ တိုင်းရင်းသားပြည်သူများနည်းတူ ကရင်နီတစ်မျိုးသားလုံးနှင့် ကရင်နီတော် လှန်ရေးအင်အားစုများက လုံးဝလက်မခံနိုင်ကြဘဲ ဆန့်ကျင်တော်လှန်နေကြသည့်ကာလဖြစ်သလို အကြပ်အတည်းအခက်အခဲများကို ရင်ဆိုင်နေကြရသည့် အချိန်လည်းဖြစ်ပါသည်။
၄။ ယနေ့ကျရောက်သော ကရင်နီအမျိုးသားနေ့ကို တိုင်တည်၍ ကရင်နီအမျိုးသားများအားလုံး စည်းလုံးညီညွတ်ပြီး ကရင်နီအမျိုးသားများ လွတ်မြောက်ရေးနှင့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေးအတွက် ဆထက်တိုးကြိုးပမ်းဆောင်ရွက်နိုင်ကြပါစေကြောင်း ဆုမွန်ကောင်း တောင်းအပ်ပါသည်။
၅။ စစ်အာဏာရှင်စနစ်အမြစ်ပြတ်ပြီး နိုင်ငံရေးတန်းတူညီမှုနှင့် ကိုယ်ပိုင်ပြဌာန်းခွင့် အပြည့်အဝရှိ သော ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေး ကြိုးပမ်းမှုများလည်း ပြီးမြောက်အောင်မြင်နိုင်ကြ ပါစေကြောင်းနှင့် မိမိတို့ အမျိုးသားညီညွတ်ရေးအစိုးရအဖွဲ့အနေဖြင့် ကရင်နီပြည်သူတစ်ရပ်လုံးနှင့်အတူ ခိုင်မာစွာရပ်တည်၍ ယခုဆင်နွှဲနေသည့် နွေဦးတော်လှန်ရေး ပြီးမြောက်အောင်မြင် သည်အထိ လက်တွဲဆောင်ရွက်သွားမည်ဖြစ်ပါကြောင်း ဖော်ပြရင်း ဤသဝဏ်လွှာအား ပေးပို့အပ်ပါသည်။..."

"၁။ ယနေ့ ကျရောက်သော ကရင်နီအမျိုးသားတိုးတက်ရေးပါတီ (KNPP) တည်ထောင်ခြင်း (၆၆)နှစ်ပြည့်နေ့တွင် ကရင်နီအမျိုးသားတရပ်လုံး ဘေးရန်ကင်းကွာရှိကြပါစေဟု ဆုမွန်ကောင်း တောင်းအပ်ပါသည်။
၂။ ၁၉၄၈ ခုနှစ်တွင် ကရင်နီပြည်၏ သီးခြားလွတ်လပ်မှု၊ ကိုယ်ပိုင်ပြဌာန်းခွင့်များကို ကာကွယ်ရန် ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးကို စတင်ခဲ့ပြီး ၁၉၅၇ ခုနှစ်၊ မေလ (၂) ရက်နေ့တွင် နိုင်ငံရေးဦးဆောင်မှုပေးနိုင်ရန် ကရင်နီအမျိုးသားတိုးတက်ရေးပါတီ (KNPP) ကို ကရင်နီပြည်၊ လိုပွာခရိုင်၊ ပိုဝေါ်မြို့နယ်၊ ဟီလူ (ကသိုးခီး)ရွာတွင် ဖွဲ့စည်းတည်ထောင်ခဲ့သည်။
၃။ (၆၆) နှစ်တာ ကာလအတွင်း ကရင်နီအမျိုးသားတိုးတက်ရေးပါတီ၏ ဦးဆောင်မှုအောက်တွင် ကရင်နီအမျိုးသားတရပ်လုံးသည် တော်လှန်ရေးလှိုင်းတံပိုးများကို ကြံ့ကြံ့ခံလျက် အာဏာရှင်အား မဆုတ်မနစ် ခုခံတွန်းလှန်ခဲ့ကြသည်။ ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလ အကြမ်းဖက်စစ်တပ်မှ မတရား အာဏာသိမ်းယူပြီးနောက်ပိုင်းတွင် ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးသည် နိုင်ငံရေး၊ စစ်ရေး အရှိန်အဟုန်မြင့်မားစွာဖြင့် ဆက်လက် ချီတက်လျက်ရှိသည်။
၄။ လက်ရှိအချိန်တွင် အကြမ်းဖက်စစ်တပ်သည် ကရင်နီပြည်အား အဆမတန် သာလွန် အင်အားဖြင့် အလုံးအရင်း ထိုးစစ်ဆင်လျက်ရှိပြီး ကရင်နီအမျိုးသားတိုးတက်ရေးပါတီ (KNPP) နှင့် ကရင်နီအမျိုးသားတရပ်လုံးသည် သတ္တိဂုဏ်ရောင် ပြောင်စွာ ရွပ်ရွပ်ချွံချွံ ခုခံတွန်းလှန်လျက် ရှိသည်။
၅။ ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးတလျှောက် အသက်၊အိုးအိမ်၊စည်းစိမ်များစွာ စွန့်လွှတ် ပေးဆပ်ပြီး တိုက်ပွဲဝင်ခဲ့သော ကရင်နီအမျိုးသား အာဇာနည်သူရဲကောင်းများ အားလုံးကိုလည်း မမေ့မလျော့ ဦးညွှတ်ဂုဏ်အပ်ပြုပါသည်။
၆။ နှစ်ကာလများစွာ ပြည်သူအားဖိနှိပ်ဗိုလ်ကျလာသည့် ဘုံရန်သူအကြမ်းဖက်စစ်တပ်နှင့် စစ်အာဏာရှင်စနစ်အား အပြီးတိုင်ဖယ်ရှားပြီး ကိုယ်ပိုင်အုပ်ချုပ်ခွင့်၊ ကိုယ်ပိုင်ပြဌာန်းခွင့်၊ တန်းတူရေးနှင့် တရားမျှတမှု များကို အာမခံသည့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုသစ်ကို တည်ထောင်နိုင်ရန် အတူတကွ လက်တွဲ ရုန်းကန်ကြိုးစားကြမည်ဟု တော်လှန်ရေးသန္နိဌာန်ပြုလျက် ကရင်နီအမျိုးသား တိုးတက်ရေးပါတီ (KNPP) အနေဖြင့် ကရင်နီအမျိုးသားထု တရပ်လုံး၏ မျှော်မှန်းချက်များကို ပြည့်ဝစွာ အကောင်အထည်ဖော် ဆောင်ရွက်နိုင်ပါစေကြောင်း ဆုမွန်ကောင်း တောင်းလျက် ယနေ့ ၂၀၂၃ ခုနှစ် မေလ (၂) ရက်နေ့တွင် ကျရောက်သော (၆၆) နှစ်ပြည့် ကရင်နီအမျိုးသားတိုးတက်ရေးပါတီ (KNPP) တည်ထောင်ခြင်း အထိမ်းအမှတ်နေ့သို့ ဤသဝဏ်လွှာကို ဂုဏ်ယူစွာဖြင့် ပေးပို့အပ်ပါသည်။..."

၂။ အကြမ်းဖက်လူသတ် စစ်အုပ်စုသည် နိုင်ငံတော်အာဏာကို လက်နက်အားကိုးဖြင့် လုယူ ပြီး တော်လှန်သူများ၊ ဆန့်ကျင်သူများကို သတ်ဖြတ်အကြမ်းဖက်ဖိနှိပ်ကာ မည်သို့ပင် ဥပဒေမဲ့ တရားမဲ့ ထိန်းသိမ်းရန် ကြိုစားနေပါစေ ကရင်နီပြည်ဟာ သမိုင်းအစဥ်အလာကောင်းသော လွတ် လပ်သူတို့၏ နယ်မြေဖြစ်သလို တစ်ကျော့ပြန် အာဏာသိမ်းမှုဖြစ်စဥ်နောက် ဖိနှိပ်အုပ်စိုးသူ စစ်အာဏာရှင်ကို တက်ကြွစွာ လက်နက်စွဲကိုင် တော်လှန်ရင်း အောင်ပွဲအလီလီရရှိနေတဲ့ ဒေသ တစ်ခုလည်း ဖြစ်ပါသည်။
၃။ ကရင်နီပြည်သူပြည်သားလူမျိုးစုများ၏ ညီညွတ်မှု၊ ရွပ်ရွပ်ချွံချွံ ဆန့်ကျင်တော်လှန်မှုများ ကြောင့် ကရင်နီပြည်သည် အာဏာသိမ်းစစ်တပ် လွန်စွာမှ အထိနာရသည့် ဒေသတစ်ခု ဖြစ်သလို လက်ရှိတွင် အာဏာသိမ်း စစ်ကောင်စီအနေဖြင့် အရပ်သား ပစ်မှတ်များကို ဦးတည်ပြီး အငြိုး ကြီးကြီးထိုးစစ်ဆင် အကြမ်းဖက် လူသတ်၊ မီးရှို့မှုများကြောင့် ဒေသခံများစွာဟာ နေရပ်စွန့်ခွာ စစ်ဘေးရှောင်များအဖြစ် ခိုလှုံရှောင်တိမ်းနေကြရပြီး၊ နေအိမ်များ၊ ဘာသာရေး အထွတ်အမြတ် အဆောက်အအုံများစွာကို မီးရှို့ဖျက်ဆီးမှုများကြောင့် ဘေးဒုက္ခများစွာ၊ လူ့အခွင့်အရေးချိုး ဖောက်မှုများစွာကို ကြုံတွေ့ခံစားနေကြရသော ဒေသတစ်ခုလည်းဖြစ်ပါသည်။
၄။ မည်သို့ပင် ဖိနှိပ်သတ်ဖြတ် ညှင်းပမ်းခံရပါစေ ကရင်နီပြည်နယ်ဖွား သွေးချင်းများအနေဖြင့် မြန်မာနိုင်ငံ ပြည်တွင်းစစ်မီးများ၏ အရင်းအမြစ် ပြဿနာဖြစ်သော ဘုံရန်သူကို မျက်ချေ မပြတ် အတူတကွ ချေမှုန်းရင်း တစ်နိုင်ငံလုံးရှိ တိုင်းရင်းသား ညီနောင်များရဲ့ ဒုက္ခများကို မျှ၀ေ ခံစားကာ ဒီတော်လှန်ရေးကြီးမှာ ပိုမို ယုံကြည်မှု၊ နားလည်မှုတည်ဆောက်ရင်း တစ်သွေးတစ် သားတည်း ညီညွတ်စွာပါ၀င်ဆင်နွှဲနေကြသည့်အတွက်လည်း အထူးပင် မှတ်တမ်းတင် ဂုဏ်ပြု ကျေးဇူးတင်ပါသည်။
၅။ ယနေ့ကျရောက်သော ကရင်နီ သက္ကရာဇ် ၂၇၆၂ ခု၊ လဲဟျာလ (၁)ရက်နေ့မှသည် ဘျာစယ် ဒုဖီးသူးလုမိုး၏ ကျေးဇူးတော်ကို ချီးမွှမ်းရင်း ပြည်ထောင်စုဖွား ကရင်နီလူမျိုးများသည် တန်းတူ ရေး၊ ကိုယ်ပိုင်ပြဌာန်းခွင့်၊ လွတ်လပ်ခြင်းနှင့် ဒီမိုကရေစီပြည့်၀သော ဖက်ဒရယ် ဒီမိုကရေစီ နိုင်ငံ သစ်ကို များမကြာမီ ခံစားစံစားကြရပါစေကြောင်း ဆန္ဒပြုလျက် ကရင်နီအမျိုးသားနှစ်သစ်ကူးနေ့ သ၀ဏ်လွှာအား ပေးပို့အပ်ပါသည်။..."

