U Khun Maung Thaung,
who took part in the fifth UPDJC
meeting, presented a report to
the Parliament, calling for government
to seize the moment for
peace.
The chairman also suggested
that the UPDJC should be
formed with parliamentarians—
three from the Pyithu Hluttaw
(Lower House) and two from
the Amyotha Hluttaw (Upper
House)— in the time of the next
government.

U Win Myint announced that
points related to the Letpadaungtaung
copper mining and property
of Defense Industry No (20)
included in discussions of MP
U Kyaw Aung Lwin on the MP
Daw Khin Sann Hlaing?s urgent
motion were deleted in accord
with the 2013 Pyithu Hluttaw
rules and regulations 158 (c). The second Pyithu Hluttaw

The urgent motion was put
to the vote and approved in favour
of majority at the Parliament.

the enactment of regional laws in
Yangon Region, said Daw Sandar
Min, a member of the National
League for Democracy (NLD) and
regional representative for Seikkyi
Khanaungto Township.
The regional MP spoke during
the second general meeting of
the Yangon Regional Hluttaw on 8
February.
?Consultations have been
made. There?s been a great deal
of discussions. Respective committees
will make proposals. This
will only be so once committee
have been formed. There isn?t anything
being carried out yet [to enact
laws] for the entire [Yangon] Region,
only for my township,” said
Daw Sandar Min.
She said proposals will be
made to solve Yangon?s congestion
problems, as well as other
problems affecting Yangon residents.
?The most widely felt problems
of Yangon residents, such
as traffic congestion, must be resolved.
Cars were approved for import
into Yangon before any proper
long-term consideration of the
implications the influx of vehicles
would have on the city?s congestion.
As such, the side-effects of the
mass rollout of new vehicles onto
Yangon?s streets are not a problem
that can be solved immediately.
A plan must be drawn up.
Various groups must be consulted
in order to do so, and discussions
must be held. But this problem
won?t likely be fixed right away,”
said Daw Sandar Min.
The second general meeting
of the Yangon Regional Hluttaw,
which was convened on 8 February,
was chaired by Yangon Region
Hluttaw speaker U Tin Oo
of the NLD."

Pyithu Hluttaw approves emergency
motion, formation of three committees: "THE second Pyithu Hluttaw?s
first regular session continued for
its sixth day with discussions on
an emergency motion and the approval
process for the formation
of three committees yesterday.
On their discussions on the
motion calling for an immediate
end to fighting in Shan State
and prompt measures to be taken
to aid war-affected local people,
parliamentarians including Defense
Services personnel representatives
stressed the need of
ensuring national reconciliation
for building a genuine federal
Union and moving towards lasting
peace through cooperation of
all including ethnic armed organisations.
On discussions, Union Minister
U Aung Min and Deputy
Ministers Maj-Gen Aung Soe,
Rear Admiral Myint Nwe and U
Phone Swe made clarifications.
Union Minister U Aung Min
said that RCSS has been urged
through the Joint Ceasefire Monitoring
Committee to adhere to
the terms and conditions of the
nationwide ceasefire agreement
that it signed while dealing with
civilians.
Regarding TNLA that has
no state-level agreement with the
government and did not ink the
NCA, the Union Minister called
for resolving conflicts through
negotiations.
In his clarification, Deputy
Minister for Home Affairs Maj-
Gen Aung Soe said that affected
people have been accommodated
at 17 relief camps with the provision
of food, clean water and
health care services. Teachers
and students who fled the clashes
between RCSS and TNLA have
been kept at a monastery to continue
learning and teaching there.
The motion was approved,
and an approval process for formation
of three committees—the
International Relations Committee,
the Farmers, Workers and
Youth Affairs Committee and
the Ethnic Affairs and Internal
Peace-making Committee— with