"၁။ ၂၀၀၀ ပြည့်နှစ်၊ ဧပြီလ (၈၊၉၊၁၀) နေ့တို့တွင် ကရင်နီ(ကယား)ပြည်နယ်၊ ဒီမော့ဆိုမြို့နယ်၊ ကြာလာကျေးရွာ၌ ကယန်းမျိုးနွယ်စုများ၊ ကယန်းလက်နက်ကိုင်တော်လှန်ရေး အဖွဲ့အစည်းများနှင့် ကယန်းဘာသာရေးအဖွဲ့အစည်းအသီးသီးမှ ကိုယ်စားလှယ်များ စုဝေး၍ ကယန်းအမျိုးသား ညီလာခံ တစ်ရပ်ကို ကျင်းပနိုင်ခဲ့ကြသည်။ ထိုညီလာခံတွင်ပင် ကယန်းကငန်၊ ကယန်းလထာ၊ ကယန်းကဲဒေါ နှင့် ကယန်းကခေါင်းတို့သည် ကယန်းအမျိုးသား တစ်စုတစ်စည်းထဲအဖြစ် အမျိုးသားအလံတော် တစ်ခုအောက်တွင် ပေါင်းဆုံနိုင်ခဲ့ကြသည်။ ထိုနေ့ထူးနေ့မြတ်ကို အစွဲပြု၍ ကယန်းအမျိုးသားနေ့ အဖြစ် ကျင်းပလာခဲ့သည်မှာ ဒီကနေ့ ၂၀၂၃ ခုနှစ်၊ ဧပြီလ ၁၀ ရက်နေ့သည် (၂၃) နှစ်မြောက်၊ နှစ်ပတ်လည်သို့တိုင် ရောက်ရှိလာခဲ့ပြီဖြစ်ပါသည်။
၂။ ဒီကနေ့ ကယန်းအမျိုးသားနေ့တွင် တစ်နိုင်ငံလုံးရှိ တိုင်းသူပြည်သားတိုင်းကို ဆယ်စုနှစ်ပေါင်း များစွာ ဆင်းရဲဒုက္ခပေးနေသည့် စစ်အုပ်စု၏ ဖိနှိပ်မှုများကို တောင်ပေါ်၊ မြေပြန့် ကျေးလက်၊ မြို့ပြ မကျန် တော်လှန်နေကြချိန်တွင် ကျန်တိုင်းရင်းသား သွေးချင်းညီနောင်များ နှင့်အတူ ဒိုးတူပေါင်ဘက် ညီညီညွတ်ညွတ် လက်တွဲတိုက်ပွဲ၀င်နေကြသည့် ပြည်တွင်း၊ ပြည်ပရှိ ကယန်းလူမျိုးများအားလုံးအား ဘေးအန္တရာယ်အပေါင်းမှ ကင်းကွာ၍ ကိုယ်စိတ်နှစ်ဖြာ လုံခြုံကျန်းမာကြပါစေကြောင်း ဆုတောင်းမေတ္တာ ပို့သအပ်ပါသည်။

၄။ ယနေ့အချိန်အခါတွင်လည်း ကယန်းလူမျိုးများ၏ ဒေသများတွင် စစ်အာဏာရှင်စနစ် အပါ အဝင် အာဏာရှင်စနစ်ဟူသမျှကို ပြတ်ပြတ်သားသား ဆန့်ကျင်တိုက်ဖျက်ပြီး တိုင်းရင်းသားလူမျိုး များ အားလုံးအတွက် တန်းတူညီမျှမှု၊ အာမခံချက်ရှိသော ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စု တည် ဆောက်ရေးအတွက် တိုက်ပွဲများတွင် ပေးဆပ်အနစ်နာခံကာ စွမ်းစွမ်းတမံ ပါ၀င်နေကြသည့် မဟာ မိတ် ကယန်းအမျိုးသားများ၏ ကြိုးပမ်းအားထုတ်မှု ပေးဆပ်အနစ်နာခံမှုများကို များစွာ အသိအမှတ် ပြု လေးစားဂုဏ်ပြုအပ်ပါသည်။
၅။ လက်ရှိအချိန်တွင် နိုင်ငံခြားရေး၊ နိုင်ငံရေး၊ စစ်ရေး၊ စီးပွားရေး အဖက်ဖက်မှ ဖိအားများကြောင့် အင်အားချိနဲ့နေပြီဖြစ်သော စစ်အုပ်စုကို နိုင်ငံရေးမှ အပြီးတိုင် စွန့်ခွာသွားအောင် ကြိုးပမ်းနိုင်မှသာ လျှင် တိုင်းရင်းသား ပြည်သူလူထုများ လိုလားတောင်းတနေသည့် အမျိုးသားတန်းတူရေး၊ လူ့အခွင့် အရေးနှင့် ဒီမိုကရေစီ အာမခံချက်များကို ပြည့်ပြည့်ဝဝလေးစား လိုက်နာပြီး သာယာ၀ပြောသော ဖက်ဒရယ်ဒီမိုကရေစီနိုင်ငံတော်သစ် ပန်းတိုင်သို့ ရောက်ရှိ အကောင်အထည်ဖော်နိုင်မည်ကို ကျွန်ုပ်တို့ အားလုံး သိရှိနားလည် လက်ခံကြပြီးဖြစ်ပါသည်။
၆။ သွေးခွဲသပ်လျိုခြင်း၊ လူမဆန် ရက်စက်ကြမ်းကြုပ်ခြင်းစသည့် အကြမ်းဖက်စစ်ကောင်စီ၏ ဗျုဟာများကို မျက်ခြေပြတ်မခံပဲ ကယန်းအမျိုးသားများ၏ စုစည်းမှုနှင့် စည်းလုံးညီ ညွတ်မှု၊ ကယန်းအမျိုးသားများနှင့် ကျန်တော်လှန်အင်အားစုများကြား ယုံကြည်မှု၊ နားလည်မှု၊ စုစည်းမှုတို့ကို မထိခိုက်စေရန်လည်း အမြဲအထူးသတိရှိကြရမည် ဖြစ်ပါသည်။
၇။ ထို့ကြောင့် တော်လှန်ခရီးတစ်လျှောက် ပေးဆပ်အနစ်နာခံမှုများ အလဟာသ မဖြစ်စေပဲ အားလုံးစည်းလုံးညီညွတ်ပြီး တန်းတူရေးအာမခံချက် အပြည့်အဝရှိသော ဖက်ဒရယ်ဒီမိုကရေစီ ပြည် ထောင်စု တည်ဆောက်ရေးတွင် ကယန်းလူမျိုးများနှင့် ညီနောင်တိုင်ရင်းသားများ အတူတကွ လက်တွဲ၍ အောင်ပွဲခရီးလမ်းဆုံးတိုင် ညီညီညွတ်ညွတ်ဖြင့် ဆက်လက်ကြိုးပမ်း ဆောင်ရွက်နိုင်ကြ ပါစေကြောင်း ဆန္ဒပြုလျက် ဤသဝဏ်လွှာအား ပေးပို့အပ်ပါသည်။ ..."

မြန်မာနိုင်ငံအတွင်းသို့ အစောဆုံး ဝင်ရောက်အခြေချနေထိုင်ခဲ့ကြသော ပျူ၊ သက်၊ ကမ်းယံ မျိုးနွယ်စုမှ ဆင်းသက်လာခဲ့ကြသည့် ကယန်းအမျိုးသားများ မြန်မာနိုင်ငံအတွင်းသို့ အကုန်အစင်ရောက်ရှိခဲ့သည့် ဘီစီ (၇၃၉) ခုနှစ်မှ စတင်ရေတွက်၍ ကယန်းနှစ်သစ်ကူးအဖြစ် သတ်မှတ်လာခဲ့သည်မှာ (၂၇၆၂) ကြိမ်တိုင်ခဲ့ပြီဖြစ်ပါသည်။
နှစ်သစ်ကူးအချိန်သည် နှစ်ဟောင်းတွင် ဖြတ်သန်းခဲ့ရသည့် အတွေ့အကြုံများကို ပြန်လည် ဆင်ခြင်သုံးသပ်ပြီး နှစ်သစ်တွင် သာ၍ကောင်းမွန်သော ကောင်းကျိုးများရရှိရန်အတွက် ခွန်အားသစ်များ မွေးဖွားရသည့် အချိန်ကာလဖြစ်ပါသည်။ နှစ်သစ်ကိုကြိုဆိုရင်း ကယန်းလူမျိုးတို့၏ သမိုင်းအဆက်ဆက်က ဂုဏ်ဝင့်ထည်စွာဖြင့် လက်ဆင့်ကမ်းလာခဲ့သော စာပေ၊ ဂီတ၊ အနုပညာ၊ စားဖွယ်သောက်ဖွယ် စုံလင်စွာဖြင့် ပွဲလမ်းသဘင်များ ကျင်းပရမည့် အချိန်ကာလလည်း ဖြစ်ပါသည်။
သို့သော်လည်း အကြမ်းဖက်စစ်ကောင်စီ၏ ဖိနှိပ်ချယ်လှယ်မှုများကြောင့် တစ်နိုင်ငံလုံး အထွေထွေ ဒုက္ခအကြပ်အတည်းများနှင့် ရင်ဆိုင်နေရပြီး ကယန်းပြည်သူမြောက်များစွာ တို့သည်လည်း ဘေးကင်းလုံခြုံမှုမရှိဘဲ စိုးရွံ့ထိတ်လန့်စိတ်ဖြင့် သော်လည်းကောင်း၊ စစ်ဘေးရှောင်ဘဝဖြင့် သော်လည်းကောင်း ကယန်းနှစ်သစ်ကူး အချိန်အခါအား ဖြတ်သန်းနေကြရသည်ကို များစွာ ဝမ်းနည်း ကြေကွဲရပါသည်။
စစ်အာဏာရှင်စနစ်ဆိုးကြောင့် ဤပြည်ထောင်စုအတွင်း ဖြစ်တည်ခဲ့သော ခေတ်အဆက်ဆက် သံသယများ၊ ပဋိပက္ခများကို အပြီးတိုင်ချုပ်ငြိမ်းပြီး တန်းတူရေးနှင့် ကိုယ်ပိုင် ပြဌာန်းခွင့် အပြည့်အဝရှိသော စည်းလုံးငြိမ်းချမ်းသည့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုကြီးဆီသို့ အတူတကွ လက်တွဲလျှောက်လှမ်းကြရင်း ကယန်းတိုင်းရင်းသားများနှင့် မြန်မာနိုင်ငံတဝှမ်းလုံးရှိ ပြည်သူအားလုံးတို့သည် ယနေ့ရင်ဆိုင်နေကြရသော ဒုက္ခအခက်အခဲများမှ အလျင်အမြန် လွတ်မြောက် ကြပါစေဟု နှစ်သစ်ကူးအခါသမယတွင် ဆုတောင်းမေတ္တာ ပို့သအပ်ပါသည်။..."

၂။ ကရင်နီပြည်သည် ၁၉၄၈ မြန်မာနိုင်ငံလွတ်လပ်ရေးမရမီအချိန်ကာလကပင် ကိုယ်ပိုင်ပြဋ္ဌာန်း ခွင့်အပြည့်အဝရှိ၍ သီးခြားလွတ်လပ်သော ပြည်နယ်တစ်ခုဖြစ်ပါသည်။ ၁၉၄၈ ခုနှစ်တွင် မြန်မာနိုင်ငံ လွတ်လပ်ရေးရပြီးသည့်နောက် ဖဆပလတပ်များသည် ၁၉၄၈ ခုနှစ်၊ ဩဂုတ်လ ၉ ရက်နေ့တွင် ဦးဘီတူရီခေါင်းဆောင်သော မြလဲရွာမှာအခြေစိုက်ရာနေရာကို ဝင်ရောက်တိုက်ခိုက်သည့်အတွက် ပြန်လည်ခုခံတော်လှန်ရင်း တကွဲတပြားစီဖြစ်သွားပြီး ဩဂုတ်လ ၁၇ ရက်နေ့တွင် တပ်မတော်တစ်ရပ် ပြန်လည်ဖွဲ့စည်းနိုင်ခဲ့သည့်အတွက်ကြောင့် ကရင်နီတပ်မတော်နေ့အဖြစ်သတ်မှတ်ခဲ့ရာ ယနေ့ဆိုလျှင် (၇၄) နှစ်တိုင်ရှိခဲ့ပြီဖြစ်ပါသည်။
၃။ ခေတ်အဆက်ဆက် တော်လှန်ရေးတိုက်ပွဲများတွင်ကျဆုံးသွားခဲ့ကြသည့် ကရင်နီ ခေါင်းဆောင်ကြီးများနှင့် တော်လှန်ရေးသူရဲကောင်းရဲဘော်အပေါင်းတို့အား ပြည်ထောင်စု၏ သူရဲကောင်းများအဖြစ် လေးစားစွာဂုဏ်ပြုဦးညွှတ် အလေးပြုအပ်ပါသည်။ အကြမ်းဖက်အာဏာသိမ်း ပြီးနောက် အကြမ်းဖက် ဖက်ဆစ်စစ်တပ်၏ လူမဆန်သောသတ်ဖြတ်ဖိနှိပ်မှုများကြောင့် အသက်၊ အိုးအိမ်၊ စည်းစိမ်တို့ ဆုံးရှုံးခဲ့ကြသည့် ကရင်နီတိုင်းရင်းသားများအတွက် များစွာစိတ်မကောင်းဖြစ်ရ ပါသည်။
၄။ ပြည်ထောင်စုလွှတ်ကိုယ်စားပြုကော်မတီအနေဖြင့် ဖိနှိပ်မှုမျိုးစုံဖြင့်ရင်ဆိုင်ကြုံတွေ့နေရ သည့်တိုင် အကြမ်းဖက်စစ်အာဏာရှင်များအား ရဲဝံ့စွာဆန့်ကျင်တော်လှန်လျက်ရှိသည့် ကရင်နီ တော်လှန်ရေးအဖွဲ့အစည်းများနှင့်အတူ တိုင်းရင်းသားလူမျိုးစုအားလုံး မျှော်လင့်တောင့်တနေကြသည့် ကောင်းမွန်သောနိုင်ငံနှင့် လူထုအနာဂတ်ဘဝကို လှပစွာဖန်တီးပေးနိုင်မည့် တန်းတူညီမျှသည့် ဖက်ဒရယ်ဒီမိုကရေစီ နိုင်ငံသစ်အမြန်ဆုံးတည်ဆောက်သွားနိုင်ရေးအတွက် ခိုင်ခိုင်မာမာရပ်တည်ကာ လက်တွဲကြိုးပမ်းသွားပါမည်ဖြစ်ကြောင်း ကတိပြုလျက် ဤ (၇၄) နှစ်မြောက်ကရင်နီတပ်မတော်နေ့ သဝဏ်လွှာအား ပေးပို့အပ်ပါသည်။..."

၃။ ကရင်နီပြည်တပ်မတော်သည် ကရင်နီတော်လှန်ရေး သမိုင်းတစ်လျှောက် စစ်အာဏာရှင်စနစ် ဆန့်ကျင်ရေး ကျရာတာဝန်များကို မမှိတ်မသုန် ယုံကြည်သော စိတ်ဓာတ်ဖြင့် ကျေပြွန်စွာထမ်းရွက်ခဲ့ပြီး သမိုင်းဂုဏ်ရောင်ပြောင်သည့် တပ်မတော်သည်ဖြစ်သည်။
၄။ ကရင်နီပြည်နှင့် ကရင်နီပြည်သူလူထု၏ အသက်အိုးအိမ်စည်းစိမ်များကို ကာကွယ်ရန် အသက်၊ သွေး၊ ချွေးများစွာ စွန့်လွှတ်ပေးဆပ်ခဲ့သော ကရင်နီပြည်တပ်မတာ်နှင့်တကွ ကရင်နီပြည်၏ အာဇာနည် သူရဲကောင်းများ၊ ကရင်နီပြည်သူများအားလုံးကို ကျွန်ုပ်တို့ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ကာကွယ်ရေး ဝန်ကြီးဌာနမှ လေးနက်စွာဖြင့် အောက်မေ့ ဦးညွှတ်ဂုဏ်ပြုပါသည်။
၅။ ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ (၁) ရက်နေ့ စစ်တပ်မှ မတရားအာဏာသိမ်းပြီး နောက်ပိုင်းတွင်လည်း ကရင်နီပြည်တပ်မတော်သည် နိုင်ငံရေး၊စစ်ရေး ရပ်တည်ချက်ခိုင်မာစွာဖြင့် ဘုံရန်သူဖြစ်သော စစ်ကောင်စီကို ရွပ်ရွပ်ချွံချွံ ခုခံတွန်းလှန်လျက်ရှိသည်။