4 and Daw Htu May of
Rakhine State Constituency 11.
Likewise, U Min Oo of
Bago Region Constituency 6
will lead the Committee on Local
and International Non-governmental
Organisation formed
with 15 members including Dr
Pyae Phyo of Ayeyawady Region
Constituency 7 as secretary.
Moreover, Dr Than Win of
Mandalay Region Constituency
1 will serve as chairman of
the 15-member Committee on Dr Zaw Lin Htut of Mon State
Constituency 9 as secretary.
Next, the Speaker proposed
the formation of the Ethnic Affairs
Committee with 15 members,
naming Daw Shila Nan
Taung alias M Nan Taung of
Kachin State Constituency 2
chairperson of the committee
and U Khun Thein Pe of Shan
State Constituency 9 the committee?s
secretary. Likewise, U
Ba Myo Thein of Yangon Region
Constituency 5 and U Soe
Win of Rakhine State Constituency
12 were proposed as chairman
and secretary of the Farmers
Affairs Committee while Dr
Mya Thaung of Bago Region
Constituency 7 and Naw Hla
Hla Soe of Yangon Region Constituency
10 were also named as
chairman and secretary of Women
and Children?s Rights Committee.

Pyithu Hluttaw calls for preparedness, response plans for El Niño: "THE second Pyithu Hluttaw?s first
regular session entered its tenth
day, with parliamentarians holding
discussions on the El Niño urgent
motion submitted by Dr Maung
Thin of Meiktila Constituency.
A total of 14 MPs discussed
the urgent motion calling on the
Union government to adopt risk
mitigation measures against ill-effects
of El Niño which is expected
to hit Myanmar this year.
In his discussion, Dr Hla Moe
of Aungmyay Thasan Constituency
stressed the need of launching
emergency response and preparedness
drills in order to mitigate
possible losses in the event of disasters.
The MP pointed out that
such drills are not conducted yet
in the country despite plans had
been drawn up by the ministries
concerned. He also called for necessary
policies to be formulated to
purchase rice for State reserves.
U Naing Htoo Aung of
Ngahtoogyi Constituency also
called on officials concerned to
gear up for coming El Niño?s impacts,
warning that the situation
is likely to get worse during this
summer as some parts of the country
have started suffering droughts
and fire outbreaks are reported frequently.
In his discussion, Dr Sein Mya
Aye of Dala Constituency emphasised
the importance of taking necessary
measures to guarantee the
socioeconomic status of the people
including farmers as agricultural
outputs and fishery exports will
likely be limited by consequences
of El Niño.

the leadership role of the Union
government in the fight against El
Niño effects in cooperation with
regional governments, non-governmental
organizations and the

of the State Duma of the Russian

Pyidaungsu Hluttaw: Pyidaungsu Hluttaw discusses Union Budget Bill for next FY: "THE Public Accounts Committee
and the joint bill committee
of the Pyidaungsu Hluttaw discussed
the Union Budget Bill for
the next fiscal year.
In his discussion, U Maung
Toe, Secretary of the Public
Accounts Committee, made his
suggestion to submit plans for
the fulfilling of the budget deficiency
when the Union budget
is submitted to the Pyidaungsu
Hluttaw.
He also suggested not including
state-owned enterprises
in the State?s budget and to submit
their plans for running their
business on a commercial base.
The joint bill committee
suggested that permission for
borrowing money be assigned to
the Pyihtaungsu Hluttaw where
the budget is insufficient in implementing
national projects.
Regarding the banking and
financial institutions bill which
was sent back after disagreement
of both parliaments on some
parts of the bill, the Pyidaungsu
Hluttaw approved 12 points suggested
by the Pyithu Hluttaw
and four points by the Amyotha
Hluttaw. The Pyidaungsu Hluttaw
also approved the Bill Amending
the Penal Code which was
sent back by the president with
remarks. Over 530 MPs attended

Comprehensive Development
Plan (NCDP) yesterday at the
Pyiduangsu Hluttaw session in

In the report, the ministry
prioritises the agricultural and
industrial sectors in the coming
phases of its 20-year master
plan (2010-2030) for the country?s
economic development,
aiming to generate job opportunities
in these two sectors.
At the meeting, the

discussed the National Project

regulate drones: "THE Amyotha Hluttaw continued
its session in Nay Pyi Taw
yesterday, approving four reports
and discussed three questions,
including one about the
use of drones by people in Myanmar.
In response to the question
about the use of drones, Deputy
Minister for Transport U Zin
Yaw said the ministry is planning
to issue rules and regulations
and registration protocols
pertaining to the use of drones.
He said although drones can be
used in terrorist attacks, they are
useful for many purposes that
can benefit society. The Civil
Aviation Department under the
Ministry of Transport is planning
to issue an Advisory Circular
on the use of drones around
the country, he added."