၂။ ဘီစီ ၇၃၉ ခုနှစ်မှ စတင်၍ ကိုယ့်မင်းကိုယ့်ချင်းဖြင့် သီးခြားလွတ်လပ်ပြီး ခိုင်မာသော သမိုင်းကြောင်းနှင့် သွင်ပြင်လက္ခဏာများအပေါ် အခြေခံ၍ မားမားမတ်မတ် ရပ်တည်ခဲ့သည့် ကရင်နီပြည်သည် ၁၉၄၇ ခုနှစ်၊ စက်တင်ဘာလ (၁၉) ရက်နေ့တွင် မကြာမှီလွတ်လပ်လာမည့် မြန်မာပြည်၏ ပြည်နယ်တစ်ခုအဖြစ် ပူးပေါင်းပါဝင်သွားရန် လွတ်လပ်သော ကရင်နီပြည်ထောင်စု ကောင်စီ၏ ဆန္ဒသဘောထား ဆုံးဖြတ်ချက် မပါဘဲ တချို့သော ကရင်နီခေါင်းဆောင်များက ဖဆပလ ခေါင်းဆောင်များနှင့် ပူးပေါင်းရန် လက်မှတ်ရေးထိုးခဲ့သောကြောင့် ကရင်နီပြည်သည် မြန်မာပြည်အတွင်း ပါဝင်ခဲ့ရပါသည်။
၃။ ထို့အပြင် ၁၉၄၈ ခုနှစ်၊ ဇန်နဝါရီလ (၄) ရက်နေ့ မြန်မာပြည် လွတ်လပ်ရေး ရရှိပြီးနောက် ဖဆပလတပ်များက ကရင်နီပြည်ထောင်စုကောင်စီ ရုံးစိုက်ရာ မန်းလား (မြလဲ) ရွာကို ၁၉၄၈ ခုနှစ်၊ ဩဂုတ်လ (၉) ရက်နေ့တွင် ဝင်ရောက်တိုက်ခိုက်လာခဲ့ရာ လွတ်လပ်သည့် ကရင်နီပြည် ပြန်လည်တည်ထောင်ရေးကို မျှော်မှန်း၍ ကရင်နီခေါင်းဆောင်များသည် မြန်မာပြည် ဖဆပလ အစိုးရကို လက်နက်ကိုင်ခုခံတော်လှန်ရေးဖြင့် စတင်ဆင်နွဲခဲ့ပါသည်။ ယင်းနေ့ကို ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးနေ့အဖြစ် သတ်မှတ်ပြီး နှစ်စဉ်ကျင်းပလာခဲ့ကြပါသည်။
၄။ ကရင်နီအမျိုးသားများ၏ တန်းတူရေးနှင့် ကိုယ်ပိုင်ပြဌာန်းခွင့်အတွက် ခုခံတော်လှန်စစ် ဆင်နွှဲလာခဲ့သည့် နှစ်ပေါင်း (၇၄) နှစ်အတွင်း ကရင်နီအမျိုးသား ခေါင်းဆောင်၊ တပ်ဗိုလ်၊ တပ်မှူး၊ တပ်သားနှင့် ပြည်သူလူထု၏ အသက်ပေါင်းများစွာ ပေးဆပ်ခဲ့ရသည်ကို အမှတ်ရလျက် လေးစားဦးညွတ်အလေးပြုအပ်ပါသည်။
၅။ ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ (၁) ရက်နေ့တွင် အကြမ်းဖက်စစ်ကောင်စီမှ တိုင်းပြည်အာဏာအား မတရားသိမ်းပိုက်ရန် ကြိုးပမ်းသည့်နောက်ပိုင်းတွင် ကရင်နီပြည်ရှိ ပြည်သူလူထုသည် စစ်ကောင်စီတပ်ဖွဲ့ဝင်များ၏ လူမဆန်သော ရက်စက်မှုများကို များစွာခံစားကြရပါသည်။ အပြစ်မဲ့ ပြည်သူလူထုကို မတရားဖမ်းဆီးသတ်ဖြတ်ပြီး အိုးအိမ်နှင့် ဘာသာရေးဆိုင်ရာ အဆောက်အဦးများကို ပစ်မှတ်ထား တိုက်ခိုက်ဖျက်စီးမှုများသည် လက်ခံနိုင်ဖွယ်ရာမရှိသော အကြမ်းဖက်မှုများဖြစ်သည်။
၆။ သို့ရာတွင် စစ်ကောင်စီ၏ မတရားအာဏာသိမ်းအုပ်ချုပ်ရန် ကြိုးပမ်းမှုကို ကရင်နီတမျိုးသားလုံးနှင့် ကရင်နီတော်လှန်ရေးအင်အားစုများမှ လက်မခံဘဲ ဆန့်ကျင်တော်လှန်နေကြသည်ကို မြင်တွေ့ရသည့်အတွက် များစွာဝမ်းမြောက်ဂုဏ်ယူရပါသည်။
၇။ စစ်အာဏာရှင်စနစ်ချုပ်ငြိမ်းရေး၊ ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေးနှင့် ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးအောင်ပွဲတို့ အမြန်ဆုံးရရှိနိုင်ရေးအတွက် အမျိုးသားညီညွတ်ရေးအစိုးရသည် ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးအင်အားစုများနှင့် လက်တွဲဆောင်ရွက်သွားမည် ဖြစ်ပါကြောင်း ကတိပြုလျက် (၇၄) နှစ်မြောက် ကရင်နီအမျိုးသားခုခံတော်လှန်ရေးနေ့အတွက် ဆုမွန်ကောင်းတောင်းရင်း ဤသဝဏ်လွှာကို ပေးပို့အပ်ပါသည်။..."

၂။ ပြည်ထောင်စုနှင့် ကရင်နီလူထုအတွက်လွတ်လပ်မှု၊ တန်းတူညီမှု၊ တရားမျှတမှု၊ ကိုယ်ပိုင်ပြဋ္ဌာန်းခွင့်နှင့် လူမျိုးစုအခွင့်အရေးတို့အတွက် ခေတ်အဆက်ဆက်၌တိုက်ပွဲဝင်ရင်း အသက်စွန့်ကာပေးဆပ်ခဲ့ကြသည့် ကရင်နီတိုင်းရင်းသားခေါင်းဆောင်များနှင့် သူရဲကောင်း အပေါင်းအား လေးစားစွာဖြင့်ဦးညွှတ်အလေးပြုအပ်ပါသည်။ စစ်အာဏာရှင်များအား အမြစ်ပြတ် တွန်းလှန်နေသည့် ယခုနွေဦးတော်လှန်ရေးတွင်လည်း ပြည်ထောင်စုတိုင်းရင်းသား အင်အားစု များနှင့်အတူ နိုင်ငံရေးနှင့်ခုခံတော်လှန်ရေးတို့တွင် ဦးဆောင်ကဏ္ဍမှ ပြတ်သားစွာပါဝင်နေသည့် အတွက် များစွာကျေးဇူးတင်ရှိပါကြောင်းနှင့် ဂုဏ်ယူလေးစားပါကြောင်း ဖော်ပြအပ်ပါသည်။

"Karenni National Progressive Party (KNPP) was formed
on the 2nd of May 1957, nine years after the beginning
of Karenni National Resistance, prompted by the
invasion of independent Karenni State by the Union of
Burma government in 1948. The party was formed in Ka
Thoe Kee village, Lerpwakho District of Karenni to
provide political leadership for the resistance.
At its inception, KNPP was led by a 9-member Central
Committee that included a chairman, a secretary, and 7
members as follow:
1. Htaw Blo - Chairman
2. Samuel - Secretary
3. Mu Day (Biba Moo) - Member
4. Gay Hsoe (Law Oo) - Member
5. Thawthi Poe (Mee Ei) - Member
6. Kyaw Naing - Member
7. Ta Eh Poe - Member
8. Htoe Kho - Member
9. Kah Poe - Alternate Member
Just 4 months after its founding, KNPP saw its first
crushing test when Chairman Htaw Blo was assassinated
by his own bodyguard on September 28. After Htaw
Blo's assassination, Saw Maw Raw was elected chairman
in January 1958. However, after just two months of
service, he defected to the Burmese government. His
successor Chairman Mee Ei was killed in a battle in
Kwah Kee village in March 1959. The Second National
Congress in 1959 elected Kyaw Naing (Poe Kyaw) as the
4th chairman of the party. Unfortunately, he was
captured by the Burmese government troops during a
trip in 1960.
That turbulent period was the first 3 years of KNPP's
shaky and tragic experience. Yet the party persevered.
New generations of leadership emerged to take the
party to the next level of resistance and political
leadership and build a resistance organization that
worked shoulder to shoulder with its allies of ethnic
resistance organizations and faced its enemies with solid
principles and deadly force.
Yet more tests were to come. Perhaps the harshest of it
all was the largest split within KNPP in 1978 caused by
ideological differences among the party's leadership.
The split rocked KNPP at its core and shook its
foundation. However, it did not fall. The party reflected
and rebuilt to become stronger. It has continued to lead
Karenni resistance through political and military means
towards the realization of Karenni people's selfdetermination
and freedom from oppression and
federal democracy for all in Burma. KNPP has also
provided important administrative services in education,
health, and defense sectors, to name a few, in areas
where the Burmese military juntas have tried to
destroy.
With unwavering principles in its armed struggle, KNPP
was never shy to engage in peace talks. It had joined
such talks in the 1960s, 1990s, and between 2012 to
2020 for bilateral and nationwide ceasefire, either
collectively with allies or unilaterally. However, KNPP
would not take any offer of superficial peace as a
solution for the deep-rooted political problems in
Burma. As such, the Karenni resistance continues.
The 2021 coup ironically granted a new and rare
opportunity for KNPP to work with not only the Karenni
people statewide but also with various ethnicities and
groups across Burma to uproot the evil dictatorship
once and for all. KNPP takes this opportunity very
seriously by engaging all stakeholders domestically and
internationally on all fronts including humanitarian,
political, diplomatic, and military fronts. With the
mandate granted by the 14th Congress of KNPP in 2022,
the new leadership will continue the fight to uproot any
form of dictatorship and built a federal democratic
union together with the people..."

"Intro:
In three short months, the situation on the ground in Karenni state continues to
deteriorate at an alarming rate. The Burmese military is intensifying its attack under
the pretense of eliminating any and all opposition, such as the local ethnic armed
organizations (EAO) and the Karenni Defense Force, or associates with ties to the
exiled civilian government, the National Unity Government. However, unarmed
civilians have become one of the top targets of the Burmese military. About 200,000
civilians are displaced, which is more than 1/3 of the state’s estimated 300,000
population. About 200 Karenni have been killed by the Burmese military since the
start of the coup. As junta forces continue to attack villages and cities, their campaign
has expanded to include internally displaced person (IDP) camps. Assaults on IDP
camps force constant movement of IDPs in the state, as well as a significant number of
displaced to flee to neighboring states and regions. Due to the junta’s blocking of
humanitarian aid, IDPs in Karenni state are forced to face starvation and, ultimately,
death as access to food, clean water, medicines, and other necessary supplies continue
to dwindle. This is not a problem that will solve itself with the current noninterference policy most countries are adopting. The Burmese junta is systematically
killing the Karenni people in order to maintain control of an already precarious
situation.
For this quarterly briefer report, the Karenni Human Rights Group (KnHRG)
painstakingly collected the raw data found in Tables 1.1 through 3.4 to present
accurate information that is typically distorted by the Burmese junta in order to hide
their criminal activity.
Human Rights Violations
In order to take and maintain control of the country,
the Burmese military is intensifying their attacks on
civilians, including the Karenni people. It has become
clear that the Burmese junta aims to remove opposition
in Karenni state by any means necessary with complete
and utter disregard to the safety and security of the
Karenni. Over the last three months, 52 Karenni were
killed. As indicated in the data, many Karenni were
killed due to mortar shells and airstrikes, but the
majority were arbitrarily arrested and detained before
they were ultimately killed by the Burmese military.
Arrested, Detained, & Missing: There are a total of 42
Karenni that are documented as arrested, detained,
and/or missing after detention. In January alone, there
were 21 Karenni detained and/or missing. According to
reports, there were eight Karenni taken from Loikaw
and three taken from Six Mile village. Junta forces also
targeted traveling Karenni. As civilians flee from their
homes, there is a noticeable migration of Karenni IDPs
to southern Shan state. At least eight Karenni civilians
were reported to be taken as they traveled from Loikaw and/or missing. At least 10 were taken from Warree Su Palain Village. Again, the junta
forces targeted traveling Karenni. Four were taken while traveling to Hoe Pon village,
southern Shan state and two were reportedly taken after returning home to Zee Phye
Gone after staying in an IDP camp (Table 2.1). During the month of March, the
number of detained and/or missing decreased tremendously with only five Karenni
reportedly taken by junta forces (Table 3.1).
Arrested, Tortured, & Killed: While the previous section discussed the number of
Karenni that were arrested, detained, and/or missing, this section will look at
confirmed number of Karenni that were arrested, tortured, and killed by junta forces.
Almost half of the 52 Karenni killed during the 3-
month period were first arbitrarily arrested and
detained by Burmese troops. Upon discovery of
the bodies, evidence of torture was clearly visible.
The junta denied use of any kind of torture
during the victims’ detention. At least 1/3 of the
30 total number of deaths in January were
arrested, tortured, and killed (Table 1.2). In
February, four Karenni were reported to be
arrested and detained by junta forces in Six Mile
village, Deemaw Soe township and Warree Su
Palain village in Phe Khone township (Table 2.2).
These four Karenni were subsequently killed. In
March, nine Karenni were arrested and detained
in Six Mile village and Sin Taung village in
Deemaw Soe Township and Nan Pae village in
Bawlake township. Just like the four cases in
February, the nine Karenni were killed by junta
forces during their detainment (Table 3.2).
Mortar Shells and Airstrikes: Since the beginning of the year, junta forces have been
firing hundreds of shells every day. Shelling has reached at least 5km outside of
conflict zones forcing thousands to flee from their homes in neighboring areas. Over a
three-month period, about 1/4 of those who died were killed by mortar shells. At least
eight were killed by mortar shells launched during armed conflict in Loikaw during
January (Table 1.2). Another 10 were reportedly injured. In March, three children, one
woman, and one elderly woman were killed by mortar shells in Lah Htun village in
Loikaw Township and Daw Taw Kue village in Deemaw Soe Township. The usage of
mortar shells also prevents local civilians from accessing emergency healthcare. Four
elderly women died of heart attacks when shelling was launched near their homes
(Table 3.2).
As junta forces continue their assault on the Karenni people, the military is also
including airstrikes in its arsenal. The junta suffered huge losses with its ground
troops due to the armed conflict with local anti-junta opposition. To offset these
losses, the junta is supplementing their attacks with airstrikes to effectively eliminate
the PDF and local EAOs; however, the Karenni people are also suffering from the
onslaught of airstrikes. From January to March, more than 1/8 of Karenni killed were
killed by airstrikes. In January, five Karenni were killed, including two young females
(Table 1.2).
In February, Karenni civilians were targeted by airstrikes three times. From these
airstrikes, two Karenni were killed in Sele Done village in Deemaw Soe Township
(Table 2.2). The number of airstrikes increased in March to five reported airstrikes
targeting civilian areas. Fortunately, there were no recorded deaths linked to these
attacks.
Outliers (Shot/Killed, Killed/Burned, Unidentifiable): While the majority of Karenni
were killed while detained or from mortar shells and airstrikes launched by junta
forces, there were Karenni killed that fell outside the common documentation. In
January, three bodies of Karenni were discovered; however, the cause of death is
unidentifiable (Table 1.2). Even though the cause of death cannot be confirmed, it is
believed that the Burmese military is responsible for the deaths of the three Karenni.
In February, there were two confirmed kills by the junta forces in Daw Mukla village
in Loikaw township. Using a favorite tactic in efforts to remove evidence, the Burmese
troops then burned the bodies of the two Karenni (Table 2.2). The last unique death
was the killing of a young female in Mine Long Ward in Loikaw City. She was shot and
killed by Burmese troops in March (Table 3.2).
Destruction of Property
Since the beginning of the year, the Burmese military has been systematically
destroying entire villages and homes in order to drive the Karenni people out. In three
months, KnHRG documented a total of 348 structures that were burned or sustained
damage, of which more than half were burned to the ground. In January, a total of 85
structures were burned or sustained damage in Karenni state. More than half of the
documented structures in January were burned to the ground. Two religious buildings
were included in the total number for January. Both religious buildings were shelled
by the Burmese military, but only one was documented as burned to the ground
(Table 1.4).
In February, there were a total of 80 structures that
were reported as burned or sustained damage. A
significant amount, an estimated 75%, of structures
were intentionally burned to the ground by junta
forces in Warree Su Palain village, Wee Thel Ku
village, and Six Mile village in Deemaw Soe Township.
Two religious buildings were reportedly damaged by
shells launched by the Burmese troops (Table 2.4).
There was a significant increase of structures that
were burned or damaged by junta forces in March. A
total of 183 structures were documented by KnHRG
as burned or sustained damage. While almost half of
the total structures were intentionally burned down
by Burmese troops, they targeted several locations: Ce
Lie Done village, Pue Par village, Tay Hsoe Leh
village, Twe Due Bilar village, Hsaung Dular Ywe Tit
village, Sin Taung village, and Five Mile village in
Deemaw Soe Township as well as Nan Pae village in
Bawlake Township. Four religious buildings were
damaged by mortar shells and airstrikes, as well as
one health clinic damaged by mortar shells launched
by the Burmese military (Table 3.4)..."

"On this auspicious occasion of Karenni New Year Day, I wish all my fellow Karenni good
health and prosperity.
The Karenni people had resided independently and peacefully in Karenni state for over
2000 years since BC 739 after we departed Gobi Desert region of what is now Mongolia. However,
since the fall of our independence after the invasion and annexation of Karenni state by the
Burmese government in 1948, we have waged an armed resistance to regain our lost selfdetermination.
Although we have engaged in negotiations with successive Burmese governments to find
solutions for national, political, social, and economic problems, our efforts have not been
successful. To make matters worse, since the military coup on February 1, 2021, Karenni people
have endured various sufferings and inhumane treatments by the coup junta.
As such, the time now is of utmost importance for all of Karenni people to fight for our
self-determination and to uproot all forms of dictatorship. It is time for all Karenni people to be
alert for our national and political cause. We must actively participate in our national struggle
from wherever we are and in whichever role we can. While upholding our patriotism, we must
preserve and promote our languages, literatures, and cultures.
Finally, I would like to urge all Karenni people to strive for Karenni's self-determination
with renewed energy garnered from the new year.
May you all have a blessed new year..."

"Today, I want to send my heartfelt wishes to my Karenni brothers and sisters on their New Year Day,
which falls on 1st day of Tagoo. Karenni New Year Day is celebrated with Kay Htoe Boe festival, a
traditional festival held and celebrated by all tribes in Karenni state. During the celebration, a tree is
cut off and carved into totem pole, painted and decorated with traditional symbols representing
Karenni culture. The festival is usually followed by dance competitions, costume contests and other
entertainment programs.
Just like all of Myanmar's many ethnicities, the Karenni people are also suffering from oppression
and crimes committed by the military over decades, resulting in waves of refugees fleeing to border
camps in Thailand. Karenni new year celebrations were not permitted in the cities until 2014 after
the KNPP signed the NCA with the military. But even that tenuous peace was not to last long, and
coup last year showed us. The atrocities by the military have continued and since the coup, hundreds
of innocent Karenni ethnic people have been killed by the military. And recently, more and more
offensive attacks and air strikes have been launched by the military in Karenni state, often targeting
civilian settlements and IDP camps. Villages and cities have been destroyed, causing more people to
flee to the jungles. Those who weren't able to flee were mercilessly gunned down or burned alive by
the fascist army.
It is tradition in the celebration of Karenni New Year to ask for blessings of well-being, wealth, peace
and prosperity in life. Instead, our Karenni people are fleeing to the jungles, their homes and
livelihoods destroyed from the inhuman acts by the military. My only wish for this new year is that
this will be the last year our country is under this fascist regime and all of us will be able to celebrate
our new year festivities in our own ways freely. We must stay united to achieve our shared goal of a
free and true federal democracy, where a better tomorrow awaits us..."

"SAC terrorist Force launched offensive from 6 mile, 5 miles and Htolwebila in Demoso to Ngwe Taung Ywar Thit in Phruso township. SAC sent convoy consist of 40 vehicles from Shan state to karenni state, reinforce in Demoso township.
Karenni Coliation Forces continuously carried out Guerrilla attacks on SAC force encompassed on mountains and hills in vicinity of Htolwebelar and Ngwe Taung Ywar Thit inDemoso.
On March 24, Fight escalated between Karenni coalition forces and SAC terrorist force encompassed in Htolwebela village. SAC terrorist force burnt down (6) houses in Htolwebelar village.
Moreover, KNDF launched guerrilla attack on SAC force advancing to Ngwe Taung Ywar Thit in Pruso townships. The fight was intensified and SAC force incurred heavy causalities.
Early Morning on March 25, KNDF attacked SAC force stationed on hill near Lin Phon Lay Village. KNDF occupied the hill as SAC forces retreat and abandon their post during the attack.
In the evening of that day after 4 pm, there were two clashes between Karenni Coalition Forces and SAC force advancing form Daw Poe Ci, 5 mile and 6 Mile to Bathalein. Five houses were burnt down by SAC forces in 5 Mile.
Two attacks were carried out by Karenni Coalition forces on SAC’s infantry Battallion ( Kha Ma Ya – 428 ) in Pruso on March 26 and 27. The Fight last for about an hour in each attack, SAC incurred heavy casualties.
On March 26 at (8:00) pm, KNDF attaked on (Kha Ma Yan – 422) based in Moe Bye, killing five SAC soldiers.
Early morning at (6:00) am on March 27, Karenni Army and KNDF carried out attack on SAC force stationed in Khone Thar, Demoso. Six SAC soldiers were killed in the attack. Another attack was conducted on No. (14) Military Training School in Pruso on March 27, Killing two SAC soldiers.
On March 28, KNDF attacked SAC force in Daw Nang Khar, Demoso. two soldiers including an officer of SAC were killed. Two elderlies were injured in Daw Taw Ku village in Demoso, by SAC force’ shelling the village around 16:00 pm on March 28.
On March 30, KNDF and the People's Defense alliances Forces jointly attacked SAC’s infantry Battalion (Kha Ma Yah - 428) in Pruso Township. Eight soldiers, including an officer of SAC were killed in the attack.
On March 24, A comrade from KNDF B15 was killed during the battle of Ngwe Taung Ywar Thit. The KNDF pays tribute to the fallen comrade as a martyr..."