Development Minister Dr
Kan Zaw responded to queries

in connection with the National

Plan 2010-2030, which was resubmitted
to parliament by the
Union government.
During the discussion, MP
U Htan Lein of Mindat constituency
stressed the importance
of the inflow of foreign investments
into small, medium and
large enterprises for the generation
of revenue.
In response, the Union
minister spoke of the need for
principles to ensure a smooth
economic transformation and to
overcome challenges in implementation
of the national development
plan.

funded highway in Kayah

No. 12. The MP asked whether
upgrading and maintenance
works are being undertaken
with the use of annual funding
allocations.
The Union minster said
the ministry plans to upgrade
roads, build bridges, culverts
and rock retaining walls and
install guardrails along the
Toungoo-Leiktho-Yado-Loikaw-
Hopong road during the
2016-2017 fiscal year.
Moreover, the Hpahsaung-
Maesenan-Maese-Nantmann
road will be upgraded,
and bridges and culverts on the
road will also be built, the Union minister added.
The ministry and the Kayah
State government have already
coordinated the installation of
new toll gates in the state, said
the Union minister.
Deputy Minister for Education
Dr Zaw Min Aung also
replied to a question about the
Ministry of Education?s plan to
reopen the Government Technical
Institute (Insein), which was
posed by U Nu of Yangon Region
Constituency No 10.
In his reply, the deputy
minister said short-term vocational
training courses, including
technical courses, are set to
open in the main building of the
institute.
The 120-year-old main
building of the Insein GTI received
a Blue Plaque from the
Yangon Heritage Trust last
December, acknowledging its
status as a significant historic
building.
Next, reports by the Mining,
Natural Resources and
Environmental Conservation
Committee and the Bill Committee
on respective activities
undertaken during the first
Amyotha Hluttaw were submitted
for approval.

During a session for the
seeking of final approval on the
National Planning Bill 2016-
2017, Union Minister for National
Planning and Economic Development
Dr Kan Zaw replied
that there should be an original
version for targeted GDP growths
of each sector as targets can be
met while replacing state-owned
investments with private sector
ones.
Next the Parliament gave a
nod to the National Planning Bill
and four other bills that include
the Union Budget Bill for 2016,

Hluttaw.
Next, Deputy Minister for
Defense Commodore Aung Thaw
responded to a question about a
road that was blocked from public
use in Dagon Township, raised by
MP U Nanda Kyaw Swa.
The deputy minister said
that the Bo Yar Nyunt road in the
township will be reopened for the
public to use before the end of this
month.

Hluttaw Speaker announced the
parliamentary approval to the
committee?s report.
On the committee?s report,
Union Minister for Finance U
Win Shein said that the ministry
is supervising the budget
implementation of the ministries
concerned, following the
suggestions of the committee in
accord with existing rules and
regulations and the Constitution.
In his discussion, Union
Minister for National Planning
and Economic Development Dr
Kan Zaw said that the ministry
is also overseeing projects being
implemented and financed
by Union, regional and other
budgets in regions, states and
districts.
Daw Khin Saw Oo, deputy
governor of the Central Bank of
Myanmar, pledged that further
coordination will be made between
the CBM and the Finance
Ministry in accord with the suggestion
of the committee.
Next, the process of approving
the second draft of Myanmar
Gemstone Law sent back by
the President with remarks followed.