"၁။ ယနေ့ကျရောက်သော ၂၇၆၁ ခုနှစ်မြောက် ကရင်နီအမျိုးသားနှစ်သစ်ကူးနေ့တွင် ကရင်နီလူမျိုးများအပါ အဝင် ပြည်ထောင်စုမြန်မာနိုင်ငံသူနိုင်ငံသားအပေါင်း ကိုယ်စိတ်နှစ်ဖြာကျန်းမာလုံခြုံကြပါစေကြောင်း ဆုမွန်ကောင်း တောင်းရင်း နှုတ်ခွန်းဆက်သအပ်ပါသည်။
၂။ ကရင်နီလူမျိုးများသည် ခရစ်တော်မပေါ်မီ ဘီစီ ၇၃၉ ခုနှစ်တွင် ယနေ့ခေတ် မွန်ဂိုလီးယားနိုင်ငံ၊ ဂိုဘီ သဲကန္တာရဟု ခေါ်တွင်ရာနေရာဒေသမှနေ၍ တောင်ဘက် ရေကြည်ရာ မြက်နုရာအရပ်ဒေသသို့ တဖြေးဖြေး ရွှေ့ပြောင်းလာခဲ့ပြီး၊ ယနေ့ခေတ် ကရင်နီပြည်၊ ဒီးမောဆိုဒေသသို့ရောက်ရှိကာ ကရင်နီပြည်ကိုတည်ထောင် နေထိုင်ခဲ့ကြသည်ဟု ယုံကြည်ကြသည်။ မူလနေထိုင်ရာ ဂိုဘီသဲကန္တာရမှ စတင်ထွက်ခွာလာခဲ့သည့်နှစ်ကို အစွဲပြု၍ ရေတွက်သော ကရင်နီသက္ကရာဇ်သည် ယခုအခါ ၂၇၆၁ ခုနှစ်မြောက်ရောက်ရှိခဲ့ပြီဖြစ်သည်။
၃။ ၁၉၅၂ ခုနှစ်တွင် ကရင်နီလ လဲဟျာ (၁) ရက်နေ့ကို ကရင်နီတစ်မျိုးသားလုံး၏ နှစ်သစ်ကူးနေ့ရက်အဖြစ် သတ်မှတ်ခဲ့ကြပြီး၊ ယင်းနေ့တွင် စကြဝဠာ၊ ကမ္ဘာလောကနှင့် လူသားကိုဖန်ဆင်းအုပ်စိုးသောဘုရား (ကရင်နီ ဘာသာစကားဖြင့် ဘျာစယ်ဒုဖီးသူးလုမိုး) ၏ ဂုဏ်ကျေးဇူးကိုသတိရအောက်မေ့ကာ ကျေးဇူးတော်ချီးမွှမ်းခြင်း နှင့် လာမည့်နှစ်အတွက် ဆက်လက်စောင့်ရှောက်ကူညီပေးရန်ဆုတောင်းခြင်းများပြုလုပ်လေ့ရှိကြသည်။
၄။ ယခုအခါ အာဏာသိမ်းစစ်ကောင်စီ၏ လူမဆန်သောလုပ်ရပ်များကြောင့် ကရင်နီပြည်နယ်တစ်ခုလုံး စစ် တလင်းပြင်ကဲ့သို့ဖြစ်နေရပြီး၊ ပြည်နယ်တွင်းရှိ လူဦးရေတစ်သိန်းနီးပါးသည် ပြည်တွင်းနှင့် အိမ်နီးချင်းထိုင်း နိုင်ငံထဲသို့ နေရပ်စွန့်ခွာထွက်ပြေးတိမ်းရှောင်နေကြရလျှက်ရှိသည်။ ထို့ပြင် အာဏာသိမ်းစစ်ကောင်စီတပ်ဖွဲ့ ဝင်များက အပြစ်မဲ့ပြည်သူများအား ဖမ်းဆီးသတ်ဖြတ်ခြင်း၊ ခရစ်ယာန်ဘုရားကျောင်းများအပါအဝင် ဘာသာ ရေးအဆောက်အဦများနှင့် နေအိမ်များအားမီးရှို့ဖျက်ဆီးခြင်းများပြုလုပ်လျှက်ရှိနေသည်။

"1. The 14th Congress o f the Karenni National Progressive Party was convened on the 27th of
December 2021 and successfully concluded on the 30th o f December 2021.
2. At the Congress, the four-year reports o f the Party and government work implementation as
well as interim Party's affairs of 13th Party Congress were submitted and approved.
Furthermore, the Party's constitution and government procedure were reviewed and
amended. Future work plans were also discussed and laid down.
3. Discussion on cooperation with fellow Ethnic Armed Organizations, the National Unity
Government, Karenni National Defense Forces, and political parties to end military
dictatorship and all forms of dictatorship during the interim period, as well a s collectively
striving together with other stakeholders for building up a future federal democratic union

"Almost 30 civilians in Kayah State have been detained recently by the Myanmar military on suspicion of anti-regime activities, the Karenni Human Rights Group (KHRG) told The Irrawaddy.
26 people were arrested between August 27 and September 12 in Demoso and Loikaw townships. Military tensions are running high between junta troops and Karenni resistance forces in those areas, according to the KHRG, an independent civil society organization that monitors the human rights situation in Kayah State for the United Nations and international human rights agencies.
On September 9, four timber truck drivers were detained in Demoso. Prior to that, 12 farmers were arrested in Tee Lon village in Loikaw, according to Ko Banyar of the KHRG. Another five men were detained in Loikaw after junta forces found anti-regime photos on their phones.
A photo widely circulated on social media recently shows two teenage boys making a three-finger salute – a sign of opposition to military rule – with their hands tied and the rope being held by a man in Myanmar military uniform who was sitting beside them.
Reports said that the photo was taken before the teenagers were shot dead by junta troops. However, the two were later identified as 14 and 15 year-olds from Demoso who were subsequently sent to a junta interrogation center, said Demoso residents.
In August, regime troops detained seven men, including a 15-year-old, in Demoso, and eight villagers including a woman in Hpruso. Four men, including the 15-year-old, were released in the first week of September. The others are believed to still be under detention.
The KHRG reported that junta troops had tortured detained civilians and also used them as human shields when travelling in conflict zones.
Military regime spokesman Major General Zaw Min Tun denied arresting civilians in Kayah State.
“We haven’t arrested anyone who is not a member of a People’s Defense Force (PDF). We have only arrested those who were involved in clashes. We don’t arrest people if we have no evidence. All those who were detained were caught along with weapons and ammunition. There might have been interrogations [of civilians]. But it is done for security,” said the regime spokesman.
Kayah State is largely stable except in certain villages that are rebelling, added Maj. Gen. Zaw Min Tun.
Karenni resistance forces from the Karenni Army, the Karenni Nationalities Defense Force and local PDF’s have been fighting regime troops in Demoso and Loikaw since late May. Clashes intensified after the parallel National Unity Government declared a nationwide war against the junta on September 7.
Fighting broke out on the evening of September 7 between local resistance forces and junta soldiers stationed in Daw Poe Si village at the border of Demoso and Loikaw townships. Six houses in 5th Mile and 6th Mile villages burned down after junta forces fired artillery following the clash, forcing residents to flee their homes.
Clashes have ceased since September 12, but locals are not yet returning to their homes as military tensions remain high in the area. Junta troops have been making surprise checks on travellers in Loikaw and Demoso, as well as detaining and beating suspects, said a displaced woman from Ngwe Taung Village.
“Men are checked more especially. Previously, they only asked you where you are going and what you are going to do. But now they are asking your name, your ID number, phone number, and they note down your motorbike or car number plate. They even check the gallery and contacts on your phone. You can get arrested if they find a photo that they think is suspicious. So many people are not returning to their villages. The checks and inspections are quite tight,” she said.
Kayah State has a population of over 280,000 people, according to 2019 statistics, and half of them have been displaced by the recent fighting in the state, the Karenni State Consultative Council told The Irrawaddy..."

Today is the 73rd Anniversary o f Karenni Martyrs’ Day. Every year on this day, we
gather to honor and remember our fallen heroes. It is an auspicious day to commemorate the
brutal killing o f Karenni resistance leader and chairman o f Karenni National Organization Gobi
Turee by the Anti-Fascist People's Freedom League government o f the newly independent
Burma on September 8, 1948.
Seventy three years have passed but we cannot forget. On this day we remember a ll o f
our martyrs who have given their lives - from the beginning o f Karenni resistance to regain
our independence from the expansionist Anti-Fascist People' s Freedom League government to
the current struggle for equality, democracy, and self-determination. We remember the
countless Karenni who have sacrificed in so many ways along with our resistance fighters for
the liberation o f Karenni people throughout the course o f our struggle.
But a mere remembrance will not do our martyrs and their sacrifices justice. As long as
we are still denied to possess our righteous and fundamental rights that our martyrs have paid
for in blood, we must continue the fight and fulfill their dreams. In light o f the current political
unfolding in Burma, all Karenni must particularly unite to uproot all forms o f dictatorship and
earn our political dreams. Our unity must be unbreakable for the sake o f our long term national
and state’s interests.
Though our fight may have started as a fight to regain our independence and selfdetermination,
the Karenni struggle was never solely for Karenni. Generation after generation,
we have w'orked with our fellow oppressed nationalities in Burma for democracy, equality, and
self-determination for all. As such, we must capitalize on the strong political and revolutionary
spirits we arc witnessing nationwide and step up our fight to liberate Burma from tyranny.
An oppressive system may make unity hard to achieve. Unity may be a thing easier said
than done. However, if we stand on the values that all human beings are free and equal, and
pursue a just political cause, we will overcome the challenges posed by disunity. We will be
able to withstand the harsh conditions and punishing tests o f a resistance, and come out
victorious. And we will do so all by the strength o f unity.
In a resistance struggle for liberation, we all may have sacrificed more or less. But no
sacrifice is greater and more honorable than those made by our fallen. Therefore, let us honor
our martyrs with our dedication and hard work from w herever we are and whatever role w e are
in. Only then will we be able to prove our work worthy o f the blood our heroes shed. This
resistance journey has been long. But one day we will reach our destination. And on that day,
we will cmbrace what is righteously ours; build a new, peaceful, and harmonious union with
all nationalities across the nation; and fulfill the dreams o f our martyrs.

"The ethnic Karenni Army (KA) marked the 73rd anniversary of its founding Tuesday vowing to “fight to the end” to rid Myanmar of its military dictatorship and create a federal union with like-minded groups in the multi-ethnic country.
The KA is one of at least 16 ethnic armed organizations thought to be active in Myanmar, a country of 54 million people with 135 official ethnic groups. The insurgent groups control territory along Myanmar’s borders with Bangladesh, China, India, and Thailand. Their histories – and grievances with the national military – stretch back to when the then Burma gained independence from British colonial rule in 1948.
“We were once a separate state but came under the rule of Burmese dictators,” KA leader Col. Phone Naing told a ceremony in in territory in Kayah state it controls along the border with Thailand, referring to the junta that has led Myanmar for nearly 50 of the country’s 73 years of independence.
“Under their rule, everyone knows how we have suffered bullying and oppression. The world knows. The reason for the formation of KA was to free ourselves from that situation and live in peace.”
Phone Naing said that the Karenni had always been able to overcome military invaders in the past and would do so again with the current junta, which seized power from Aung San Suu Kyi’s democratically elected National League for Democracy (NLD) government in a Feb. 1 coup.
The KA, the armed wing of the Karenni National Progressive Party (KNPP) with a force estimated at 1,500 troops, was joined by representatives of KA allied groups and members of the anti-junta Civil Disobedience Movement (CDM).
The KNPP urged its military wing to stay dedicated to the goal of forming a federal democratic union in Myanmar along with allied groups.
Collaboration between anti-junta movements made up of ethnic majority Bamars and longstanding ethnic armies, including military training in remote regions, has enabled opponents of the military regime to inflict casualties on better armed junta troops and sustain opposition to the coup, analysts say.
Speaking to RFA’s Myanmar Service after Tuesday’s ceremony, a CDM police officer who joined the KA after the Feb. 1 coup said nothing would deter the ethnic army from its fight against the military regime.
“For more than 70 years, we have been fighting to regain a Karenni state,” said the officer, speaking on condition of anonymity.
“Together with the Karenni people, we will fight together to the end.”
A young KA soldier told RFA that a federal union is the only way to ensure adequate representation for Myanmar’s many indigenous groups.
“Only through such a system would we be able to protect our basic rights and achieve equality,” he said.
“We have made our decision to fight until the end to get rid of the military dictatorship.”
Peace efforts
The KNPP signed a regional state-level ceasefire agreement on March 7, 2012 under previous President Thein Sein’s military-affiliated civilian government, but has yet to sign the Nationwide Ceasefire Agreement (NCA) that 10 other ethnic parties have signed beginning in 2015.
The 10 rebel groups that signed the NCA suggested in June that the deal—inked in the presence of international observers and Myanmar’s highest legislature—remains in place, despite an already flailing peace process that was all but destroyed by the unpopular junta’s coup. However, they say they will not pursue talks with the military, which they view as having stolen power from the country’s democratically elected government.
Kayah state was relatively free of fighting until late May, when the military launched an offensive in the region. There are now daily clashes between junta troops and Karenni forces in the state’s Demawso, Phrusoe and Mobye townships, as well as in Phekone township on the border with southern Shan state.
An activist who declined to be named for safety reasons recently told RFA that around 1,000 refugees have fled to Karenni refugee camps on the border with Thailand since the last round of largescale clashes in the region, although he said that many more are living with close relatives or in the jungle to avoid the fighting.
“There are a lot of people left in the jungles since the last big clashes,” he said, adding that many are living in makeshift camps there because they “don’t dare return home.”
“Others have no home to return to. Some are staying in the forests because their families are separated. Some did not return because their loved ones were killed during the fighting.”
RFA has documented that more than 170,000 people have been displaced by fighting in Kayah state in the more than six months since the coup.
They join more than 500,000 refugees from decades of conflict between the military and ethnic armies who were already counted as IDPs at the end of 2020, according to the Internal Displacement Monitoring Center, a Norwegian NGO.
The junta says a landslide victory by the NLD in the country’s November 2020 general election was the result of voter fraud, but has yet to provide evidence of its claims and has violently repressed widespread protests, killing 999 people and arresting 5,712 since the coup, according to the Bangkok-based Assistance Association for Political Prisoners (AAPP).
Amid nationwide turmoil, the military has stepped up offensives in remote parts of the country that have led to fierce battles with several local militias..."

resistance struggle for 73 years, sacrificing so much along the way. Numerous members of our
armed forces, leaders, and Civilians have given their lives in the struggle. We must honor their
sacrifices because liberation is paid in blood in a national resistance that faces great challenges.
Currently. Burma is fa c ing a political crisis that was doubled down by the Covid-19
pandemic, which has spread nationwide. In Karenni State, the junta that has seized powers is
terrorizing the people with acts of arbitrary arrests and killings, and destructions of properties
including religious buildings. These crimes are unacceptable to Karenni people. As such. Karenni
National Progressive Party and members of Karenni national resistance have fully stood with the
people and fought along side them
Karenni National Progressive Party alone cannot win this struggle to reclaim Karenni selfdetermination

"The number of documented human rights abuses in northern Shan State has increased dramatically over the past three months compared to the first quarter of the year, according to the Ta’ang Women’s Organization (TWO).
The group, which based its data on reported cases of human rights abuses committed by armed groups active in predominantly ethnic Ta’ang areas, said there were 70 abuses reported from July to September, out of a total of 80 cases in the entire first half of the year.
“The abuses include people who were killed by shelling of villages, death and injuries caused by landmines, and forcing civilians to act as porters. "John Bosco is like any 23-year-old who dreams of good education and a career, and who likes to read, use the internet, and play football. Unlike many young people, however, John?s life is confined within the fences of Ban Mai Nai Soi refugee camp in Thailand. John is ethnic Karenni and comes from a big family in a rural village with no access to electricity or water. Although John grew up under militarization and afraid of ?the sounds of guns shooting and bombs exploding,” his main priority was education. John?s family wanted him to have a better life and a future, and they sent him to the Ban Mai Nai Soi refugee camp in 2009. He hasn?t been able to see his family since. In the camp, John says that restrictions on movement and travel are increasing hand in hand with decreasing aid. Like so many others, John is now trapped in one of the most isolated refugee camps in Thailand, which remains out of the electricity grid and is surrounded by landmines. John still considers himself lucky; he doesn?t have to worry about repatriation as much as the many others who have no family in Burma and no place to go."

"This paper examines the resettlement of refugees from Burma/Myanmar to the United
States, by focusing on the refugee experience. The ethnographic description of the
resettlement process reveals how refugees, by establishing a transnational ?Myanmar”
community in the United States, manifested a nationalism that was hitherto believed to be
impossible.
Building a nation-state in Burma/Myanmar has been a controversial issue since the
nation?s independence from the British in 1948. Callahan argues that the process of state
building in Burma has focused on warfare and violence by the state. After independence,
the national army or Tatmadaw regarded citizens as potential enemies, and conducted
various anti-insurgency campaigns. Her argument richly elucidates the state-building
process in Burma/Myanmar. However, though the Nation and the State are inseparable, her
arguments exclude the nation-building process. This paper explores one aspect of
belonging to the nation of ?Myanmar.”
While state building is one of the most important tasks for a country following ethnic
conflict, it is often analyzed only within the context of resistance movements, such as
?Burmanization” by the government or resistance movements against it. Hence, the possibilities for actual nation building have not yet been explored. The experiences of
refugees outside the country offer a new and useful perspective for such a discussion.
Refugees may no longer legally belong to their country of origin, yet their existence
expresses the core essence of the nation they come from.
The case study dealt with in this paper focuses on Karenni refugees from the Kayah
State, which is the smallest state in Burma. In the Kayah State, the Karenni National
Progressive Party (KNPP) has been resisting the Burmese ruling military junta for more
than 60 years, seeking either autonomy or independence from the state. The KNPP
strategically have used the word ?Karenni” as an umbrella term that includes all ethnic
groups in Kayah State, in order to resist the Burma-centric state. The ex-chairman of the
KNPP, namely Khu Hte Bu Pe, invented a ?Karenni” script for the sake of the core spirit of
his nation. Two refugee camps in Thailand were centers of KNPP politics in order to
construct the ?Karenni”, and ?Karenni” has been an anti-state term, with its use being
prohibited inside Burma by the junta. The category of ?Karenni” or ?Karenni” identity was
constructed as a refugee concept in Thailand. This paper discusses the further transnational
spread of ?Karenni” through the resettlement of refugees to a third country, while also
considering the meaning of Burma and Myanmar for those resettled refugees..."