The Pyithu Hluttaw agreed
to send back the Myanmar Statistics
Bill, the Private Education
Bill, the Prison Bill and the
bill amending the Weapons Act
with the remarks of the Amyotha
Hluttaw. The bill to amend
the 1950 Emergency Provision
Act was recorded. The bill to
amending 1949 Suppression of
Prostitution Act was approved
by the hluttaw.

is a plan to allow civil servants to
receive cash instead of leave they
have earned but not taken.
The UCSB member said regulation
80, which once allowed
civil servants to enjoy cash rewards
for their earned leave if
they do not take it, was suspended
as after civil servants received
four pay raises under the current
government due to the country?s
financial situation.
Likewise, Deputy Minister
for Immigration and Population
U Win Myint responded to
a question raised by MP U Tin
Maung Win of Mandalay Region
Constituency 3 on whether there
are plans to conduct a census on
the Lisu population in Mandalay
Region.
The deputy minister replied
that data on the Lisu population
in Mandalay Region will be announced
when approval is given
after coordination between the
departments and organisations
concerned. He also said the data
would come from the 2014 Myanmar
Population and Housing
Census.
There are no new plans to
conduct a census on the Lisu
population in the region, he added.
Next, Amyotha Hluttaw
Speaker U Khin Aung Myint
explained the implementation of
tasks during the period of the first
Amyotha Hluttaw.
According to the Hluttaw,
the second Amyotha Hluttaw?s
first regular session is scheduled

Pyithu Hluttaw: Pyithu Hluttaw discusses
proposal to suspend
construction of high-rise
buildings in Yangon: "THE Pyithu Hluttaw (Lower
House) discussed an urgent proposal
today that would suspend
the construction of high-rise
buildings in Yangon until they
meet all existing rules and regulations
for construction.
The parliament put the urgent
proposal on record, pledging
that it would monitor the issue.
Regarding the proposal,
Deputy Minister for Construction
U Soe Tint replied that the
ministry is closely supervising
buildings that are being built by
the ministry to ensure that they
follow the rules.
However, he added, the Yangon
City Development Committee
has set up a subcommittee of
experts to supervise the construction
of buildings higher than 11
storeys.
The construction of buildings
across the country should
follow the existing construction
rules and regulations, the deputy
minister said.
Also at yesterday?s Lower
House session, MPs asked questions
about the upgrading of a
school in Pakokku Township, the
drinking water supply in Bilin
Township, the repaying agriculture
loans in Tamu District and
about permissions to use virgin
and fallow lands.
MP Dr Soe Moe Aung from
Bilin Constituency asked whether
the Ministry of Agriculture and
Irrigation has a plan to supply
drinking water from the township?s
Kazai Dam to the wards
that face a scarcity of water every
summer.
Deputy Minister for Agriculture
and Irrigation U Khin Zaw
replied that the ministry mainly
supplies irrigation water to local
farms. However, the deputy minister
said, the ministry will cooperate
with local development
affairs departments to supply
drinking water to the wards if the
departments report on the issue to
the ministry.
MP U Khin Maung Shwe
from Tamu Constituency asked
whether the Ministry of Agriculture
and Irrigation has any
plan to settle the issue of farmers
struggling to repay agriculture
loans following the loss of their
farmlands to floods. The MP also
asked for the ministry to arrange
for virgin and fallow lands to
be provided to farmers who lost
their farms.
Deputy Minister U Khin
Zaw replied that the farmers
should request their township?s
bank manager to delay the deadline
for loan repayment.
During the last rainy season,
floods damaged 7,318 acres
of farmland in Tamu District, of
which 4,353 acres have been recovered.
At the parliament session,
Minister for Health Dr Than
Aung suggested that more wards
be added to Yangon General
Hospital, as the hospital has seen
an increase in the number of patients
it receives, jumping from
around 25,000 in 2013 to 62,500
in 2014."

In response to the question,
the Deputy Minister for
Immigration and Population
replied that the ministry has
no plans to amend the law and
bylaw since the issue came
from the internal migration of
people.
While currently issuing
citizenship cards to migrants
and squatters, the ministry is
facing difficulties in getting
correct and complete information
and documents from
migrants and squatters as they
are moving from one place to
another frequently.
Regarding the question of
MP T Khun Myat from Kalewa
Constituency on fighting against
narcotic drugs, Deputy Minister
for Home Affairs Brig-Gen
Kyaw Kyaw Tun said the government
adopted a 15-year plan
from 1999 to 2014 for the elimination
of drugs and adopted a
five year plan from 2014-2015
to 2018- 2019 for the elimination
of the production and use
of drug, stepping up its efforts