Executive Summary: "The people of Karenni State are living ghosts. Their daily survival is an
achievement; however, it also signifies their further descent into poverty and a
spiralling system of repression. Whilst this report documents the deteriorating
situation in Karenni State over the past six years, this is nothing new for the
ethnically diverse population of this geographically small area. They have been
living in a protracted conflict zone for over 50 years with no respite from decades
of low-intensity conflict and frequent human rights abuses. All the while both
State and Non-State actors have marginalised the grassroots communities? voices,
contributing to the militarisation of their communities and societies.
Burmese soldiers oppress Karenni villagers on a daily basis. Villagers are isolated
from members of their own communities, and other ethnic groups; they report
daily to local Burmese troops about Karenni National Progressive Party (KNPP)
troop movements and other activities in their areas; community members spy on
one another, reporting back to the State Peace and Development Council (SPDC);
and they are punished by the SPDC in retaliation for the actions of the KNPP. All
of these strategies create an environment of fear and mistrust between ethnic
groups, communities, and even family members. These tactics successfully
oppress the villagers, as they are too fearful and busy to think beyond daily survival.
Further exacerbating the situation is the fact that villagers face oppression not
only from the Burmese army, but also ceasefire groups and the KNPP. Soldiers
from both the KNPP and ceasefire groups physically maltreat villagers and
undermine their livelihoods. While these occurrences are certainly less frequent
and less severe than similar acts by the SPDC, they still oppress the civilian
population and undermine their ability and capacity to survive.
Additionally the presence of many different actors has resulted in the militarisation
of Karenni State. Thousands of landmines have been indiscriminately planted
throughout the state, without adequate mapping or markings to minimise civilian
causalities. The SPDC, ceasefire groups and the KNPP all recruit and have
child soldiers in their armies. The Burmese army has the largest number of child
soldiers anywhere in the world, and approximately 20 per cent of the KNPP?s
troops are under 18 (the minimum age for recruitment into the armed forces
under Burma?s national law). The increased militarisation of Karenni State has
resulted in increases in human rights abuses.
However villagers are staging their own non-violent resistance movement. They
have developed and implemented a number of early warning systems and
household and village-wide risk management strategies so as to minimise the
impact of the SPDC and other armed groups violence and abuses. These
resistance strategies have become the biggest threat to local and regional
authorities; consequently the villagers are increasingly becoming the targets of
hostilities from the Burmese army.
Most people in Karenni State rely on agriculture as their primary source of income
and are living a subsistence existence. Despite the villagers? best efforts to secure
their livelihoods, their ability and capacity to do so is constantly undermined by
the SPDC and, to a lesser extent, ceasefire groups and the KNPP via crop
procurement, forced production of dry season crops, arbitrary taxation and fines,
theft and destruction of property and food, forced labour and land confiscation.
This is further exacerbated by the drought that has been occurring in Karenni
State for the past decade, which affects crop yields. When coupled with
skyrocketing commodity prices, villagers? ability to ebb out a living is further eroded
– to the point of impossibility in some cases.
The abject poverty in Karenni State prevents villagers from accessing basic health
and education services. Whilst the SPDC claims to provide free health care and
education, in reality this does not occur. Health and education services provided
by the state are extremely expensive and are well-below international standards.
As a result, for most people education and medical treatment becomes a luxury
they simply cannot afford.
As a result of poverty some villagers are turning to illegal activities in order to
survive - mainly poppy production. In Karenni State there are two areas where
villagers are growing poppies with the permission of ceasefire groups. Farmers
can earn a significantly higher monetary return on their poppy yields than for
other crops using the same quantity of land. Poppy growers can earn up to
300,000 Kyat per 1.5 kilogram package of raw opium they produce (a 1.5 kilogram
package of raw opium can be produced in four months). A teacher supported by
the SPDC would have to work for 60 months in order to earn the same amount.
Additionally amphetamine type stimulants (ATS) are being produced in Karenni
State. Three factories producing ATS in Karenni State have been identified, again
in areas controlled by ceasefire groups; however as it is difficult to distinguish
between factories and ordinary dwellings it is possible that there are many other
ATS factories in Karenni State that have not been identified. Each factory can
produce between 250,000 and 300,000 pills per month. From the three known
factories in Karenni State between 9 million and 10.8 million ATS pills are being
produced and released into the international drug market each year.
Today over a quarter of the population in Karenni State have been forced from
their homes as a direct result of the actions of the Burmese military junta. Between
70 and 80 per cent of those displaced are women and children. Displacement
has increased 42 per cent since 2002 and represents eight per cent of the total
population in Karenni State. Karenni State has the highest level of displacement
to population ratio in all of eastern Burma. When similar comparisons are made
to the five countries with the largest displaced populations in the world (Sudan,
Colombia, Uganda, Iraq and the Democratic Republic of Congo) the percentage
of displaced persons in Karenni State is alarmingly higher. Over 12 per cent of
Sudan?s population is displaced – less than half that of Karenni State.
Internally displaced persons (IDPs) in eastern Burma receive very little assistance,
if any at all, primarily due to the policies of the SPDC, which severely restrict
humanitarian agencies accessing these vulnerable populations. The SPDC
deems IDPs as enemies of the state and implements a shoot on sight policy,
which includes children and the elderly. IDPs are vulnerable to human rights
abuses, exploitation and violence from the
SPDC, as well as food shortages and have
severely limited access to education and
health care services.
The most pressing need of the people and
the IDP population is physical security. Most
people have the capacity to earn a livelihood
mitigating food shortages, to educate their
children, establish a medical clinic and
develop their communities; however, they
lack the security necessary to do so. There
are humanitarian organisations working in
Karenni State, including local community
based organisations (CBOs), nongovernmental
organisations (NGOs) and
international agencies such as the United
Nations Development Programme. Despite
this presence the humanitarian situation in
Karenni State continues to deteriorate and
people are finding themselves slipping further and further into the poverty abyss
– with no foreseeable escape.
The impacts from the situation in Karenni State are not confined to the State?s
boundaries - they spill over into other states and divisions in Burma and also
across international borders, especially into Thailand. These spill over effects

"The context of this dissertation is the conflict-ridden attempt in Burma to
create a unitary nation state, also the parallel attempt by the Karenni political
opposition, based in refugee camps in Thailand, to create a viable nation-inopposition
from the many Karenni ethnolinguistic groups. New data is
presented on language use at public sites in one of the two Thailand-based
Karenni refugee camps, where 11 languages are in daily use. Observations at
schools, public meetings, acts of worship and shops, and exit interviews at
clinics, show that public language use is dominated by the use of Karenni
(Kayah), Burmese and English, with lesser-used community languages in a
state of critical decline.
Karenni and Burmese predominate in spoken language, while Burmese and
English are the most important languages in written discourse. In schools the
use of Karenni declines as students move up through the system, while the
use of English and Burmese increases. Although 23% of the camp population
are speakers of languages other than Karenni and Burmese, these other
languages are underrepresented at the sites investigated. At schools minor
languages feature mainly in the speech of students who are probably
explaining to each other what their teacher is saying in Burmese or Karenni.
At public meetings, minor languages play a similar role, featuring in nonofficial
speech overheard by observers; official speech is dominated by Karenni and Burmese. At shops, there are clusters of locations where minor
languages are used, but the vast majority of transactions are in Karenni or
Burmese. Language use at Christian places of worship depends on the
denomination of the church. Catholic churches use Karenni, with one or two
also using Burmese; and Baptist churches use Karen with some Burmese.
Written texts in churches vary, with some in Karen, some in Karenni roman
script and a few in Karenni camp script. At all churches the phenomenon of
congregations praying in several first languages simultaneously was
observed. At clinics, the language of consultation was either Karenni or
Burmese.
English accounts for 31% of writing or use of written texts at the sites
observed. However, the use of English as the preferred medium of
instruction in upper secondary schools has been limited by lack of teachers'
proficiency and lack of texts in English. Burmese continues to be the leading
medium of instruction in the upper school system.
About one third of the population of Kayah state has been displaced since
1996, and at least two fifths of its villages destroyed or relocated for security
reasons. Many refugees have been displaced from monolingual villages.
Those who now live in Karenni northern camp find themselves in a
linguistically complex environment where in some cases their own language
now cannot probably be used in the local shop, and is not supported in the
school system at any level. Although some of these languages, for example
Kayan, have quite large core communities elsewhere, some do not, and these
languages must now be at risk of disappearing completely. They include
Kay aw, Manaw and Bre."

"In 1996, approximately 1500 people lived in Camp 5, a refugee camp located in the jungle on the Thai-Burmese border. The camp was open and self-administered, with refugee-run schools, two churches, and one Buddhist monastery. Though unavoidably and significantly influenced by displacement, cultural life in Camp 5 was vibrant. Refugees were able to celebrate annual festivals in the camps; for many internally displaced persons inside Burma, such celebrations have been impossible for some years. One such festival is diy-kuw.
The people living in Camp 5 call themselves Karenni and have fled from Kayah State (referred to by the Karenni as "Karenni State"). Kayah is Burma's smallest state, bordering Thailand's northwestern province of Mae Hong Son..."

Les Kayah les plus faciles ? approcher sont les Kayah orientaux (Kay? dans leur propre dialecte). On peut les atteindre de la fronti?re tha?e sans trop de difficult?s.
Ces groupes Kayah sont assez diff?rents de leurs cousins de l?ouest, et en particulier des Kayah de Kyebogyi. La principale diff?rence est due aux conditions ?conomiques, le pays tr?s vallonn? ? l?est de la Salween n?est pas propice ? l?agriculture, et la rotation annuelle des champs induit un d?placement p?riodique des villages. A l?oppos? des villages occidentaux qui sont grands et stables, ? l?est il faut souvent trois heures de marche pour d?atteindre le prochain hameau, ou les champs distants. Les villages sont d?habitude construits vers le tiers sup?rieur des collines, proche, mais pas ? c?t?, d?un point d?eau. A l?int?rieur m?me des villages les gros arbres ne vont pas ?tre coup?s: les pentes sont abruptes, parfois 70%, et les racines n?cessaires pour retenir le sol. Il en sera de m?me dans les champs, o? seuls les petits arbres seront ?limin?s. Je vis en 1983, apr?s que tous les plants de riz tardifs moururent en raison de la s?cheresse, qu?une v?g?tation d?un m?tre de haut envahit les champs abandonn?s en trois mois.
Pour des raisons qu?il faudra ?tudier, les manifestations ext?rieures de la religion diff?rent aussi entre l?ouest et l?est du Karenni. "The effects of displacement on culture can have significant impacts on the psychological and physical welfare of
individual refugees and on the social dynamics within a refugee population.
Yet, refugees and relief agencies alike often underestimate or feel too overworked to incorporate the importance of cultural
factors in assistance programmes. Potential cultural conflicts between refugee communities, host communities and relief
agencies are of course important. Less often recognised, however, is the importance of cultural variation and tension within the
refugee community.
This article argues that if relief agencies develop a greater awareness of cultural patterns and potential cultural conflict within as
well as between communities, their assistance programmes may be more effectively and appropriately designed and
implemented...This article is based on anthropological field research, conducted by the author at the request of the NGO concerned during the
course of wider field research conducted in 1996-7 and 1998, with Karenni refugees living in camps on the Burmese border, in
Thailand?s northwestern province of Mae Hong Son. Karenni people have been fleeing from Karenni (Kayah) State in eastern
Burma and seeking refuge on the Thai side of the border for some years, the first significant numbers arriving in 1989..."
